1. The meeting of the Community Relations Advisory Committee (C-RAC) began
after a training presentation by Gene Troy – North Carolina Human Relations
Commission (NCHRC). The training included topics such as how and why Human
Relations Commissions and Committees were created. New Hanover County and
the City of Wilmington C-RAC was created by a resolution and is comprised of
volunteers. He went into detail about some of the activities that HRCs perform. He
reviewed the purpose of the committee and gave examples from other HRCs. He
answered questions throughout the presentation and at the end. He also gave some
suggestions for this C-RAC to consider.
2. The meeting of the Community Relations Advisory Committee (C-RAC) was
called to order at 6:33 p.m. by Liz Carbone. A quorum was established and the

agenda was approved after a motion was made by Kathy K and 2 by Stephanie M.

meeting (February 2023) minutes.

3. Old Business –
a. Update on City Complaints of Discrimination – Joe C reported about help
to an individual to file a complaint. As it turned out, the situation was deemed, by
the complainant, to be poor customer service rather than discrimination.
b. Update on County Complaints of Discrimination – Linda T reported there
were none filed. There was a community concern of which there was no adult
translator. As a result of the DEIO involvement there will be a Language Access
Collaborative Summit upcoming.
4. New Business –
Training presentation by Gene Troy (NCHRC)

6. Announcements –
a. Fawn R – There is an abundance of Covid Test Kits available at the New
Hanover County Health and Social Services (NHCHSS) building.
b. Joe C –
1. Implicit Bias training coming up by the city which will yield
certification after completing the 2 - hour session.
2. Faith Action ID is this Saturday.
