City Attorney ☒ Amy Schlag, E&I Specialist I. The meeting was called to order at 5:35 PM. Liz welcomed committee members, city and county staffs and guests. a. Guests present – Patricia Kelly, visiting member of the public; Linda Painter, Planning and Development, City of Wilmington b. There was not a quorum at this meeting, therefore there was to be no voting. The meeting was conducted without voting. 1 | Page II. The minutes from meeting held September 25, 2022, were not approved due to the absence of a quorum. County legal staff have advised that members must attend meetings in person to vote. III. The agenda – was not approved. IV. Old Business: a. Update from Joe Conway – letters were sent to the complainant. Closed out. b. Linda Thompson reported that there were no new complaints filed at the county. c. Denise Yannone spoke about a parent listening session in January/February 2023. d. Linda Painter, Director of City Planning and Development spoke about murals and signs ordinances. V. New Business: a. The Black Lives Do Matter mural was discussed. b. Dr. Janna Robertson spoke about the mural display history and development. c. Councilman Spears spoke and gave a brief history on the Black Lives Do Matter sign and his intentions to extend the placement of the sign at the city park. d. Announcement was made of the “Ride Together initiative. VI. Public Comment opened: – see announcement d. and e. above. Adjournment: The meeting was adjourned by consensus at approximately 6:40 p.m. Minutes prepared by Kathy King, Secretary The next meeting will be Tuesday, November 29, at the NHC Library main branch, 201 Chestnut rd Street, 3 floor, New Hanover Room at 5:30 pm. Subcommittee meetings will be held at 4pm. A virtual option will be provided for the public. PURPOSE: The committee was established by the New Hanover County Board of Commissioners and Wilmington City Council for the purpose of addressing community issues involving prejudice or discrimination on the basis of race, national origin, creed or religion, age, gender, sexual orientation, disability or medical condition; informing the Appointing Authorities and other 2 | Page organizations of their findings; and making recommendations, in an advisory capacity, to the Appointing Authorities and other organizations, as necessary. 3 | Page
