Public Comment Disgusting the amount of rezoning happening to jam as many
multi housing into a small area, pushing wildlife out of the area,
causing congestion to the housing already existing and built by
someone that does not stand by their work etc. Not to mention
drainage and a builder that has just left the sight in limbo for a
year. It was promised to homeowners that nothing would be
builtvthere and people paid extra to have those parcels backing
up to supposed just trees and no buildings. Nothing but lies. No
integrity. Shouldnt be allowed.

Public Comment I am opposed to the rezoning of the proposed site. The
previous zoning requests for these 10 acres was for 68 one &
two stories condo rental. The present request will increase to
720 people living in that same space of 10 acres.
My concerns are numerous! My husband is a retired fireman.
Does our local fire station have the equipment to handle three
story buildings, or will this equipment be an additional budget
item to our local budget?
Zillow presently states our local school is rated low at a "2" Can

our local schools handle the increase of students? If not, will
this also be an additional budget item to our local budget, or
will our rating go even lower?
Presently making a left turn out of my development especially
during rush hours with the speed limit 55 is extremely difficult!
There is also no public transportation in this area.
I am not against growth, but the growth cannot have a negative
impact to the current community.
I request the Planning Board to deny this application.

Public Comment The drainage is already very poor in the area. Building will not
only affect our homes, but it will also affect the area around us,
including business and The Barkington(dog boarding/day care).
We saw what happened with Florence, you know a storm like
that is bound to happen again. Traffic is also a concern, as it is
already heavy as it is. Also the wildlife. You will be ripping out
all of the trees, disturbing natural habitats for the all birds,
squirrels, etc. We cannot keep building and building like this. I
used to love this area, but honestly, it has gone to crap. Stop

building so many homes. Spend the money on education. The
kids need it

Public Comment My concerns are with the schools, what schools will these
children be able to attend, how many additional teachers will
need to be hired? how do you plan on staffing the building with
national teacher shortages, will the influx of low income family
will the school become a title one program?, if so, further
additional staff will be needed in order to meet title 1 student to
teacher ratio. If the funding is there how do you plan on hire
teachers without qualifying applicants seeking teaching
positions. How is Blue Clay RD be able to handle all the

additional traffic with the already planned senior housing and
then additional 180 units instead of the proposed 68 units 2
story rental. Are these rental units going to be controlled with
how many occupants are living there. Are the rental units going
to allow subletting rooms out if so, you will have a larger
occupants that can not be handles for 10 acres of property.

Public Comment As a resident of Rachel’s Place, I am highly concerned by a
180 unit 3 story complex. As it is our neighborhood has issues
with water retention and adding this much concrete will only
cause further drainage issues. We are also worried about
deforestation and local wildlife. In addition our roads,
specifically the 2 lane Blue Clay road, local schools and public
transit in castle hayne are really not equipped for this many
new residents in such a small area.

Public Comment I strongly oppose the addition of Covenant II. Having senior
housing in this area was manageable; however adding
multistory and multi-unit buildings to this small space is not
logical for this area. The surrounding neighborhoods already
have standing water after storms and adding this much
concrete to this area will lead to flooding. This area is full of

wildlife and destroying it not only destroys their habitats, but
also causes drainage issues.
Traffic is already frustrating in this area and with this addition I
do not feel the area can accommodate 500 plus more people
driving through. There is another addition on the other side of
Rachel’s Place that will also be adding to these concerns that
is already approved.

Public Comment I am opposed to the rezoning of the proposed site on several
grounds.
Please see the attached photos Exhibit (1) is a photo of my
backyard facing out towards the Old Mill Road. This is the view
I see in Winter condition since I purchased the home. I moved
here because it was quiet, rural and had beautiful views. I am
an avid nature photographer and thought it would be a
wonderful place to live. Exhibit (2) is the same view as (1) but

with a generic 3 story apartment complex super-imposed at
about the scale of the Covenant Plan and distance from the dirt
road that now serves as a construction road for the ongoing
Senior Housing adjacent to the New Beginning Church. Even
to a casual observer this will clearly violate our privacy and
view. I also anticipate increased noise levels and light pollution
from lights on stations illuminating the parking areas, that will
permanently ruin the view of the night sky for residents. Of
course, the house will decrease in value if this project is
approved, it is up to debate to what extent but there is no way
that it wouldn't effect the price I could sell my home for.
Some background on my involvement with the environment,
since moving to Castle Hayne, I have jumped into the outdoor
recreation and nature scene with zest. I am a Volunteer with
the Wrightsville Beach Sea Turtle Project and walk the beach,
identifying and monitoring endangered Loggerhead nests. The
WBSTP Organization is authorized by the NC Wildlife
Resources Commission ES Permit 21ST12. I also joined the
Cape Fear Audubon Society and the Cape Fear Birding Group.
I also joined Operation Frogwatch Fort Fisher Chapter, which is
charged with monitoring area toad and frog populations. Before
moving here, I spent my entire life as an advocate for nature.
I'm a life member in good standing of NJ's oldest outdoor
recreation organization, The Sunrise Rod and Gun Club,
In the New Hanover County Strategic Plan FY 2024-2028 it
states on the website that its vision is a vibrant, prosperous,
diverse coastal community committed to building a sustainable
future for generations to come. And its mission NHC is
committed to providing equitable opportunities and exceptional
public services through good governance to ensure a safe,
healthy secure and thriving community for all. I would like to
point out that Myself and the other residents of Rachel's Place
and the adjacent Old Mill residents are part of the collective all
of which you speak. We are a thriving community but I in my
opinion, three story apartments towering over at least 15
houses backyards and ruining the view for most of both
communities is at odds with your lofty words. We exist here
already and do not deserve to have our neighborhood
dominated by giant structures.
Under the Sustainable Land Use and Environmental
Stewardship section it raises two points,
1) Natural Areas and critical environmental features are
enhanced and protected.
2)Ensure development compliments natural features.

With regard to point (1,) this property is biodiverse. It has areas
of standing water throughout the year.
It has large breeding populations of, the Southern Toad,
Eastern Narrow-mouthed Toads, Bullfrogs, Southern Leopard
Frogs, Squirrel Treefrogs Green Treefrogs and Barking
Treefrogs. I have observed, heard and made videos of their
mating calls. On some nights after rain in the Summer, they
sound off by the thousands. Any biologist will tell you that
anurans are important indicator species can help predict the
health of the overall environment.
There are many species of snakes in the back as well. Many of
the frogs and toads are predated on by Common Watersnakes.
I have also seen Black Ratsnakes which help control the rodent
population.
I have seen so many bird species behind the house it would be
too many to list but frequently I see Red-tailed Hawks, Red-
shouldered Hawks, Crows, Vultures, Blue Grosbeaks,
Bluebirds, Mississippi Kites and Swallowtail Kites, Cardinals,
Carolina Wrens and in Winter Hundreds of Yellow-rumped
Warblers live in this forest.
With regard to point (2,) a huge apartment complex is 100%
not in agreement with complimenting the natural appearance of
our neighborhood. three story apartments, lights, hundreds of
parking spaces (in fact a small city in many ways) is not
consistent with your mission as stated. If anything has to be
built here, the town house project which already got approved
fits within your standards. The one and two storing dwellings
with a total of 68 units can be hidden by landscaping and other
means and wouldn't cause unnecessary harm like the
apartments would.
In closing I ask the board to not allow the change to higher
density housing. Please remember that what you decide will
effect so many people in a negative way.

satisfy every man's needs, but not every man's greed.”

Public Comment I am writing to object to the applicant's proposal to build 180
three story apartments between the communities of Rachel's
Place and the Old Mill. These two communities consist of a
majority of one-story homes. The proposed three-story
apartments will tower over our communities causing a loss of
privacy, increased light and noise pollution and diminish the
quality of life we now enjoy. The number of lights from the
higher elevation will create never ending harm to these
established neighborhoods. Additionally, the proposed plan will

decrease greenery, wildlife, and diminish the values of our
homes.
The proposal would result in upwards of 720 people living on
what is really less than 10 acres. The community does not
have public transportation or childcare facilities. The amount
traffic flow onto Blue Clay Road will be substantially increased.
Will the public schools be able to handle the large increase in
student population? Will the Wrightsboro Fire Department be
able to handle a three-story fire? Do they have the equipment?
Or will residents have to wait for surrounding departments to
respond? Does the community have enough emergency
service workers, Sheriff Officers, to handle the large increase in
population?
Flooding? The applicant is relying on one pond to absorb all
the rainfall for this community, the church property, and the
Senior Apartments currently under construction. Keep in mind
they are covering a nearly 10-acre forest with concrete.
The applicant also relies on the 2016 New Hanover
Comprehensive Plan which is now outdated. The county has
already started work on a new plan. The 2016 plan states
gross rents are $889.00 per month. Clearly outdated. You can't
rent a room in this area for $889.00 per month.
About 18 months ago the Planning Board approved a zoning
request for this property that was for 68 one- and two-story
condo rental. The previously approved construction was far
more aesthetically appealing than the current proposal.
I respectfully request that the Planning Board deny this
application.
