1. 6800 Carolina Beach - Planning Comment Responsekimley-horn.com 200 South Tryon Street, Suite 200 Charlotte, NC 28202 704 333 5131 January 31, 2024 New Hanover County Engineering 230 Government Center Drive Suite 160 Wilmington, North Carolina 28403 Subject:Comment Response For 6800 Carolina Beach Road – Request for Additional Information Dear Mr. Zach Dickerson: We are writing in response to the comments made by New Hanover County Engineering on December 19 for the above referenced project in Wilmington, NC. As requested, the revised plans and storm report have been provided to address the comments as described below. Planning Comments 1.On the tree removal permit, can you please provide a table that specifies which significant trees are to be removed? I see the trees noted on sheet C301, demolition plan of the Enabling set, but it looks like there are some trees that are shown on the Wawa plan set that are not shown on the demolition plans. Assuming that the intent is for the entire development to be covered by one tree removal permit, I’m just trying to make sure that the plans match. Response:Table denoted significant trees to be removed has been attached. 2.For the chart, it would work if on the table provided by the arborist if you can just note “yes/no” to be removed, and then I will vet that against the site plan to make sure we’re all on the same page with the tree removal permit. Response:Noted. 3.Landscaping: For the northern bufferyard, the yard is required where the property abuts the residential property, shown here on the site plan, rather than on the other side of the road. I am guessing the squares tied together with lines are a fence? West and South buffers look fine, though because the parcel directly to the south, PID R08200-001-014-000 was rezoned to CZD B-2, you don’t need a transitional buffer along the B-2 zone of that southern parcel. I have attached that approved site plan for your reference. Also, Type C bufferyard is not noted in our UDO, this I think is just a leftover of the first round of TRC for this site. Response:Northern Buffer has been revised to abut the adjacent residential property. West and South Buffers have been removed since the adjacent zones are B-2. Response:Based on coordination with the County and further review, a street yard is not required along the internal drive. 5. For foundation plantings, the calculation is based on building face rather than ground floor coverage. This will need to be recalculated. Response:Calculations for the foundation plantings have been updated based on the building faces are reflected on the site data table on the Landscape Plan. Environmental Health Comments 1. The new plats address all the wells and they have been located. They have utilized a demolition key note of “H” for wells to be abandoned. There are wells identified with the “H” coding that are being abandoned due to the sewer line. However, there are wells not identified with the “H” code within the “Commercial Project Area”. These wells are identified on the plat but do not have the “H” coding. Please note to Kimley Horn that these existing wells will require proper abandonment by a certified well driller as well. The well driller can apply for abandonment permits free of charge on the COAST portal. Response:Wells are identified with the K callout on the commercial project. 2. Comments based on resubmittal page C-104 Response:Noted. Engineering Comments 3. Engineering has no further comments and have been working with the designer to obtain stormwater and land disturbing permits. Response:Noted. Army Corps of Engineers Comments 1. It appears the outlet from the stormwater pond utilizes a rip rap apron that may cross the wetland boundary and it so a permit would be required. If this apron can be set short of the wetland boundary a permit would not be triggered. Response:Stormwater wetland and rip rap have been shifted to avoid the existing wetland boundary.
