at 2:00 p.m. to discuss the below items.

Item 1: Avenue One- Major Subdivision- SUBPP23-0008
Request by Clayton Properties Group Inc. for a 1,462 dwelling unit major subdivision. The site is 158.74
acres and is zoned R-5 (62.12 acres) and RMF-L (96.62 acres). The engineers are Nate Allen
(nallen@cldeng.com) and Jeffrey Petroff (jpetroff@cldeng.com), with CLD Engineering. The case
planners are Amy Doss (adoss@nhcgov.com, 910-798-7571) and Wendell Biddle (wbiddle@nhcgov.com,

Item 2: ILM Airport Parking Expansion- Commercial Site Plan – SITECN-23-000052
Request by Granseur Dick of the New Hanover County Airport Authority (gdick@flyilm.com) for roadway
realignments and parking improvements at the ILM International Airport. The disturbed area by this
development will be 20 acres, and the site is zoned AC (Airport Commerce). The engineer is Jennifer
Gora with RS&H (Jennifer.gora@rsandh.com). The case planner is Love Ott (lott@nhcgov.com, 910-798-
7444).
Item 3: Island Creek RV Park – Commercial Site Plan – SITECN-23-000053 (8102 Sidbury Road)
Request by Doug Grant (catadjusterdoug@gmail.com) for a 66-site RV Park and Campground. The site is
19.21 acres and is zoned R-15. This site received a Special Use Permit (S23-04) earlier this year. The
engineer is Cliff Braam, PE with RSC Engineering, PLLC (cliff@rscengineering.com). The case planner is

1. General Comments – Straight rezoning for R-5/RMF-L with a proposed Performance Residential
use, refer to case Z20-18.
a. Please note that prior to final plat of this development or phasing, the HOA Covenants
must be on record with the New Hanover County Register of Deeds.
b. At a density of 8 units per acre for the R-5, a total of 496 units permitted for the proposed
62.12 acres of development.
c. Please detail Performance setbacks and make a note detailing minimum distance
between structures.
d. Please note that Performance setback requirements are for lots on the periphery of the
development and require a 20’ rear setback. Though permissible, a 30’ rear setback is
detailed.
e. At a density of 10 units per acre for the RMF-L, a total of 966 units permitted for the
proposed 96.62 acres of development.
f. Total Area- 158.74 Acres
g. Wetlands 1.05 Acres (Preliminary) – Pending USACE permit action.

2. UDO Section 5.1 Parking and Loading
a. Please detail all parking and loading areas for all community centers, amenities, and or
open space areas.
b. Please detail all traffic calming devices to include gate for Emergency Access Only point
of entry/exit.
3. UDO Section 5.2. Traffic, Access, & Connectivity
a. Site plan details one point of access for both phases. Please detail if there are other points
of egress/ingress for the future residents of Avenue One.
b. No building permit for any structure shall be issued which requires NCDOT approval for a
Driveway Permit until NCDOT has issued the permit approval. Evidence of approval shall
accompany the application for the building permit.
c. Please make note of all sight triangle dimensions.
4. UDO Section 5.3 Tree Retention
a. Please submit a Tree Removal Permit to the COAST permitting portal.
b. Please detail on a site plan the location of all regulated trees to be removed. In a table,
stipulate the species, diameter at breast height (DBH), and regulation type of each tree
to be removed and provide the total sum of regulated DBH removed for mitigation
calculation.
c. For tree retention and credit towards tree mitigation, please detail the species and DBH
of all documented trees to remain on site.
d. Please detail the proposed method of mitigation for the accumulated DBH removed.
5. UDO Section 5.4 Landscaping and Buffering
a. Please provide a detailed landscape and buffering plan detailing the requirements in
accordance with UDO Section 5.4.
b. Landscaping is only required for the amenity center.
6. UDO Section 5.5 Exterior Lighting
a. Is any lighting proposed for the development?
b. Please note that with the latest update to the UDO, a lighting plan is not required at time
of TRC approval. See below excerpt from Section 5.5.3:
i. Information about the exterior lighting for the site that demonstrates compliance
with the standards in this section shall be submitted in conjunction with an
application for site plan approval (Section 10.3.6, Site Plan) or zoning compliance
approval (Section 10.3.8, Zoning Compliance Approval), whichever comes first,
approved no later than at time of construction plan approval.
c. When the lighting plan is submitted, please ensure that the foot candles from the street
lights at the lot lines do not exceed 0.5, as the adjacent land is residential.
7. UDO Section 5.6 Signs
a. Please note that all signs are subject to Section 5.6 of the UDO.
b. Please submit for sign permits prior to installation.
8. UDO Section 5.7 Conservation Resources.
a. New Hanover GIS records indicate a Swamp Forest and Pocosin Conservation Overlay on
site. Please delineate on the site plan the aggregate acreage of Swamp Forest and Pocosin
for both Phase I and II.

9. UDO Section 5.8 Open Space Requirements
a. Required open space for total development is 31.75-acres and a total of 33.6 acres are
proposed.
b. Please detail each section of open space and the corresponding acreage on site plan.
c. Please reference Section 5.8.4 Design Standards regarding accessibility and configuration.
10. UDO Section 6 Subdivision Design and Improvements
a. Please note that residential blocks are not to exceed 1,000 feet in length per Section
6.2.2.A.2.b.
b. Section 6.2.2.A.3.a – please detail the width of the easement of the development that is
adjacent to the I-140 corridor.
c. UDO Section 6.2.2A.7.g - Phase I has approximately 33 links and 21 nodes with a ratio of
1.57. Phase II has approximately 31 links and 20 nodes with a ratio of 1.55.
d. Section 6.2.2.A.15. – Cluster style mailboxes are required with paved ingress/egress.

NHC Engineering, Galen Jamison 910-798-7072
1. A land disturbing and a stormwater permit issued by the County are required for this project in
addition to the State stormwater permit. Please submit for permits as the design is completed.
2. It appears the drainage patterns to the 3 culverts along Sidbury Road are being changed slightly
which may require the 100 year pre-post storm attenuation requirements with the DOT. It is
recommended this be verified with the DOT early in the design.
3. Per Section 7.8.B, 2nd bullet, please include a downstream analysis for each of the 3 existing
culverts along Sidbury Road and should they be found to be undersized, a conceptual design for
the required size with the narrative report for stormwater permitting.
4. Please give consideration to moving SCM#3 outside the 100 year floodplain.
5. Please consider locating the outfall for SCM#1 closer to the existing ditch on the adjacent parcel
to the west.
6. There appears offsite drainage coming from the NE parcels and the south that will/may need to
be re-routed around/through the site to avoid creating impacts to adjacent parcels. Additionally,
the offsite drainage coming from the south If so, is shall be placed in a public drainage easement
sized in accordance with NHC Stormwater Manual. Construction in the offsite drainage
conveyance measures that will be maintained by the county will need to be observed during
construction by Stormwater Services and a turnover meeting scheduled once the system is ready
to be conveyed to the county. Please add a plan note to ensure county construction observation
and a turnover meeting occurs. Note, should the applicant elect to maintain the conveyance
measures themselves, the POA covenants shall indicate the operation and maintenance roles and
responsibilities for the conveyance measure.

Roadway improvements are required per the approved TIA (12/06/2023).
x Right of way dedication may be needed for the required roadway improvements.
o The dedication of right of way should account for the right turn lane, left
turn lane, traffic signal, shoulder, and drainage ditch sections.

The WMPO, NCDOT, City of Wilmington and New Hanover County staffs have reviewed the Newton Farms
(Avenue One) TIA (sealed October 6, 2023) and based on the information provided, it is our understanding
that the proposed development will be built over two (2) phases and will consist of:
Phase 1 (build year 2027):
o ITE Land Use Code 210 – Single Family detached housing 26 DU
o ITE Land Use Code 215 – Single Family attached housing (duplexes) 210 DU
Full Build (build year 2035):
o ITE Land Use Code 210 – Single Family detached housing 397 DU
o ITE Land Use Code 215 – Single Family attached housing (duplexes) 344 DU
The following improvements are required of the developer:
SR 1336 (Sidbury Road) and SR 2181 (Dairy Farm Road) (Existing Unsignalized Intersection)
Phase 1
o No improvements are required.
Full Build

o Construct Site Access 1 (northbound approach) with an internal protected stem of 150 feet,
measured from the right-of-way line and with one ingress and two egress lanes, configuring the
egress lanes as exclusive left turn and right turn lanes each with at least 150 feet of full-width
storage.
o Provide stop controls for the northbound approach.
Full Build
o Install a traffic signal and provide the necessary communication equipment for coordination.
o Construct a westbound left turn lane on SR 1336 (Sidbury Road) with 100 feet of storage, and
appropriate full-width deceleration and taper.
If changes are made to the proposed site driveways and/or land uses, the current trip distribution may
need to be modified and would require a revised Traffic Impact Analysis to be submitted for review by the
NCDOT, WMPO, City of Wilmington and New Hanover County, in which instance this approval would become
null and void.
The applicant is required to obtain all applicable New Hanover County and NCDOT permits for access to
the road network. A copy of this TIA approval shall be included with any NCDOT driveway permit application. All
applicable NCDOT and New Hanover County technical standards and policies shall apply.

Engineering Studies
The applicant may be required by the District Engineer to submit studies based on, but not limited to, the parameters outlined
herein. If study requirements of the local government agency are more restrictive than the NCDOT requirements, then local
government requirements will govern. However, this does not imply that the NCDOT is obligated to approve entrance designs
that are too constrictive to allow smooth and safe traffic flow. All studies including, but not limited to, Traffic Impact Analyses

1. KNOX Entry System on Gates. Any Gates that are outside the TSA Entry Points will have to have
the KNOX Entry System(s) installed. Any TSA Entry Points, we need to discuss further.
2. Cross bars at the gate points. I have concerns with any type of cross bars that bend in the middle
as shown on the plans. Fire Trucks need a 15 foot height clearance. Need straight bars or verify a
large fire truck can enter under the cross bar(s).
3. Fire Hydrant plans:
a) Any fire hydrants that belong to CFPUA shall be identified and installed and inspected by
them.
b) Existing fire hydrants have County Fire Dept. numbers on them. Please work with me to
verify numbers are changed over to any new fire hydrants that are replaced. Any new
additional fire hydrants I will tag.
c) Any fire hydrants that are moved or added, County Fire will need to be flushed and flow
tested by County Fire.
d) The new Nov. 2023 parking lot. It was agreed upon to add a fire hydrant either just outside
or inside the gates for fire protection purposes. I do not see that on these plans when this
phase of the project occurs.
e) The airport has several fire hydrants that are leaking / bagged. They need to be corrected
/ fixed in this project phase. I believe the Airport Fire Dept. has a list. I will also develop a
list; I can get to you as well as Monteith or whomever contractor has the fire hydrant work.
If they are CFPUA Fire Hydrants the Airport needs to work with them to get fixed as well.
f) Any fire hydrant replacements shall meet the CFPUA Guidelines with the 5-inch STORZ
Connectors installed. Please look at their guidelines.
g) Any fire hydrants taken done during construction for a time period. The County Fire
Marshal's Office shall be notified immediately, so County Fires response can be amended
during that time frame. Also bagging of fire hydrants at that time as well shall take place.
h) All alternative routes during the construction phase shall be identified during each phase
and reported to the Fire Marshal's Office. The Fire Marshal's Office will then notify the
County Fires Operations Division for the updated approaches.

Please note following the TRC meeting, a revised preliminary plan addressing each of the below items

1. Zoning: R-15
a. Use: RV Park
2. General Comments:
a. Include the list of approved conditions from the Special Use Permit S23-04 in the notes on
the site plan.
b. The proposed change in the site design from the approved concept plan is considered a
minor modification. Pending any additional discussion or comment at the TRC meeting the
change can be approved administratively by staff
3. Parking:
a. Provide parking for the maintenance building and office/ laundry.
4. Tree Retention:
a. Tree retention permit has been issued for this site. All documented trees, no mitigation
required.
5. Landscaping:
a. Parking lot perimeter landscaping will not be required.
b. Parking lot interior landscaping will be required meeting the requirements of Table 5.4.5.C:

i. Islands must be a minimum of 12 feet in width with one planted or existing tree
on each island.
c. Foundation plantings are required for the club and bath house, maintenance, and office /
laundry buildings. Foundation plantings are required between the building face and
parking area or drive aisle. Foundation landscaping is 12% of the area of the building face
up to 25 feet in height.
d. The dumpster area will need to be screened to ensure it is not seen from Sidbury Road.
6. Lighting:
a. Please note that with the latest update to the UDO, a lighting plan is not required at time
of TRC Approval. See below excerpt from Section 5.5.3:
i. Information about the exterior lighting for the site that demonstrates compliance
with the standards in this section shall be submitted in conjunction with an
application for site plan approval (Section 10.3.6, Site Plan) or zoning compliance
approval (Section 10.3.8, Zoning Compliance Approval), whichever comes first,
approved no later than at time of construction plan approval.
b. When available, email the lighting plan for review and approval.
7. Signs:
a. The proposed sign will need to be submitted as a separate Sign Permit which will be
reviewed for compliance with Section 5.6 of the UDO.
8. Conservation Resources:
a. Property is not within a conservation resource regulated by Section 5.7 of the UDO.
9. Please provide all NCDOT approvals upon receipt. Please be aware that no building permit will be
issued until NCDOT has issued the Driveway Permit approval.

Engineering Studies

herein. If study requirements of the local government agency are more restrictive than the NCDOT requirements, then local
government requirements will govern. However, this does not imply that the NCDOT is obligated to approve entrance designs
that are too constrictive to allow smooth and safe traffic flow. All studies including, but not limited to, Traffic Impact Analyses
(TIA), traffic signal studies, and drainage studies, must be prepared under the direct charge of and sealed by a North Carolina
