1.MEETING OPENING
a.Call to Order
Chair Miller called the meeting to order at 5:00 p.m. The New Hanover County Board of
Elections meeting was held in the Board of Elections office, Long Leaf Room, 1241A
Military Cutoff Road, Wilmington, NC. All members were present.
Chair Miller reminded the audience to silence their cell phones; that the meeting is being
recorded and live streamed over the internet; that members of the audience should speak
only when invited; and to limit crosstalk.

Chair Miller called on the audience to rise and recite the Pledge of Allegiance.

Member Morris moved to approve the agenda as submitted, seconded by Member
Hinton-Stallings. Motion carried unanimously.
d.Approval of Minutes (2/27/2024)
Secretary Morgan moved to approve the minutes of the 2/27/2024 Board meeting as
submitted, seconded by Member Morris. Motion carried unanimously.
2.PUBLIC COMMENT PERIOD
Chair Miller called upon the public in-person attendees for their comments or questions,
limited to two minutes each with a total maximum time of ten minutes.
Seeing and hearing no public attendees wishing to comment, Chair Miller closed the
Public Comment period.
3. NEW BUSINESS
a.Review of Absentee Ballot Applications
Chair Miller called on Director Hunter-Havens for her report.
Director Hunter-Havens reported there are 177 absentee ballot applications for the
Board’s consideration.
•10 applications are in pending status because they were received in sealed outer
envelopes but either the inner ballot envelope was not sealed, or the ballot was
loose inside the outer envelope. North Carolina State Board of Elections
(NCSBE) Numbered Memo 2021-03 requires that pending applications are
opened and reviewed in the presence of the Board. Member Kemp moved to
authorize staff to open and review the pending absentee ballot applications,
seconded by Member Morris. Motion carried unanimously.
•3 cure certifications require Board review. Review began at 5:03 p.m., and
concluded at 5:07 p.m.
•15 UOCAVA1 ballots and 1 VIP (Visually Impaired Portal) ballot were
duplicated before the meeting as the Board authorized. The Board reviewed 16

allow voters who are absent from their country of residence to vote using an expedited process to register
and vote by mail-in absentee ballot. The law covers active-duty members of the armed forces, Merchant

duplicated ballots as required in two bipartisan teams reviewing 8 each. Review
began at 5:08 p.m. and concluded at 5:17 p.m.
Chair Miller asked for an update on the 10 pending applications review. Staff reported
that 8 applications were complete and met all requirements; 1 application needs a photo
ID cure which the voter must return by 5:00 p.m. on March 14, the day before canvass;
and 1 had no witness signatures. The voter will be contacted and advised to vote in
person on Election Day because it is too late to spoil and reissue the ballot.
Chair Miller said the Board will review 10 percent of the total absentee ballot
applications, following the Board’s policy adopted 2/06/2024, which is at least 18
applications, in 2 bipartisan teams. Secretary Morgan and Member Morris reviewed
precincts M02 (11) and CF05 (2); Members Hinton-Stalling and Kemp reviewed
precincts W25 (2), W27 (1), W26 (1), and W30 (2), for a total of 19 applications
reviewed.
Chair Miller said the Board began with 177 applications; 2 are deferred for further voter
action, leaving 175 to be approved and called for a motion. Member Hinton-Stalling
moved to approve 175 absentee ballot applications, seconded by Secretary Morgan.
Motion carried unanimously.
b. Oath Certificates for Absentee Ballots
Director Hunter-Havens presented the Civilian Certificate of Oath and Certificate of
Executed Absentee Ballots (Military and Overseas) to Chair Miller for his signatures.
Jenna Dahlgren notarized the Certificates.
Chair Miller said the staff is authorized to proceed with the preparatory steps and
scanning2 of the approved absentee ballots, beginning at 5:39 p.m. and concluding at 5:54
p.m. when scanning began.
During the opening of the absentee ballot envelopes, staff found 5 instances where two
residents of the same household switched their ballot return envelopes. Director Hunter-
Havens brought each instance to the Board’s attention following the current guidance
from the NCSBE, but no Board action is required. Staff also found one instance where a
voter returned a ballot with the absentee number of another voter in the same household
who also requested an absentee ballot. Unlike the first scenario, the other voter in that
household has not returned their ballot yet. Both voters in the household received the
same ballot style. Since the voter’s ballot application was complete, the board did not
wish to change the approval status of the ballot.
Marine, the commissioned corps of the Public Health Service and NOAA, National Guard or state militia,
their spouses and dependents, and US citizens residing outside the United States.
2 “Scanning” is a preparatory step that occurs when the approved absentee ballots are opened, removed
from the envelope, and inserted into the tabulator. The tabulator reads the ballots but does not print the
totals at that time, and no election returns are released. “Tabulating” or “counting” occurs on Election Day
and involves closing the polls on a tabulator and printing tabulated results from ballots that have been
previously scanned. (NCSBE Numbered Memo 2020-25)

At the initial completion of scanning, staff realized that they were missing one UOCAVA
ballot from precinct WB. Staff were able to determine that this voter returned their ballot
by mail, which is uncommon for military and overseas voters who prefer to return their
ballot via the portal or email as is allowed under the law. Since this ballot did not require
duplication, it was inadvertently left inside the sealed envelope. The envelope had been
placed in a polybag for retention during the meeting with the other opened envelopes.
The ballot was removed from the envelope and scanned by the tabulator.
Staff completed scanning at 6:21 p.m.
The Board members reviewed and signed the Absentee Meeting Ballot Certification and
reviewed the Precinct Process Report.
Chair Miller said that new business is concluded.
4.CLOSED SESSION (N.C. Gen. Stat. §143-318.11(6))
Chair Miller said that there are no matters to consider in closed session.
5. GENERAL DISCUSSION
Chair Miller reviewed the schedule of upcoming meetings:
•March 5 at 2:00 p.m.: Director Hunter-Havens will update the Board on any
Election Day issues; the Board will authorize tabulation of the optically scanned
absentee ballots and two members of different parties will observe the upload of
the absentee ballot results in preparation for their release at 7:30 p.m.; the Board
will review the administrative reports including absentee ballots approved by
Board meeting which will include contest results that must remain confidential
until 7:30 pm on Election Night; and review a Board challenge to an early voting
ballot where the voter appears to have returned an absentee by mail ballot and
also cast an early voting ballot. The hearing challenge will be properly noticed
for the day of canvass, March 15.
Chair Miller said one Board member of each party affiliation will return this
evening to observe closing the polls on the early voting DS200s. Chair Miller and
Member Morris will attend.
Director Hunter-Havens said the office will remain open until 7:30 p.m. to receive
absentee ballots for in-person return. If there is a line at 7:30 p.m., staff will use a
line log to determine who was in line at 7:30 p.m. and will process those absentee
ballots as timely submitted.
•March 14 at 2:00 p.m.: Director Hunter-Havens said the Board will review
supplemental absentee ballot applications received between the cut-off time on

March 4 and the deadline of 7:30 p.m. on March 5; provisional ballots; and
review the Sample Audit Count results.
•March 15 at 11:00 a.m.: The Board will review and certify the final results.
There is a possible challenge to an early voting same day registration with a
pending cure that was mailed on March 4.
Director Hunter-Havens said there are 6 precincts, H06, H10, W08, W26, W30, and
W34, where the majority of assistants assigned are transfers due to illness or last-minute
unavailability. Staff have reassigned assistants from other precincts to fill the gaps. She
sought NCSBE guidance, which is that the Chair may make the appointments to fill those
vacancies. Chair Miller said he will approve the staff recommendations in the interest of
properly staffing the voting sites. The board expressed their support for this action as
well. Hearing no other general discussion, Chair Miller called for a motion to adjourn the
meeting.
6.ADJOURNMENT
Member Morris moved to adjourn the meeting, seconded by Member Hinton-Stalling.
Motion carried unanimously. The meeting adjourned at 6:47 p.m.
The next Board meeting is scheduled to be held on March 5, 2024, at 2:00 p.m., at the
Board of Elections office, Long Leaf Room, 1241A Military Cutoff Road, Wilmington,

Chair Miller called the meeting to order at 2:00 p.m. The New Hanover County Board of
Elections meeting was held in the Board of Elections office, Long Leaf Room, 1241A

3. NEW BUSINESS
a.Early Voting Challenge – Rogers
Chair Miller called on Director Hunter-Havens to present her report.
Director Hunter-Havens said recent legislation made changes to the challenge process for
early voting ballots. County board challenges to early voting ballots should be based on
information about the voter’s eligibility that has been derived from the county board’s
uniform review of records in its possession. Based on our records, it appears that voter
Rogers returned an absentee ballot by mail on March 1 and went to the Senior Resource
Center the same day and cast an early voting ballot. This challenge addresses the early
voting ballot on the appearance that the early voting ballot was cast after the absentee
ballot. The Director said she has referred the incident to the State Board of Elections for
investigation, and she called the voter today and left a message.
Chair Miller said if the challenge is upheld, the Board will count the absentee ballot, and
disapprove the early voting ballot. Director Hunter-Havens said she recommends the
Board enter the challenge. Chair Miller called for any further questions or discussion.
Hearing none, he said the Board would enter the challenge by unanimous consent.
Hearing no dissent, Chair Miller signed the challenge form.
b.Counting Ballot Applications
Director Hunter-Havens said the Board, by resolution adopted on December 12, 2023, set
this date and time for counting the absentee ballots approved in the special absentee
meetings. At this time only absentee ballots received no later than 5:00 p.m. the day
before Election Day and approved by the Board will be counted. The process will occur
as follows:
1.Staff will count approved absentee by mail ballots that were optically scanned on
the DS850 central tabulator at the special absentee meetings.
2.Staff will take the USB drives with absentee by mail results and upload the data
into the disconnected ElectionWare reporting software.
3.Staff will print a results report from the ElectionWare computer for board review.

4.Prior to 7:30 p.m., staff will verify that all results from the ElectionWare reporting
software are imported into the SEIMS Election Reporting Software (ERS).
5.NCSBE will release the absentee results on the publicly viewable site at 7:30 p.m.
Once the results are uploaded, the Board members will review and sign the Absentee
Abstract, with Election Specialist Gina Herring notarizing the Board signatures.
Board Members Morris and Hinton-Stalling observed as staff uploaded the results in the
ElectionWare computer. Upload began at 2:13 p.m. and was completed at 2:29 p.m.
when the Board reconvened. The Board completed reviewing and signing the Absentee
Abstract at 2:57 p.m.
Chair Miller said that concludes the new business.
4.CLOSED SESSION
Chair Miller said there are no matters to consider in closed session.
5. GENERAL DISCUSSION
Chair Miller called on the Board members for any general discussion and called on
Director Hunter-Havens for the Election Day report.
Director Hunter-Havens said about 12,000 voters cast ballots on Election Day as of 2:00
p.m. She reported a few fixable technical issues so far. One ExpressVote was dropped
during delivery and was replaced. Otherwise, no significant issues have arisen.
Member Kemp asked whether NCSBE has upgraded the SEIMS system to prevent
previous delays in publishing voting results on Election night. Director Hunter-Havens
said the mock election successfully uploaded results for publication in about 5 minutes, a
significant improvement.
Director Hunter-Havens said staff can upload the absentee results to ERS in SEIMS now
with 2 bipartisan Board members observing, or that can be done at 7:30 p.m. with the
Board members returning for the end of Election Day upload. Secretary Morgan and
Member Morris agreed to observe that process now.
The Board reconvened at 3:14 p.m. Chair Miller called on the Board for any further
general discussion. Hearing none, he called for a motion to adjourn.
6.ADJOURNMENT
Member Kemp moved to adjourn the meeting, seconded by Secretary Morgan. Motion
carried unanimously. The meeting adjourned at 3:15 p.m.

Summary:
The New Hanover County Board of Elections must determine hours for a likely 2024 Second Primary
Election Early Voting schedule. Early voting plans must be submitted to the State Board by the end of
the day on March 18, 2024.
At a minimum, the New Hanover County Board of Elections office early voting site, located in the David
E.Paynter Room at the Northeast Library, must be open during regular business hours (8:00 am – 5:00
pm) on weekdays and on the last Saturday from 8:00 am to 3:00 pm. Any other schedule for the office
early voting location, or the inclusion of additional early voting sites, requires the unanimous approval
of a plan that complies with the uniform weekday and weekend requirements.
The following uniform weekend and weekday requirements enacted in Session Law 2018-112 (Senate
Bill 325) are still in effect in even-numbered years:
•Weekday Uniform Hours – All additional one-stop sites (not the county office) must have the
same schedule. If the Board of Elections office is open for any hours outside of normal business
hours (except for last Saturday), then the weekday uniform hours’ requirements would apply to
the Board of Elections office.
•Weekend Uniform Hours – If any site (including the county office) is open on a Saturday or
Sunday (excluding the last Saturday), then all one-stop sites must be open for the same number
of hours on that day. Sites may be open on one or both Sundays and sites may be open for
different hours on a weekend, provided the number of hours is the same.
•If Any Site, Then All Sites – Any day a site is open, all sites must be open on that day.
Our administrative recommendation is to open one early voting site at the Board of Elections office at
the Northeast Library due to the expected low turnout for a second primary election for NC
LIEUTENANT GOVERNOR - REP contest. All registered voters in New Hanover are not eligible to
participate in a second primary election for this contest. Voters eligible to participate include
registered Republicans and Unaffiliated voters who either didn’t vote in the 2024 Primary Election or
voted a Republican ballot. The approval of one early voting site at the Board of Elections office
requires unanimous approval of the board at a public meeting but does not require a resolution
documenting this action.

If the county board is unable to reach unanimity regarding an early voting plan, a member or members
of the board may petition the State Board to adopt a plan for it. If petitioned, the State Board may also
receive and consider an alternative petition from another member or members of the county board.
The State Board may also decide to adopt a different plan for New Hanover County as opposed to
adopting a specific plan submitted by a petitioner.

Summary:
Two budget enhancement requests were submitted for FY24-25 with the proposed continuation
budget. I have included a general overview of these enhancement requests below. In addition, I
have included the enhancement requests forms in the agenda packet for your review.
•Compensation for Election Officials – Request to increase the compensation rate
to align with the new minimum pay rate of $17/hour for New Hanover County
casual part-time employees. If approved, the compensation rate would increase
$2/hour for early voting officials and $30/day for election day officials. The
current and proposed rates of compensation for different types of election
officials are listed below.
o Multipartisan Assistance Team - $40/visit to $45/visit for avg 2.5 hour
visit
o Early Voting Officials - Site Lead $17/hour to $19/hour and Site Assistant
$15/hour to $17/hour
o Election Day Officials - Chief Judge $300/day to $330/day, Judge
$255/day to $285/day, Assistants $225/day to $255/day for 15-hour
day.
o Election Official Training - $25/class to $35/class for avg 2-hour class
•Election Management Software – Request to adopt a new software program to
effectively manage election official assignments, communications, and training
as well as inventory supply assignments, chain of custody reports, audits, and
tracking. The transition from our current management system to the proposed
new system requires 8 to 12 weeks for implementation, which cannot be done
during an active election cycle. We are requesting funds to utilize both systems
for one fiscal year to ensure a smooth transition and the effective delivery of all
required services. In FY24-25, there is one scheduled election on November 5,
2024. We would like to begin transitioning to the new software in January of
2025, which enables us to have six months to effectively transition to the new
management system. This implementation requires the configuration of the
administrative module that will be used by staff and a citizen portal, which will
be utilized by our election officials using a two-factor authentication process.

The county board may document their support for these enhancement requests through their
approval at a public board meeting and/or by submitting a letter of support for any or all the
proposed budgetary enhancement requests to the New Hanover County Board of
Commissioners and County Manager Chris Coudriet.
