Adjournment NEW HANOVER COUNTY PARKS ADVISORY BOARD PAGE 2 REGULAR MEETING NOVEMBER 1, 2023 ASSEMBLY The Parks Advisory Board held its regular meeting on Wednesday, November 1, 2023, at the Airlie Cottage. Present: John Hinnant 鉌ltjtrê, Ryan Bisplinghoff, Caleb Rash, Gayle Tabor, Lindy Ford, and Stephanie Walker Excused: Carol Hunter Staff: Andy Johnson and Latashia Smith WELCOME AND APPROVAL OF MINUTES The meeting was called to order by Andy Johnson who asked for a motion to approve the minutes of the October 4, 2023 meeting. The following motion was presented: th MOTION: Gayle Tabor MOVED; SECONDED by Ryan Bisplinghoff, that the minutes of the October 4, 2023, meeting be approved. Upon vote, the MOTION CARRIED UNANIMOUSLY. 1. Top of Mind Topics. Stephanie asked about the timeline for North College Road Trail. Andy explained that there are two segments of the trail. The first segment goes up to Northchase and is at 65% completion. Another segment was added to get to the Northchase Library. Trying to get the second segment up to 65% completion so the two segments together as a whole would be at 65% completion as the NCDOT prefers. Once the project gets to the next phase, which is complete design, then the adjacent property owners would have to be contacted for right of way purchases. Right of way acquisitions could take 6 months to a year with negotiations. It could be a few years before construction is started. 2. Director/Staff Q&A. Five Year Capital Improvement plan. Approved Projects for FY23-24. NEW HANOVER COUNTY PARKS ADVISORY BOARD PAGE 3 REGULAR MEETING NOVEMBER 1, 2023 Echo Farm Park currently has 5 tennis courts and looking to add up to 5 more. In the process of selecting an Engineering firm. Between design and construction, it will take about 1.5 years to complete. Smith Creek Phase 2 is 87 acres and is located behind the first phase of the park. It is under design. Hope to bid late spring of 2024. South College Road trail. Is at a standstill of 65% design. Working with DOT trying to get it finalized. Goal is to construct S. College Road after N. College Road. Trails End Pier. An engineering firm has been selected. The project is in the contract process stage. Design work will take at least 9 months. Trying to install a separate kayak launch. Projects happening now that are not in the Capital Improvement Plan: LED lighting will be installed at Northern Regional Park pickleball courts in January 2024. Ogden Park Playground will be replaced in late November, 2023. 3.Next Meeting. The next meeting will take place on Wednesday, December 6th at the Airlie Cottage. 4.Adjournment.
