Please note: following the TRC meeting, a revised site plan addressing each of the below items must be resubmitted prior to receiving approval. Planning, Zach Dickerson, 910-798-7450 Please update the plan with the following general corrections: 1. Zoning: I-2 2. Use: a. Waste & Salvage- Please confirm the types of waste proposed to be processed by this facility. Please note that any septage or sludge disposal requires a Special Use Permit. I read through SR&R’s website and it appears that there are a number of services offered by the company, we just need to confirm that the specific use is permitted here. b. For Waste & Salvage facilities, please refer to UDO Article 4.3.5.E, Sections 1-8 for additional use standards. Depending on the type of processing this facility will handle, these standards will need to be met prior to site plan approval. 3. General Comments: a. Invoice INV-00099294 for $75.00 is available to be paid online at www.nhcgov.com/coast or by calling 910-798-7308. b. Please show the location of all signs and note any proposed sign is subject to Section 5.6. of the UDO. c. Please clearly label all loading spaces, dumpsters, outdoor storage areas, and ground level mechanical equipment. d. Please be aware that no building permit will be issued until NCDOT has issued the Driveway Permit approval. - See Cover Sheet of updated SR&R Environmental "Solidification Facility" Site Plan drawings - Project Description: Proposed waste facility that processes Non-Hazardous Liquid waste through solidification and stabilization. - No exterior site signage to be utilized. - Not applicable. - NCDOT has approved driveway permit. Executed permit number is D033-065-23-00092. - Updated drawings "Solidification Facilty Site Plan - 8/17/2023 NCDOT has approved encroachment permit. Executed permit number is E033-065-23-00315. Please provide a detailed landscape plan schedule illustrating the requirements for interior parking lot landscaping, street yards, and foundation plantings have been met. b. Please refer to UDO Section 5.4 for landscaping standards. c. Please provide a typical for dumpster screening. 5. Tree Retention: a. It appears there are some trees on the site- will these be removed for this build-out? b. If so, a Tree Removal Permit will be required. c. Please refer to section 5.3 of the UDO for tree removal standards, and Subsection 5.3.7.E specifically for tree removal/mitigation standards on the Highway 421 corridor. 6. Parking/Loading: a. Most of the Waste & Salvage Uses require 1.5 parking spaces per 1,000 sq feet of either office space or total building space. Once the use is clarified, we can determine if the parking shown on the site plan meets the requirements. 7. Lighting: a. Please note that with the latest update to the UDO, a lighting plan is not required at time of TRC Approval. See below excerpt from Section 5.5.3: i. Information about the exterior lighting for the site that demonstrates compliance with the standards in this section shall be submitted in conjunction with an application for site plan approval (Section 10.3.6, Site Plan) or zoning compliance approval (Section 10.3.8, Zoning Compliance Approval), whichever comes first, approved no later than at time of construction plan approval. b. The lighting plan should illustrate that street lighting, all exterior lighting, and indoor lighting visible from outside shall be designed and located so that the maximum illumination measured in foot candles at ground level at a residential lot line meet the UDO Section 5.5. Please submit for permit as the design is completed. Please check with NC DEQ for the requirements of a state stormwater permit. 2. It appears the project lies within an existing State stormwater, SW8 020731. Please check with the State DEQ office for permit modifications requirements 3. A stormwater permit modification has already been issued for this addition of the impervious area. - See Sheet S3 and Sheet D1. - Not applicable. - See Sheet S1 for Tree Inventory Schedule. - See Sheet E101 for Ext. wall paks. 3 mounted to south side, 2 mounted to east side, and 3 mounted to north side of building. - See Sheet S2 for two (2) parking area locations. 8,060 SF / 1000 = 8 spaces. 9 spaces plus 1 HC space provided. - No site light poles proposed at this time. - See attached Tree Removal Permit (No. TR-23-000041). - Building east side is open in its entirety, therefore request an exemption to the EFRRC requirement. - See attached NHC Land Disturbing Permit / Grading Permit. - See attached NC DEQ Stormwater permit.- See above. Utility Plan review required by CFPUA. CFPUA is moving toward becoming paperless. When ready to submit plan review package, upload all documents to https://www.cfpua.org/FormCenter/Engineering-3/Engineering-Plan-Review-103. 3. CFPUA water and sewer available. 4. CFPUA plan review required to verify if connection can be made to the adjacent property with private utility easements. NCDOT, Frank Mike, 910-398-9110 These are preliminary comments and are based on the plans as submitted for the proposed site. They are subject to further review upon receipt of any additional information. Subsequently, additional comments and/or requirements may be necessary for this site. 1. NCDOT Driveway Permits, and Encroachments are submitted through the NCDOT Online Portal. a. https://connect.ncdot.gov/municipalities/Utilities/Pages/help.aspx 2. A NCDOT Driveway Permit is required. Submit plans in accordance with pages 14 and 15 of the Policy on Street and Driveway Access to North Carolina Highways to include access locations within 500’ of the proposed access on both sides of the State Road. Submit to the local NCDOT District Engineer’s Office. 3. A NCDOT Encroachment Agreement is required for any utility connections or installations within NCDOT right-of-way. 4. Show/Label the 10’ X 70’ NCDOT sight triangles. 5. No obstructions shall be placed within the NCDOT sight triangles. 6. No obstructions shall be placed with the stopping site distance. Reference table 3-1 (for level roadways only). 7. Driveway will need to be paved from edge of pavement to r/w line (minimum). 8. No gates allowed within 100’ from the r/w line. 9. Label the radius for the driveway connection. 10. May need to upgrade the driveway apron with the new traffic, can be discussed in permitting process. Connection to existing well will be determined by employee number and setbacks to proposed structure. 24 or more employees dictate a public water well. These wells have different parameters for installation and the current well was not drilled to these specifications. Well head must remain 25 feet from any structure. 2. Site plan reflects connection to a public sewer pump station with the new building. Proposed infrastructure does not affect surrounding properties septic systems. - NCDOT has approved driveway permit. Executed permit number is E033-065-23-00315. - There will be two (2) employees. - Well is approximately 40' from proposed building and 32' from proposed building covered loading dock.
