Pursuant to INC GS 105-378 Limitation on use of remedies.
(a) Use of Remedies Barred. — No county or municipality may maintain an action or procedure to
enforce any remedy provided by law for the collection of taxes or the enforcement of any tax liens
(whether the taxes or tax liens are evidenced by the original tax receipts, tax sales certificates, or
otherwise) unless the action or procedure is instituted within 10 years from the date the taxes became
due.
Therefore, on this the 6` day of November 2023, Collector of Revenue, Allison Snell, asks the New
Hanover County Board of County Commissioner's to release the levy for tax year 2013 from the charge
as the 10 years Statute of limitations prohibits the Collector from using forced collection measures to
collect these taxes. These amounts are deemed insolvent and uncollectible.

As requested, the New Hanover County Board of County Commissioner's does hereby release the levy

BA 24-030 receives a $1,000 cash award from the North Carolina Association of County Commissioners (NCACC) for an
Excellence in Innovation Award for a process improvement project that Strategy facilitated for the Building Safety Permitting
Department. This process improvement dramatically improved processing times for building permits and improved customer
service by processing permits within one day of submission. Previously, it was taking 11 days for the permitting team to begin
the process because of the backlog in the queue. In August, the Board of County Commissioners received this award at the
annual NCACC Conference. A cash prize of $1,000 was also awarded with the encouragement of project teams to invest
these funds into continuing the work on the project or sharing the prize with team members in recognition of their
accomplishments. The Building Safety Permitting Department will utilize these funds to recognize team members with a
plaque and refreshments as a token of appreciation for their efforts.

This ordinance shall be effective upon its adoption.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New Hanover County, North Carolina,

BA 24-031 reclassifies and corrects the revenue source for interest income on investments earned in prior fiscal years that is
budgeted to be spent in the current fiscal year. The reclassification is from current year interest income to appropriated fund
balance. These amendments relate exclusively to the two escrow funds.

RESOLUTION DONATE FIRE PUMPER TO CAPE FEAR COMMUNITY COLLEGE
WHEREAS, New Hanover County (Fire Rescue) owns a 2001 Pierce Saber pumper purchased in
January 2001, for $240,417, that is currently the oldest reserve pumper in the County's fleet of
fire apparatus; and
WHEREAS, New Hanover County Fire Rescue's Apparatus Replacement Program has allowed for
adequate primary and reserve apparatus and, Cape Fear Community College provides training for
firefighters; and
WHEREAS, Cape Fear Community College has submitted a request for donation of a pumper for
use in the Fire and Rescue Training Program; and
WHEREAS, New Hanover County Fire Rescue is requesting approval to donate the 2001 Pierce
Saber pumper to Cape Fear Community College pursuant to General Statute 160A-274 with the
understanding that the pumper shall be used exclusively for its Fire and Rescue Training Program
and upon disposal of the vehicle by Cape Fear Community College, the proceeds shall be used in
the Fire and Rescue Training Program; and
NOW, THEREFORE, BE IT RESOLVED, by the New Hanover County Board of Commissioners that
the 2001 Pierce Saber pumper, VIN # 4P1CT02M41A001174 be donated to Cape Fear Community
College for use within the Fire Rescue Training Program.

RESOLUTION SUPPORTING OPERATION GREEN LIGHT FOR VETERANS
WHEREAS, the residents of New Hanover County have great respect, admiration, and the utmost gratitude for all of the men
and women who have selflessly served our country and this community in the Armed Forces; and
WHEREAS, the contributions and sacrifices of the men and women who served in the Armed Farces have been vital in
maintaining the freedoms and way of life enjoyed by our citizens; and
WHEREAS, New Hanover County seeks to honor these individuals who have paid the high price for freedom by placing
themselves in harm"s way for the good of all; and
WHEREAS, Veterans continue to serve our community in Veteran Service Organizations, religious groups, civil service, and
with other local organizations to support fellow former service members; and
WHEREAS, there are more than 16,000 veterans in New Hanover County and through comprehensive benefit counseling,
claim development, and community outreach, New Hanover County Veteran Services assists an average of 2,000 veterans
and eligible family members to obtain, retain, and increase the benefits they are entitled to through the Department of
Veterans Affairs and other agencies each year; and
WHEREAS, approximately 200,000 service members transition to civilian communities annually and an estimated 20 percent
increase of service members will transition to civilian life in the near future; and
WHEREAS, studies indicate that 44-72 percent of service members experience high levels of stress during transition from
military to civilian life and are at a high risk for suicide within the first year after leaving the military; and
WHEREAS, New Hanover County appreciates the sacrifices of our united States Military Personnel and believes specific
recognition should be granted; and
WHEREAS, New Hanover County Veteran Services is proud to support veterans and family members and will be recognizing
Operation Green Light for Veterans by lighting the Health and Human Services Building, Flealth and Human Services Annex,
and Senior Resource Center in green to let veterans know they are seen, appreciated, and supported.
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners hereby declares from now
through November 12, 2023, a time to salute and honor the service and sacrifice of our veterans; and
BE IT FURTHER RESOLVED, that in observance of Operation Green Light, New Hanover County encourages its citizens to
recognize the importance of honoring all those who made immeasurable sacrifices to preserve freedom by displaying a green
light in a window of their place of business or residence from November btu, through November 121h.

Section 2: Explanation
BA 24-027 transfers money from the General Fund to the Stormwater Services Fund to fund a culvert replacement on White
Road in New Hanover County. A section of White Road is currently closed because one of the culverts under the road has failed
and jeopardizes the safety of the road. This road is important for Emergency Management connectivity in that part of the
county. This section of White Road is not currently maintained by the N. C. Department of Transportation. It is estimated that
this project will cost approximately $840,000.00. This will be structured as a loan from the General Fund to the Stormwater
Fund, which the Stormwater Fund will repay over five years. The estimated incremental impact to the equivalent rate unit
(ERU) fee to fund the repayment is approximately 23 cents per month for the five-year term.
Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.

It appearing to the Board of County Commissioners of New Hanover County that
consideration has been given to the renaming of Plantation Drive located near the 1200
block of Porters Neck Road extending approximately 300 feet between Porters Neck
Road and Blue Heron Drive. A public hearing was held on Monday, November 6, 2023
at which time all persons were heard on the question of whether or not the renaming
would be in the public interest; and it further appearing that notice of said hearing was
prominently posted at the county courthouse, and in at least two (2) locations along said
road; and published in the Star _News local newspaper, and the Board of County
Commissioners is of the opinion that said road in New Hanover should be renamed and
the renaming of the same is in the public interest, the description of which is delineated
on the attached map exhibit.
NOW, THEREFORE, IT IS ORDAINED AND DECREED that the above
described road is hereby renamed Skeet Road.
IT IS FURTHER ORDERED that a copy of this ordinance be recorded in the
office of the Register of Deeds of New Hanover County, North Carolina, and that notice
of the action taken by the Board of County Commissioners be transmitted to the
postmaster having jurisdiction over the road, the North Carolina Board of Transportation
and to any city within five (5) miles of said road in accordance with N.C. General Statues
153A-239.1.

distributions received from the ABC Board. The appropriated fund balance will be drawn from the portion of unassigned fund balance that is
greater than 21 % (Capital Improvement Plan) .

RESOLUTION OF THE BOARD OF COMMISSIONERS
WHEREAS, New Hanover County (the "County") has the authority to exercise eminent domain pursuant
to Chapter 40A of the North Carolina General Statutes; and
WHEREAS, the New Hanover County Board of Commissioners (the "Board of Commissioners") serves as
the governing body ofthe County and has determined it isnecessary toacquire certain real propertyfor
the public's use nrbenefit.
NDVV THEREFORE, BE IT RESOLVED, that the Board of Commissioners hereby declares its intent to
exercise the Count/senoinent domain authority to acquire all of the real property constituting New
Hanover County Tax Parcel R04916-003-003-000.
FURTHER RESOLVED, that the Board of Commissioners hereby authorizes Ward and Smith, P.&toserve
as legal counsel tothe County in this matter, to send the required notice of condemnation, and if
necessary, to institute the action to acquire the above referenced real property by eminent domain.
FURTHER RESOLVED, that the Board ofCommissioners hembyexem[tssurveying services necessary for
acquiring this real property from the provisions of Article 3D of Chapter 143 of the North Carolina General
Statutes pursuantto the written exemption authorization in North Carolina GeneralStatute § 143-64.32.
