The following comments have been received for the October 4, 2023, 2022 TRC meeting. Additional
comments may be made upon further review of subsequent revisions.
Please note: following the TRC meeting, a revised preliminary plan addressing each of the below items
must be resubmitted prior to receiving preliminary plan approval.

1. Zoning – RMF-L
2. Use:
a. Residential – 236 units, Multi-Family and Row-Style, Attached.
3. General comments
a. Open space is sufficient per UDO requirements.
b. Please indicate NCGS datum to which this site plan is tied.
c. Buildings 25 & 26 are Type A, are these the only “apartment-style” buildings on the site?
If so, this delineation may be helpful in the site data table, just to note that “Building Type
A are multi-family.” Not a requirement, just a suggestion.
d. Suggestion: Add a note to the plans specifying the areas labeled as Game and Dog Park are
included in the open space calculations. It may be good to just leave them named as “Open
Space” rather than stating on these plans that they’re going to be a Dog Park/Game area.
e. Please address questions that came up about the TIA (see WMPO comments).

4. Parking
a. It appears on some of the buildings there are parking spots included in garages, please
confirm my understanding of this layout for these types of buildings that numbers 1 and 2
are driveway spaces and numbers 3 and 4 are garage spaces?
5. Tree Retention:
a. Per the UDO, not all of the trees outlined in the Tree Removal Table on the site plan are
classified as significant. Please see below correction, only the trees highlighted in yellow
are significant:
6. Lighting:
a. Please correct note that the lighting will be per NHC requirements.
b. Please note that with the latest update to the UDO, a lighting plan is not required at time
of TRC Approval. See below excerpt from Section 5.5.3:
i. Information about the exterior lighting for the site that demonstrates compliance
with the standards in this section shall be submitted in conjunction with an
application for site plan approval (Section 10.3.6, Site Plan) or zoning compliance
approval (Section 10.3.8, Zoning Compliance Approval), whichever comes first,
approved no later than at time of construction plan approval.
b. When lighting plan is submitted, please ensure that the foot candles from the street lights
at the lot lines do not exceed 0.5, as the adjacent land is residential.

7. Landscaping:
a. Please submit a landscaping plan for this development per UDO Section 5.4.
b. A street yard is not required for residential subdivisions.
c. Type B: Aesthetic Buffer required for residential that abuts Industrial Uses (southern
property line).
8. Signs:
a. Please note that all signs are subject to section 5.6 of the UDO.
b. Please submit for sign permits prior to installation.
9. Please note that no building permit for any structure shall be issued which requires NCDOT
approval for a Driveway Permit until NCDOT has issued the approval. Evidence of approval shall
accompany the application for building permit.

1. I am assuming these being townhomes they will not be sprinklered, is this correct?
2. Fire hydrant layout. Need a more clear plan, please resubmit to me a copy without all the layers. I
zoomed in and it was still hard to read, symbols and other items on paperwork covering up.

1. A land disturbing and a stormwater permit issued by the County are required for this project in
addition to the State stormwater permit. Please submit for permits as the design is completed.
2. The existing topography, agricultural ditches, and historical poor drainage along Blue Clay Road
offers stormwater challenges as it appears the only adequate outfall from the site appears to be
along the railway right of way and under I-140. Please anticipate a request for downstream analysis
of the existing rail side ditch per NHC Stormwater Ordinance section 7.8.B during the design phase.
A conceptual design for downstream conveyance improvements may be required.
3. The pond outfall into the CSX ROW will require the 100 year storm attenuation.

1. Site plan reflects connection to public sewer. If public sewer cannot be obtained then septic
applications and permits must be submitted and issued. Proposed infrastructure does not violate
septic setbacks on any surrounding properties.

applications and permits must be submitted and issued. Proposed infrastructure does not violate
setbacks on any surrounding properties.

5. 3 street names are required for the interior roads. The two driveways do not need street names.
