ASSEMBLY
The Parks Conservancy Board held its regular meeting on Tuesday, January 16, 2024, 5:30 pm at
the Airlie Cottage.
Present: Jessica Gray (presiding), Cassidy Santaguida, Navine Richie, Cheryl Hannah, Dana
Lingenfelser, Rex Buford, Dave Ellegood, Mark Ihnat, Dane Scalise, and Sean Olds.
Excused: Suzanne Werner
Absent: Tess Osmer
Staff: Tara Duckworth, Tanya Gurganious, Andy Johnson, Latashia Smith, and Janine Powell.
WELCOME AND APPROVAL OF MINUTES
Jessica Gray welcomed everyone in attendance and called the meeting to order. Jessica asked if
everyone had a chance to review the minutes and asked if there were any changes. Mark Ihnat
noticed that he was not listed as present. Hearing the change to the October 17, 2023, minutes,
the following motion was made:
MOTION: Rex Buford MOVED; SECONDED Mark Ihnat, to adopt the minutes as amended. Upon
vote, the MOTION CARRIED UNANIMOUSLY.
Financial Report.
Liability and Equity - $74,000
Income/Donations - $2,316 (Includes $1,000 NRPA and $345 Plant An Azalea donations)
Expenses Gemplers: $570.13
Five Oaks Nursery: $3,745 for trees at Smith Creek Park
(Paid for using funds from the Cape Fear Garden Club Grant)
Staff Report. Dave Ellegood gave an update on the raffle. The bike raffle for the BMX
pump track and skills course raised $450.
Food Truck Rodeo is April 14, 2024, at Ogden Park from 12 p.m. until 5 p.m. Funds raised
will go towards the Pump track and skills course. Sign-ups for board members will be at
the March meeting. There will be 3 shifts, morning, mid-morning, and afternoon to sign up
for. Janine expressed how important it is to have board members show up and talk with
people about the Parks Conservancy.
Hanover Pines Nature Park is nearing completion. The next step is paving. Waiting for
warmer weather so that asphalt companies can start producing asphalt. Janine thanked
everyone who came out to participate in the trash mob to clean up in front of the park.
Parks and Gardens was awarded a North Carolina Department of Transportation WMPO
grant for the NC College Road Trail for $1.8 million dollars. It is an 80/20 grant.
Smith Creek Park Phase 2 is still under design. Adding parking lots, a picnic shelter,
restroom building, and imaginative play and educational items throughout. More

pathways connecting to Phase 1. One connection will be ADA accessible. Working to raise
money for some imaginative play items. Janine thanked Cheryl for helping with the grant
application. Parks Conservancy was not chosen to receive the grant.
Andy gave an update on Northern Regional Phase 2. It is under design for 2 additional
athletic fields, a pump track, and skills course. Hoping to have all permits finalized by the
end of January or February. Construction tentatively set for late spring or early summer.
Tanya mentioned that the new playground at Ogden opened today.
Old Business/New Business
Daved asked Andy about a parking lot expansion at Blue Clay Bike Park because of the
number of people using the park.
Janine proposed moving the Parks Conservancy Board meetings to quarterly meetings
versus bi-monthly meetings. The board can choose to meet more often when it is
necessary. The board was given a by-laws handout to look over to discuss at the March
meeting. Tara explained that Parks Conservancy used to be an 8-member board and 1
county commissioner. The board has a lot of ebb and flow where there are big projects
and everyone is needed to participate. When there are no projects going on, there is not
much to do. Because there is not much consistency in the board with members coming
and going, she recommends going back to a nine-member board with 8 appointed by the
commissioners and 1 commissioner appointee. The language in the bylaws was cleaned up
to change from president and vice president to chair and vice chair. The number of
committees was also changed. The functional committees are the Fundraising and
Development Committee and the Volunteer and Events Committee.
Dane Scalise asked if a redline version of the proposed changes had been circulated. Tara
stated that she would work on providing it electronically.
Fundraising and Development will go back to meeting on the off months of the Parks
Conservancy Board meeting. The next meeting will be in February.
Next meeting: March 19, 2024.

Since there was no further business there was a motion to adjourn.
MOTION: Rex Buford MOVED; SECONDED by Dave Ellegood. Motion carried.
The meeting adjourned at 5:50 pm.
