Public Comment Dear NHC Planning Board,
Please vote NO to the rezoning request Z23-18. I am a
resident of 645 Condo a club Drive in Sellars Cove, the condo
community situated directly behind the proposed rezoning
property. This property should be kept residential zoning based
upon the following concerns:
1. Proximity to our residential homes. This property will be only

100ft from our 645 condo building and the proposed storage
container building they want onsite would be 2 stories and
inhibit any privacy we have. Their proposed buffer is not
enough to make it where it’s not encroaching. Lighting and
noise pollution are also factors to consider and will be
unavoidable.
2. Our private driveway sits right after the entrance to this
proposed property/project and that proximity will increase the
visibility problems already there as it’s difficult to get out onto
421 already. Put large rental trucks or CDL trucks with storage
containers and you have an even bigger visibility problem. Both
for residents of sellers cove, beau rivage and patrons of the
speedway gas station trying to enter into traffic. Our driveway is
private and there is a concern about the rental trucks missing
their entrance and coming into our parking lots creating a
disruption or possible accident while maneuvering through our
lot.
3. This is not responsible development. There are better suited
commercial properties available for sale that would better
accommodate a facility like this where they are not encroaching
on residential communities and Increasing traffic congestion
and the risk for traffic accidents.
4. There are nearby rental truck and storage facilities nearby
within 3 miles north and south of 421 that provide adequately
for the surrounding community. This proposed project is
redundant and not needed.
I strongly oppose this project and rezoning to commercial as it
is not responsible development and does not fit into the mixed
use area plan as it’s too close to a residential community.

Thank you in advance for considering the following perspective on my OPPOSITION to this project. Attached you will find
a 7 page PDF that references images I will be discussing throughout my OPPOSING this project. (See page 1 images) I
would like to begin with expressing my concern for the misinformation/confusing information provided to us at the
initial meeting. The address Ms. Cindee provided did not lead us to where the meeting was. (See page 3 images) At the
preliminary meeting, Larry Dendy was presented as the developer and he mentioned he would be working with several
other investors located in Texas and California (I believe?). I urge the council to perform research on Mr. Dendy's history.
A simple google search speaks for itself. At our meeting, he stated he has never worked on a project of this nature. (See
page 2 images) The drawing Cindee initially presented to us was NOT drawn to scale and it took some time for Cindee to
admit to that at the meeting and stated she would provide us with a scale drawing at a later date. Ms. Wolf also failed to
mention to us that the "information sheet" we signed would actually be part of her proposal submission to the county.
While this may be normal practice, it came across as very deceitful. (See page 4 images) The new to scale drawing is
quite different than the initial we received. I would also like to note that Ms. Wolf failed to send this information the
means she said she would and it was sent to us AFTER it was submitted to the county. I believe the only reason the
information was sent, was due to a member of our community reaching out to find out the status of the rezone
submission and if it happened. Some additional information I would like to draw your attention to concerning the
updated new drawing: the number of spaces compared to the first document. At the meeting, the developer stated
there would be anywhere from 17-35 Uhaul trucks. New drawing has 33 spaces whereas the first has 28. The new
drawing listed a different name as the developer. Further clarification was provided in an email as to Mr. Dendy's
affiliation to the project. I have also included an image from building 645 for your reference as well. I would encourage
the council to consider other projects Ms. Wolf has worked on throughout the city of Wilmington where she stated
noise and light pollution would not be an issue and she was incorrect. I believe Sea Gate Bottle shop and Wendy's house
are a good place to begin this consideration as again, a google search provides news reports of residents behind the
establishments experiencing disturbances despite Cindee's assurance there would be none. Page 6 of my document
provides images of a Uhaul facility located on Oleander, another very congested area of town. Thankfully people aren't
driving 55+ mph in this area due to the lights, so it is maybe not as dangerous but an absolute eye sore given the nearby
homes and beautiful park located next door. Page 7 allows for you to see what we see when exiting our property. I'd like
you to note this and the location of Ms. Wolf's design of spaces out front on her new plan. Considering the size of a
Uhaul truck and or trailer, it will be a potentially deadly exit for us to leave our property. As you can see from the image
of the garbage truck in the turn lane (top of page 7), visibility is limited. I can't imagine the thought of large Uhaul trucks
completely obstructing our exit view. I would also like to make the committee aware that our corner is a bus stop for
children of all ages. Additionally, I'd like to add that the general public typically has no prior experience to driving
vehicles of such large nature. I can't begin to imagine the dangers this presents with someone pulling out and darting
across 3 lanes of traffic to attempt a U turn at a light that I don't believe is conducive to a Uhaul truck making a U turn. I
urge the council to also consider the number of accidents that have occurred at the intersection of Carolina Beach Road
and Cathay Road. One happened just recently (October 3rd) and a car ended up on it's side. A pregnant member of our
community was involved in a hit and run at the U turn light. While I realize we aren't planning for people to miss the turn

to the Uhaul business, it will happen. People turn in here all the time to turn around because of missed turns. Our
driveway is not made for vehicles of this nature to enter and attempt a U-turn. I'd like to know what the planners have
in mind as far as preventing the added traffic entering our property. To conclude, Allowing a Uhaul center/ pod storage
facility to be placed in an already overly congested, fast, highly traveled, and dangerous intersection would be extremely
reckless and put many in our community in danger each time we attempt to leave our home as well as other
surrounding areas of this area of Wilmington. I urge you to seriously consider DENYING this project. Thank you for taking

Public Comment I oppose the rezoning of 6218 Carolina Beach Road to B-2. As
a co-owner of a condo with my daughter, I was saddened to
hear of the possibility of this rezoning. I have spent the better
part of 30 years in the Wilmington area and have seen the
rapid growth and the decimation of the trees and green spaces.
The area proposed for rezoning is already a residential area
and I think it should stay the same. There is no reason to rip
out more trees and add more hard surface to an area already
too far gone with hard surfaces.

I tend to avoid the area on Carolina Beach Road up near
Shipyard Blvd. Why? Because it is an eyesore. Building after
rundown building. All concrete and black top. I can remember
when it was field after field. Have you thought about the tourists
and the visitors to our area. The reason my husband and I
decided to move here was because we came on vacation and
loved it. We came to the Monkey Junction area 8 years ago
because the Ogden area and Market St. was being over
developed. Now we are in the boat again. Do not force people
to leave. Keep the community beautiful and tranquil and green.
We have always taught our children to respect the land, to take
care of it. I would hope you would do the same.

Public Comment I oppose the rezoning of 6218 Carolina Beach Road to B-2.
When I moved here after being widowed at 52 and left with
very little due to the hospital bills, I thought that I had found the
goose that laid the golden egg, when I discovered this condo.
Close to work and my elderly parents’ home, with trees and
greenery, you would never have known that it was just off a
major road. I could sit on the balcony and have coffee and my
small dog loves to see the birds and butterflies go past. With
this new rezoning I will lose all of that. I will lose the quiet, the

green and the tranquility. This property, due to the very nature
of its hiddenness from the road is what drew me to it. I also felt
that it afforded me safety and security as I was not exposed to
the main road. I will also lose the value of my home; it will be
an eyesore. Please look at the photos I have attached, my
home now and most likely what it will look like if you allow this
rezoning to go through.
Even more than my personal comfort, I feel that with this
potential change and many others that seem to be in the works
will destroy this area. A lot of what people come for in this area
will be destroyed by the greed of men. I have seen firsthand
what a town looks like when every piece of land is
overdeveloped. I have also seen the mass exodus of the very
people you want here, move on to a place where they can
breathe. It is the very reason I moved here. Over developing (I
have done the research) can backfire on the men who think
they know best. Overcrowding and traffic for days will deter the
visitors that many of the businesses rely on. When the tourists
leave, and the buildings are empty then what? Why change the
zoning? So that another U-Haul can come in? When the area is
over saturated, and the homes sit empty, who will need the U-
Haul’s?
I hope that you think long and hard about how you would feel if
this was your home. What would you want for your
grandchildren or theirs? What do you think will be the benefit to
the area that would negate the lives of over 200 people who
live here already? Instead of ripping down why not think about
what you could do to build up and beautify our town. I honestly
invite you to come to our community and see what it would be
like for us. I’ll be happy to offer you a seat on my balcony and a
cup of coffee so you can see why I chose this home.
While I believe this will fall on deaf ears, it has been therapeutic
for me to write it. I saw when I went to the last meeting how
disassociated the men were to our pleas. Reason and logic
cannot seem to sway the minds that have already decided on
this issue, but perhaps emotion may soften a hardened heart.
So please, please think before you vote on this issue. This is
our home. Don’t destroy it.

Public Comment Attached are the slides and notes from out presentation to the
Planning Board which covers many of our community concerns
and notes.
Be aware that while the developer describes it as a "Truck
Rental". But do not be fooled, it is *ALSO* going to include

warehousing for POD (or equivalent) portable storage/cargo
containers. These "PODS" require large, CDL licensed, diesel
commercial vehicles (Including 18 wheelers) to transport and
noisy forklifts to maneuver. I believe the warehouse portion, in
particular to be problematic and will present a large nuisance to
the 100+ residents of Sellars Cove.
The traffic of these large diesel commercial vehicles (delivering
the PODS) will create access problems as the driveway will be
positioned at the entrance of a turning lane which will not offer
enough room for the oversized vehicles. This will obstruct
traffic on Carolina Beach road as the 18-wheelers or large flat
bad trucks slow down and make a large swing to get in and out
of the facility while delivering/retrieving these PODs.
The only other POD (or equivalent) storage facilities LIKE the
one proposed are located in locales annotated with
"Employment Center" place type designation in the counties
comprehensive plan; NOT "Community Mixed Use" (under
which 6218 Carolina Beach Road is classified). Specific
examples have been provided in the attached PDF.
Lastly as of the Planning Board meeting the developer had
*NOT* yet spoken with any of the POD (or equivalent)
franchises. These franchises will have their own
restrictions/requirements on the warehouse that likely have not
yet been addressed. These added requirements may render
the current warehouse proposal invalid and may need to be
revisited in the near future with FURTHER conditional zoning
requests not yet addressed. In short, the metaphorical cart is
being put ahead of the horse.

Public Comment Planning Board made fun of Sellars Cove...because it's zone
business...WHY? It should be left residential. We have sirens
every day ..6 car accident...flipped cars and now rental trucks
trying to pull out into 55 mph. I personally saw a truck hit a
women and turn her around, few seconds earlier it would of
been broadside. Item 5 said..no PODS...so they should be
gone along with the dumpster for 4 employees. No rental truck
secured at the planning meeting and no UHAUL. Wrong,
Wrong Business, keep Residential.

Public Comment I volunteer at different places and Laurie Whalen COO at
Novant mentioned all the new Medical facilities in 2024, 25 and
2026. So let's give them a place to live in front of Sellars
Cove..keep it Residential. We have rentals to the left and right
of us besides Penske at Home Depot. No nèed for another one
when a rental facility hadn't been secured. Cart before the
horse ????? We have a school bus who drops kids off at the
Townhouses at Beau Rivage....don't want any injuries. Also the
sirens have increased so much on 421. Along with the

accidents. So no Commissioners or Pause this project for
something else.

Public Comment I am the owner of a condo at Sellars Cove which is the property
located directly next to the proposed rezoning. This project will
have a huge impact on the quality of our lives by imposing us
noise, nuisance, coming and going of trucks to move the pods
that will be stored in a building that will be immediately adjacent
to our pool and building 645. Our residents will have the view
and noise coming from that business from 6:00 am to 8:00 pm
(hours of operation) on a daily basis at 100 feet from their
windows and balconies. Needless to say that their daily lives

will be impacted by it. All our residents will be affected and the
usage of our pool will not be anymore a relaxing experience at
the end of the day. The added traffic will also be a nuisance
when using our only point of entry and exit on Carolina Beach
Road, which is already difficult enough as it is. I would like to
ask our elected commissioner to think about how he would like
that to happen next to his house. Being our voice to oppose the
rezoning would be greatly appreciated by all of us at Sellars
Cove. We hope that our concerns will be taken in consideration
when making the final decision. Thank you for your time.

Public Comment Planning Board was so rude to Sellars Cove, yelling at us. So
wrong. In there motion they said NO PODS, so that would
mean no warehouse. It was item 5. At that time they had not
secured UHAUL. I am speaking with a representative who said
its not a UHAUL project yet our paperwork had their logo. A
truck can't do 55 mph when they try to merge. So if an
accident. The planning board and commissioners will be
notified. . And hopefully no one dies. The designer said she did
Sellars Cove but failed to say how the Builder stapled the

TyVex and now water is pouring into windows and units . So far
we have paid $50,000 to fix with 6 more units for $72,000. We
don't trust the DESIGNER at ALL. Keep it residential...no need
for a business. You can make this Right.

Public Comment I vehemently oppose this project putting a commercial business
right at our driveway! As a voter who purchased my condo 3yrs
ago due to its quiet safe location with a buffer since I work from
home, my safety and lively are at risk. Beyond traffic concerns
where mamy accidents resulting in death at Cathay and the
already Carolina Beach traffic the noise and or EPA affects to
ground and water quality are at risk. This is a quiet residential
community not an industrial area and has no quality of life
being added to our community! Put it your front yard. Oh btw

Public Comment I am the co-owner of a condo located adjacent to the property
at 6218 CB Rd. I oppose this project for several reasons. This
project would greatly reduce our noise barrier, reduce our
quality of living, would in fact contribute to noise & fume
pollution, would contribute to the reduction of our property
values, would increase the danger of accidents and there is no
need for yet another U-Haul type facility so close to at least 3
others in a 5-mile radius. This section of CB rd, although 55-
mph, is already difficult to enter from our complex as traffic

generally moves between 60-65 and we have to cross all lanes
to be able to get to the light to turn back toward town. We have
children who wait for the bus at the end of our complex. Having
inexperienced U-Haul drivers trying to come in and out would
absolutely be a safety hazard. We are also concerned that the
U-Haul entrance will be missed and those trucks will pull into
our complex to turn around. The infrastructure is just not a
good situation, other industrial locations would be better suited.
Please do not let this pass.

Thank you in advance for considering the following perspective on my OPPOSITION to this project. Attached you will find
a 7 page PDF that references images I will be discussing throughout my OPPOSING this project. (See page 1 images) I
would like to begin with expressing my concern for the misinformation/confusing information provided to us at the
initial meeting. The address Ms. Cindee provided did not lead us to where the meeting was. (See page 3 images) At the
preliminary meeting, Larry Dendy was presented as the developer and he mentioned he would be working with several
other investors located in Texas and California (I believe?). I urge the council to perform research on Mr. Dendy's history.
A simple google search speaks for itself. At our meeting, he stated he has never worked on a project of this nature. (See
page 2 images) The drawing Cindee initially presented to us was NOT drawn to scale and it took some time for Cindee to
admit to that at the meeting and stated she would provide us with a scale drawing at a later date. Ms. Wolf also failed to
mention to us that the "information sheet" we signed would actually be part of her proposal submission to the county.
While this may be normal practice, it came across as very deceitful. (See page 4 images) The new to scale drawing is
quite different than the initial we received. I would also like to note that Ms. Wolf failed to send this information the
means she said she would and it was sent to us AFTER it was submitted to the county. I believe the only reason the
information was sent, was due to a member of our community reaching out to find out the status of the rezone
submission and if it happened. Some additional information I would like to draw your attention to concerning the
updated new drawing: the number of spaces compared to the first document. At the meeting, the developer stated
there would be anywhere from 17-35 Uhaul trucks. New drawing has 33 spaces whereas the first has 28. The new
drawing listed a different name as the developer. Further clarification was provided in an email as to Mr. Dendy's
affiliation to the project. I have also included an image from building 645 for your reference as well. I would encourage
the council to consider other projects Ms. Wolf has worked on throughout the city of Wilmington where she stated
noise and light pollution would not be an issue and she was incorrect. I believe Sea Gate Bottle shop and Wendy's house
are a good place to begin this consideration as again, a google search provides news reports of residents behind the
establishments experiencing disturbances despite Cindee's assurance there would be none. Page 6 of my document
provides images of a Uhaul facility located on Oleander, another very congested area of town. Thankfully people aren't
driving 55+ mph in this area due to the lights, so it is maybe not as dangerous but an absolute eye sore given the nearby
homes and beautiful park located next door. Page 7 allows for you to see what we see when exiting our property. I'd like
you to note this and the location of Ms. Wolf's design of spaces out front on her new plan. Considering the size of a
Uhaul truck and or trailer, it will be a potentially deadly exit for us to leave our property. As you can see from the image
of the garbage truck in the turn lane (top of page 7), visibility is limited. I can't imagine the thought of large Uhaul trucks
completely obstructing our exit view. I would also like to make the committee aware that our corner is a bus stop for
children of all ages. Additionally, I'd like to add that the general public typically has no prior experience to driving
vehicles of such large nature. I can't begin to imagine the dangers this presents with someone pulling out and darting
across 3 lanes of traffic to attempt a U turn at a light that I don't believe is conducive to a Uhaul truck making a U turn. I
urge the council to also consider the number of accidents that have occurred at the intersection of Carolina Beach Road
and Cathay Road. One happened just recently (October 3rd) and a car ended up on it's side. A pregnant member of our
community was involved in a hit and run at the U turn light. While I realize we aren't planning for people to miss the turn
to the Uhaul business, it will happen. People turn in here all the time to turn around because of missed turns. Our
driveway is not made for vehicles of this nature to enter and attempt a U-turn. I'd like to know what the planners have
in mind as far as preventing the added traffic entering our property. To conclude, Allowing a Uhaul center/ pod storage
facility to be placed in an already overly congested, fast, highly traveled, and dangerous intersection would be extremely

Public Comment As a resident of Sellars Cove I am opposed to the rezoning
application submitted for 6218 Carolina Beach Rd. I reside in
the unit owned by Paul Harris.
Rezoning this property will greatly affect the residents of our
community. The large trucks will add more issues to an
extremely busy road. Trying to enter Carolina Beach Rd and
crossing the first two lanes to make it to the U turn lane is
already difficult. Adding UHaul trucks and trucks delivering

Pods storage units will aggravate an already bad situation.
Along with the traffic issues, there will be an increase in noise
as the natural barrier that exists now will be gone. Residents
will be subjected to noise from trucks, equipment used to load
and unload the Pods and increased traffic in and out of an
entrance right beside the entrance to our community. Some
units will have their view changed to look onto a 30 ft high steel
building while the pool area will be subjected to the noise and
an altered view.
Residents chose Sellars Cove because it was set back from
the highway providing privacy and protection from highway
noise.
While a large majority of the residents are seniors, there are
children who reside in Sellars Cove also and catch the school
bus each morning at the entrance. This entrance will now be
directly next to the one for the new facility, if approved. There
will be UHaul trucks entering and exiting while children are
getting on and off the school bus. This will create a safety issue
for the children.
Please consider the impact this will have on the residents of
Sellars Cove, their quality of life, the effect on safety and traffic
issues and deny the rezoning application.

Public Comment I am the owner of a condo located in Sellars Cove which is
adjacent to the property situate at 6218 Carolina Beach road. I
am opposed to the rezoning of that property from a residential
to a commercial/industrial site.
The project suggested for that property as described to us
would be a U-Haul rental and Pods storage area. We were
advised by Cindee Wolf that would entail a 30 foot high metal
building, approximately 30-40 U-Haul trucks and approximately

20-30 Pods storage. The construction of that facility would
bring with it an increase in traffic on what is already a highly
traveled road leading to the beach. During tourist season an
already busy road becomes almost impossible to enter from
our access as it is. Adding large trucks to this traffic will
undoubtedly cause issues not only for the residents of Sellars
Cove but all who travel this road on a daily basis. Additionally
there would be trucks coming and going at all hours of the day
and night and loading and unloading pods by forklifts which
beep constantly when in reverse. This will occur in the area
directly behind one of the residential buildings and our pool
area. The view for the owners will be altered to a view of a
steel building and U-haul trucks. The relaxing pool area will be
subjected to the loud noise of trucks and machinery all day.
I am not opposed to all businesses that may come into the area
but this business will directly affect the quality of life of the
residents of Sellars Cove, who are primarily seniors.
Please do not allow this rezoning application to pass. Thank
you.

Dear Case Planner and NHC Planning Board,
Please find this letter as a thoughtful request for your vote against the rezoning request (Z23-18) of 6218 Carolina
Beach Rd from an R-15 residential lot to commercial CZD-B2 in order for a U-Haul/ PODS storage facility to be
built. I am a current homeowner of the Sellars Cove Condominiums located directly behind the proposed lot. We
have a beautiful 3 building community at Sellars Cove that sits somewhat back off the road in a "cove". The way
our condo community was developed has created this unique cove of protection, privacy and quieter atmosphere
even though we sit along a very busy road. It's an attractive feature that played a part in convincing me to rent here
8 years ago. I have loved it ever since and I am now a new homeowner here.
I and We (my Sellars Cove community) would like to present for your consideration many issues/concerns
regarding the impacts the rezoning will have:
1. The proposed plan will mean that the facility sits at the entrance of a turning lane that goes to our
private road "driveway" at Sellars Cove, Beau Rivage, Speedway Gas Station and Cathay Rd. Large
U-Haul trucks and a commercial CDL POD truck would be frequenting the facility and there is a
grave concern about the ability of these vehicles to enter/exit this area safely when it's already
being used by multiple communities.
2. Traffic congestion going down South 421 on Carolina Beach Rd. is bad at all times. We already
have a difficult time pulling out onto Carolina Beach Rd and it's even more difficult if people are
pulling out and needing to get into the far-left lane to make a U-turn to head North. We have
multiple school buses that travel up and down South 421 and we have a bus stop at the end of the
Sellars Cove Driveway. This endangers our children and makes for an unsafe situation if we throw
U-Haul and large CDL trucks into the mix of entering/exiting the same area.
3. Many renters of U-Haul trucks are not always experienced in driving this type of vehicle and will
face the same challenges of entering/exiting onto Carolina Beach Rd. which will increase the
likelihood of an accident. Poor visual field from the truck/ and reckless attempts at getting out on

the road in a traffic "window" (which is not always a clear window with the density of vehicles on
the road and our current speed limit here in front of this area is 55 mph) will create an unsafe
situation for drivers in the U-Haul's, for oncoming drivers traveling South, and for other vehicles
attempting to get out onto the road also from Sellars Cove, Beau Rivage, and Speedway Gas
Station. Having these U-haul trucks at this entrance creates a vision obstruction for drivers
attempting to pull out onto Carolina Beach Rd.
4. Having another proposed storage/rental facility like this is REDUNDANT. We have a considerable
number of these types of facilities that currently meet the need for our immediate area. 2 U-Haul
locations sit less than 4 miles away in either direction of this lot, 1 North and 1 South, plus the
other non-U-Haul rental locations and self-storage facilities that are also nearby. It is
unnecessary to allow another facility of this nature to be located on such a small land parcel that
backs up only 100 Ft from our first condo building. If we "think" we need more of these facilities in
this area, there are better suited locations that can accommodate this facility that won't present
these traffic/proximity concerns as putting one here will have.
5. We love our home location! We enjoy having the small bit of what feels like privacy, a beautifully
landscaped driveway and surrounding/outer trees along our property. The proposed facility
"parking lot and multi-story building" is an undesirable eyesore, and the plan puts this facility in
OUR backyard. It would allow for the obstruction of neighborhood peace, privacy, and would
undoubtedly subject us to new lighting and noise pollution, especially for owner's units who are
on the top third floor facing the facility. The prosed buffer is not enough, and there just isn't
enough space to responsibly develop this kind of facility without encroachment into our
neighborhood community.
I understand that the future land use for this stretch of land along Carolina Beach Rd is Community
Mixed Use according to the Comprehensive Land Use Plan and that it can encompass commercial
zoning. However, a facility of this nature is more small scale industrial like and it's just TOO industrial for
this lot and its proximity to surrounding residential communities. 1 U-Haul location north of 421 appears
to be in an Urban mixed-use area, and the other South on 421 is in a community mixed use area but it
shares it location with a Midgard Storage facility that is the primary development for that land parcel.
BOTH of these facilities sit on LARGER plots of land with GREATER proximity spacing to any residential
community. North Chase is a great example according to your comprehensive plan that is a community
mixed use area, and it has been developed with care and consideration for its residents as there are
beautiful spacious residential areas with other small office, business and retail spaces throughout, with
several storage and a couple U-Haul facilities, BUT none are encroaching on a residential community
that threatens their space, privacy and safety. All have been thoughtfully placed to allow for convenience
and need but offer a natural spacing that is sustainable while protecting and making the residential living
areas attractive, safe, and natural looking.
Also please consider that our stretch of 421 from Sanders to River Road at Snows Cut has had a lot of
new development in less than 3 years, therefore increasing the number of people traveling to our area,
not to mention we will always have the heavy traffic to Carolina Beach. Newly developed businesses
include:

In addition to these businesses, a 48-unit Townhome complex, Piersons Townhomes was just approved
for rezoning and development by the board. These townhomes specifically will be situated on the left-
hand side of Carolina beach road next to the Hanover Pines Nature Park. The close proximity to Cathay
Rd. and the U-turn point will make this an increasingly more trafficked intersection. The intersection at
Cathay is already very dangerous with many accidents happening monthly.
We know the task of approving/disapproving land use/development requests is not an easy task.
However, it is imperative now more than ever that decisions are made where responsible development is
a priority and focuses on inclusivity to all things that make Wilmington attractive, safe, resourceful,
natural and pristine. With the current Land Use plan being from 2016, it is becoming increasingly
outdated as our City and County has experienced un-precented growth of people and businesses. Faster
than anyone perceived happening, it has increased the pressures of decision making, and strains our
area infrastructures. Times are challenging to find housing and create sustainable residential
communities where we can have privacy, security, nature and promising resale values. Part of your
responsibility is to look beyond and responsibly plan and create our communities to be the best and
most sensible. Let's not develop every parcel of land just because we can. Let's ask, is this what is best
for each and every area and are we creating meaningful sustainable areas that protect and uphold the
quality of life for the residents of our beautiful county.

think, look at, and discuss the future of our area along Carolina Beach that we call home.

Public Comment As a property owner at Sellers Cove I oppose the proposal to
rezone the property at 6218 CB Road to allow for a
UHaul/Pods Storage. This type of business does not belong in
a residential area that is approaching a very dangerous
intersection at CB Road and Cathay. Carolina Beach Road is
the main thoroughfare to Pleasure Island. There was a terrible
accident at the intersection yesterday evening 10/3/23.
The very small turn lane starting at ZaPie Pizza also supports a
residence, the Sellers Cove community, Beau Rivage main

entrance and Speedway Gas Station. Adding a business that
utilizes semi trucks for Pods containers and 40 trucks for rent
by UHAUL with inexperienced drivers operating UHAUL
vehicles onto an already heavily traveled road is not feasible.
The combination of tourists, inexperienced UHAUL drivers,
semi trucks and a dangerous intersection is a disaster waiting
to happen. That type of business belongs in an industrial area,
not a residential mixed use neighborhood. I know it is the NH
County development plan to utilize every available space on
CB Road as reported in the papers and on local news, but this
use is not the right one.
As someone who drives back and forth to work daily, it is
already impossible to get into the left turn lane to go toward
Monkey Junction. For safety I have to utilize Cathay Road to go
anywhere. Children riding the school buses for our community
and Beau Rivage are also a concern. Please take our concerns
as taxpayers, residents and concerned citizens seriously. The
county seems to cater to moneyed investors from out of town,
as in the case of 6218 CB Road, who don't live here and care
about anything but money. Thank you.

Keep thinking about 30 to 40 trucks under my balcony. about 16 balconies will be affected by gasoline smell, exhaust
and Noise. Once the house is gone and the trees regardless of what they plant, the Noise will increase.
Most of us our Seniors so our breathing could be affected down the road.
Apparently the Comprehensive plan from 2010 did not take in the fact that in 2023 Wilmington would be lot of Seniors
who retire here.
Can a UHAUL truck go 0 to 55 in seconds as the Speed Limit is 55 jn front of the business. I saw someone in a pick up
going faster and a lady was making a left hand turn onto Cathay and he clipped the back of her car and turned her
around and luckily she did not hit anyone. Scared me to death.
The house.. the owner used to shoot off his guns during holidays so I know there is/was ammunition in that house,
hopefully it will be removed so as not to cause an issue.
When they start digging - I lived at the Keys Apartments and when Braxton decided to gut their office and pool, I was
behind them on a first floor and yes the SNAKES came to visit. Maintenance removed a 5 foot one that wrapped itself
on my lawn furniture. I can imagine what animals we will see and what we lose with our birds.. Cardinals, and
Hummingbirds besides the squirrels.
In the Spring we had the Coyotes from the Beau Rivage area by our mailbox area. Nature is always upset when we start
digging.
Having a clear shot of the noise on 421 will be something. Right now it's hidden even if the noise is there at least I don't
see the cars. I will when the Trees are gone.
Lighting - right now there is a spot light from ZA Pie that shines on my balcony. What kind of lights will shine in all our
bedrooms. Their has to be lights to secure their facility. No one has talked about how the the area will be Lite UP?
This is not the Right Spot and we have heard other investors may be interested if you VOTE NO to this project and it
would be more residential which is perfect.
Vote No this is not what Sellars Cove residents need or want.

Public Comment I am the owner of a condo located adjacent to the property at
6218 Carolina Beach Road. I am against the project of
rezoning from a residential to a commercial/industrial site. The
project is listed as a U-haul and pods parking area to be
located directly behind my building. The constant traffic, loud
noise of trucks coming and going, beeping of lift for the pods,
pollution of air just behind our pool area will be a violation of my
quality of living here. Right now we have a great place to live at
with almost no noise from around us. We are mostly a

community of retired people who are finally able to enjoy peace
and tranquility. With that project we will be enduring a
tremendous low quality of life. There are other industrial areas
in Wilmington that would be more appropriate to that type of
business. Also the infrastructure of our roads is not adequate to
such an addition of more traffic on Carolina Beach Rd. We only
have one access out of our community and it is already very
difficult to turn right and then immediately move in the turning
lane to make a U-turn at the signal. I cannot even imagine what
it would become especially when tourists are in season. It will
turn into a nightmare. Please do not let it pass. Thanks.

As a resident taxpayer and a Constituent of New Hanover County, I am opposed to the re-zoning of the subject track,
addressed 6218 Carolina Beach Road, approximately 1.63 acres. The New Hanover County parcel number (pin) is
3133314.24.5134, and tax identification (pid)R07900-001-316-000, I live with 500’ perimeters of the proposed project at
The Sellars Cove Community.
Just as a reminder, I called each of you on August 23, 2023 to voice my opposition to the project, because I was out of
town on an family emergency and could not attend the August 24th, 2023 meeting at Veterans Park, but, many of my
neighbor did attend the meeting and had the opportunity to express their opposition to the project. I do appreciate the
Commissioner that took the time to respond to my call by sending me a text message letting me know that he would
communicate my concerns to each of you.
My oppositions to the project are as follows:
1. It would have an adverse affect on the quality of life that I currently enjoy; impacting on the healthy
environment that enriches the air quality that we as residents are entitled to.
2. It would impact on the privacy of the homeowners that directly face the proposed project; taking away our
ability to open our windows to experience the cross flow of fresh air into our homes. We do not have a back
door entrance and the windows allow us to turn off our air conditioners, lowering our utility bills.

3. It would impact our ability to raise our venetian blind, pull back our curtain and enjoy the privacy of walking
freely around our units, without thinking that someone may be looking into our homes.
4. It would impact the quality of the environment for owners or tenant that sit out on their terraces, having to look
down on trucks, vans, people moving in and out of the lot 24/7, hearing honking horns, and smelling gas fumes,
and slamming doors.
5. It would impact the school bus stop that picks up and drop off NHC student during the school year.
6. It would impact on Sellars Coves & Beau Rivage resident’s ( visitors, mail truck, UPS, Fed X, Amazon, service
trucks, and moving trucks).merging off the road lane to enter the community entrance.
7. It would cause an adverse affect on the already highly traveled Carolina Beach Road and to our residents waiting
time to exit the property in order to merge onto Carolina beach road. It would add more traffic congestion to
our road system.
I can continue to list the various things that would impact the quality of our lives, but, I think each of you understand my
concerns. As a child born in Wilmington, I remember my ancestral land in Federal Point and how they worked so hard to
be good stewards of the land, I remember the dirt roads that existed and how we as children played on the dirt roads
and the ancestral land of Elijah Moore; I can appreciate the progress, but how much more? There are many retired
elderly people that live in Sellars cove, and this type of business would not add any value to our quality of life. I truly
hope that each of you would put your selves in our shoes, and consider how you would like to wake up to smelling gas
fumes on a daily bases. I am requesting that you give consideration to preserving the quality of our living experience in
this community and deny the U-Hall project.

Here are the reasons for my opposition:
I have owned a property adjacent to this for 16 years.
- I worry about an environmental hazard that will affect the
breathing of myself and several of my elderly neighbors.
- There is a serious safety issue if the Sellers Cove
neighborhood has an emergency. There is only ONE entrance
and ONE exit. I would fear for my life if I were stuck in my
complex because a truck might be blocking my exit.

- There is no tax basis for the commission to approve 4
employees and a payroll to support this dangerous
business for any consideration
- I have neighbors with Asma and COPD who will no longer
have a buffer of the fumes from the main hyway.
Those fumes will be deadly to the majority of these SENIORS
who stay home in the Sellers Cove community.

Public Comment I am a constituent who vehemently opposes this Rezoning
Request (Z23-18). It further increases the traffic that is so bad
already on Carolina Beach road not to mention with trucks
carrying PODS and inexperienced UHAUL drivers causing a
danger to me and my neighbors. Furthermore, the fumes and
health hazards of the trucks and what is being stored in the air
and ground water quality risks to our community, NO UHAUL
storage facility such as this belongs in a residential
neighborhood and that is what we are. This is an industrial type

of business with steel oversized container being dropped and
the noise and health to our seniors and neighbors are at risk.
Your own statutes say that this is not allowed in our
community. Ashley HS is right next to us so the teens driving
through this area and the buses picking up children with large
UHAUL trucks blocking their view is a DANGER! to our youth
as well. I am begging you to stop this!

Public Comment I am a co-owner with my daughter and have many concerns
with the proposed rezoning of the property at 6218 Carolina
Beach Rd. The business that is being proposed is not needed
in this area with more than 20 such types of storage in this
area. I am also concerned with the impact that it would have to
the ability to exit Condo Club Dr onto Carolina Beach. I already
have trouble exiting and adding a business with people unused
to driving trucks seems like a disaster waiting to happen. I am
also concerned with the removal of old growth trees and the

impact of flooding and road collapse which has happened on
Sanders Road. While progress has to be made with the growth
of this area I believe we have to conserve what we can to make
sure that we do not strip bear every piece of property. People
move here for the beauty of our area and this seems to be just
put anything anywhere. The area was chosen by us because it
was surrounded by trees and greenery, we can open our
windows and doors and spend time outside. This business will
prevent that from happening.

Public Comment As a co-owner I am concerned about the impact this rezoning
will have on my neighborhood. My concerns are:
The traffic- it is already very hard to exit the complex safety
having trucks and trailers will compound that.
The Noise- I believe that the noise from this type of business
will impact my quality of life.
Health- I believe that the fumes from the trucks will impact the
health of the community. It would not allow for open windows
and fresh air. We would also consume more energy to have to

run air conditioning instead of having the windows open,
Fire and emergency- as our development has only one egress,
having this type of business could impact our safety. If they had
a issue with a truck or pod we would be confined.
Our Children- Our bus stop is at the entrance to our property
and our children could be in danger if truck and trailers are
coming in and out.
Lastely, we have an abundance of storage unit places in our
area and another one is not warranted. U-Haul has 2 facilities
in both directions on Carolina Beach Rd with in a mile of this
proposed location which seems redundant.

The smell of the fumes impacts the overall health. Tearing
down the trees, takes away the buffer for the toxic noise that

Sellars Cove residents only have one exit out of their property.
