RESOLUTION RECOGNIZING THE EFFORTS OF
THE GREATER WILMINGTON CHAMBER OF COMMERCE EDUCATION FOUNDATION THROUGH
THE LEADERSHIP WILMINGTON PROGRAM
WHEREAS, the objective of Leadership Wilmington is to educate, challenge and motivate citizens
and to develop future leaders to work for the betterment of our community; and
WHEREAS, the program consists of ten sessions to promote leadership skills, community issues
and challenges, regional social and economic change, diversity, equity, and inclusion; and
WHEREAS, the Leadership Wilmington members work together and individually to plan and
execute a day of service for schools and nonprofits, known as Work on Wilmington; and
WHEREAS, Leadership Wilmington is committed to providing a continuous, diverse supply of
creative leaders to the community by developing their knowledge of the region and providing
them the opportunity for meaningful action.
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners
recognizes the Leadership Wilmington Class of 2024 and the Greater Wilmington Chamber of
Commerce Education Foundation for their commitment and dedication for contributing to the
quality of life in New Hanover County and surrounding areas.

Award of Contract to Audit the County's Financial Statements to Cherry Bekaert LLP
BRIEF SUMMARY:
The county's financial statements have been audited by Cherry Bekaert LLP since June 30, 2015. The county has
solicited proposals from qualified firms of certified public accountants to audit the county's financial statements for
the fiscal year ending June 30, 2024, with the option of auditing for each of the four subsequent fiscal years. This
process was performed in accordance with the county's purchasing policy.
Proposals were received from the following firms:
1. Cherry Bekaert LLP
2. FORVIS
3. Mauldin & Jenkins
4. Thompson, Price, Scott, Adams & Co
A team of three county staff members reviewed each of the proposals. Staff evaluated the firms based on expertise
and experience. The criteria for the evaluation focused on the firm's experience and expertise in governmental
accounting, specifically governmental experience in North Carolina with jurisdictions of similar size and financial
characteristics, professional personnel to be assigned to the engagement, and past experience with similar federal and
state assistance programs. Staff also reviewed the audit approach to evaluate the firm's proposed staffing, audit hours,
and their description of audit procedures.
After completing the first step of the evaluation process, staff additionally reviewed pricing, past performance,
contacted select references, and assessed the positive and negative impacts of engaging a new audit firm.
Based on this evaluation, staff recommends awarding the contract to Cherry Bekaert LLP as the county's auditors for
the fiscal year ending June 30, 2024. The audit fee will be $127,900, which includes six major programs. If there are
more than six major programs, a surcharge per program will be approximately $5,000.
Attached is the bid summary detailing the costs proposed by all firms based on the audit of the financial statements
and compliance audits for six programs.

RESOLUTION
AWARD OF CONTRACT TO AUDIT COUNTY FINANCIAL STATEMENTS
WHEREAS, staff solicited proposals from qualified certified public accountants to audit the
County's financial statements for the fiscal year ending June 30, 2024, with the option of auditing
for each of the four subsequent fiscal years based on satisfactory performance each year; and
WHEREAS, proposals were received from the following four (4) firms; and
• Cherry Bekaert, LLP
• FORVIS
• Mauldin & Jenkins
• Thompson, Price, Scott, Adams & Co.
WHEREAS, after evaluating all proposals using a two-step process recommended by the Local
Government Commission (LGC), staff recommends the firm of Cherry Bekaert, LLP, for award of
contract.
NOW THEREFORE, BE IT RESOLVED by the Board of Commissioners of New Hanover County that
the contract to audit the financial statements for the County for Fiscal Year 2023-2024 is awarded
to Cherry Bekaert, LLP with the option to renew the contract for each of the following four (4)
fiscal years based upon satisfactory performance each year.

PUBLIC HEALTH WEEK PROCLAMATION
WHEREAS, the week of April 1-7, 2024 is recognized as National Public Health Week, and
embraces the theme of "Protecting, Connecting and Thriving: We Are All Public Health"; and
WHEREAS, this year emphasizes the crucial role of community engagement in enhancing public
health outcomes, underscoring the collective effort required to fortify public health
infrastructure and community resilience; and
WHEREAS, public health is essential in securing clean air and water, safe and nutritious foods,
and equitable access to health services, thereby fostering community well-being; and
WHEREAS, initiatives in public health that address infectious diseases, promote environmental
cleanliness and advocate for healthy living significantly improve the health of the County; and
WHEREAS, ensuring health equity is at the forefront of the County's public health strategy,
acknowledging that all community members deserve equal access to the conditions and
resources necessary for optimal health, irrespective of their background or circumstances; and
WHEREAS, the New Hanover County Board of Commissioners renews its commitment to
prioritizing public health, with a special focus on bridging health disparities and fostering an

Black Maternal Health Week, observed from April 11 to 17, 2024, honors Black women and their families while
advocating for equitable health policies.

WHEREAS, the mission of New Hanover County is to provide equitable opportunities and exceptional public

of New Hanover County Health and Human Services is to provide services and support that promote self-reliance,
prevent adverse experiences, and protect the community; and
WHEREAS, in accordance with these missions, it is critical to highlight the significance of Health Equity throughout
the entire community, with a particular focus on Black Maternal Health Week from April 11 to 17. This week should
emphasize the importance of ensuring Black women have access to high -quality healthcare catering to their
individual needs; and
WHEREAS, maternal health is a key component of societal, communal, and familial well-being; and
WHEREAS, Black women continue to face significant disparities and grievances in maternal health outcomes,
including elevated rates of maternal mortality, severe maternal morbidity, and adverse birth outcomes, in
comparison to women of other racial backgrounds. This is evident not only in New Hanover County, North Carolina,
but also on a national scale, as reported by the National Institutes of Health and North Carolina Health News; and
WHEREAS, according to data from the Centers for Disease Control and Prevention and the National Center for
Health Statistics, in Southeastern North Carolina, the mortality rate for Black infants before their first birthday is
twice as high as that of their counterparts; and
WHEREAS, to achieve health equity in maternal health outcomes, the underlying factors leading to these
disparities, such as social determinants of health, cultural and other biases, and additional challenges, must be
addressed; and
WHEREAS, providing Black women with comprehensive support services, culturally competent healthcare
personnel, and high -quality prenatal care is critical for supporting healthy pregnancies and birthing experiences;
and
WHEREAS, Black Maternal Health Week honors the lives of Black women and their families, promotes policies,
procedures, programs, and services that ensure equitable maternal health outcomes, acknowledges, and amplifies
their experiences and perspectives, and brings attention to the critical need to address maternal health disparities
within our Black community.
NOW THEREFORE, BE IT PROCLAIMED that the New Hanover County Board of Commissioners designates the week
of April 11-17, 2024, as "Black Maternal Health Week."

BRIEF SUMMARY:
The Community Child Protection Team's (CCPT) 2023 report, evaluates issues related to child safety and proposes
remedies. Comprised of representatives from twenty local entities, the CCPT is dedicated to enhancing child safety
and increasing community awareness. Its goal is to collaboratively combat child abuse and neglect by pinpointing and
rectifying systemic shortcomings while optimizing resource allocation.
Additionally, the report will highlight the accomplishments of the task force and identify priority areas for future focus.
The CCPT is requesting the Board of Commissioners support our recommendations and approve the following at -large
CCPT member reappointments: Lauren Daley, Executive Director Domestic Violence Shelter and Services; Amy Feath,
Executive Director Carousel Center; Chris Preston, Director NHC Community Justice Services; and Steven Still,
Director N HC Emergency Management.

This annual report is being submitted by the New Hanover County Community
Child Protection Team (CCPT) to meet state law that was established in response
to Executive Order 142 in May 1991. The purpose of CCPT is to identify and
address gaps or deficiencies in services and resources for children and families,
as well as build public awareness through multiple resources, including providing
our findings and concerns for your information and support via this annual report.
Child abuse and neglect are extremely complex social problems that require well -
planned strategies for prevention and communities that are responsive to these
problems. Our report is intended to provide a starting point for you and others
who care about "our" children and families. There is no single answer or
approach that can prevent child abuse in our county. However, we are encouraged
that the information contained in this report will provide you with valuable
information to make the best decisions on behalf of our children.
Twenty local agencies represent our CCPT. During 2023, these agencies met 14
times and extensively reviewed select cases. These cases were selected as they
represented serious unmet needs of families in New Hanover County who were
receiving services as they were unable to meet the needs of their children. These
case reviews also serve to bring to the surface underlying problems that impact
the entire community. Unfortunately, most of the recurring identified gaps and
barriers are the same as we have brought before you over the past several years.
In addition to those members mandated and designated by NC G.S. 7B 1406 on
our letterhead, the statute provides for the appointment by the county
commissioners of an additional member from and up to five at -large members.
We request your approval of these appointments for April 2024 through April
2025.

2023 Accomplishments:
Community Education on Reporting Child Abuse and Neglect - Training provided to NHC Foster Parent
Association, Smart Start, NHC School nurses/social workers/guidance counselors, UNCW nursing students, and
Coastal Horizons on how to recognize, respond, and report child abuse and neglect. This training is also
offered to ALL New Hanover county employees on a recurring basis.
Monthly CCPT case reviews — CCPT team reviewed ten complex child welfare involved families to formulate
strategies to address gaps in services and barriers to child protection.
CCPT partners were provided with program presentations from: Healthy Opportunities Pilot, Safe Babies
Court, Port City United, Casey Family Programs, and Medicaid Expansion.
Community Education on Infant Safe Sleep — Infant safe sleep training was provided to Safe Kids Coalition,
New Hanover county staff, Coastal Horizons Maternity Program, and monthly CCPT members. A Safe Sleep
display was placed in the WIC lobby.

Regular Meetings: At a minimum, the commission shall meet quarterly. The time, day and place of these
meetings will be set at its inception and then thereafter each year by the commission.

Brief on the functions: The commission is established to advise the Board on matters related to the
Hispanic/Latino community and to smnxa as liaison between the community and New Hanover County
(County). The commission will work to promote underotanding, inc|unimanems, and equality for the
Hispanic/Latino community in the County. The Commission shall be organized for the purpose of acting as
an advocate for the Hispanic/Latino Community and a nsemuroe of information on the status of
Hispanics/Latinos inthe County:
° To identify the status of the Hispanic/Latino population in the County and assess their needs.
* Toprovide astatus report ofthe Hispanic/Latino populationinthoCountvonanannuo|baaisto
the Board.
° To provide information and recommendations to the Board on the needs and issues important to
Hispanics/Latinos as it deems necessary in improving and upholding the opportunities in
employment, education, and community services for all people, regardless of gender or age.
° Tmwork toward the betterment ofthe status ofHispanics/Latinos with respect toemployment and
educational opportunities, health services, childcare services, welfare services, financial services,
and community leadership opportunities.

Why do you wish to I have been involved with the Hispanic/Latino community in this

My journey began as a Spanish language learner at UNCW
where I graduated with a bachelors of Spanish and eventually
a masters degree in Spanish. The language skills I have
acquired at the university, in other countries, and in the
community here have enabled me to be in positions in the
county around immigrants from many countries. The stories
they have told and entrusted to me have opened my eyes. I
believe I have a responsibility to be a good steward of the
abilities that I do have and to grow in new ways of helping and
collaborating with others in our community to do so. My
involvement with the Hispanic/Latino community has also made
me aware of many of the resources we have in Wilmington as
well as our deficiencies. I would like to be a part of a
commission and committee that works together to present
practical suggestions to our county officials and to bring issues
to their attention that they may be unaware of. their eyes to
issues they may be unaware of.
What areas of concern I would love to see language differences becoming less and
would you like to see less of a barrier as non English speakers attempt to access
addressed by this resources. In many cases there is help, but people are not
committee? even aware of how to access it or that it even exists. For

example, I have many Spanish -speakers looking for work. The
process of job application, interviewing, and acquiring
references is difficult to navigate. Many would also like to give
back and volunteer. This would also benefit them to gain
references for visas, jobs, etc. Another example is access to
food resources that they do not know exist
I have also seen the importance of access to mental health and
support groups in Spanish for immigrants that have
experienced trauma of all kinds.
Qualifications for I have been working with Hispanic/Latino immigrants in our
serving county since college where I started tutoring kids in English
and getting to know the community through dance and other
activities. In the last 8 years through volunteering at El cuerpo,
later interning with them, and then being hired part time, my
understanding of challenges immigrants face in this county
grew. My eyes were opened to many more hardships they
face. This fueled my desire to teach Spanish in the foreign
language department at UNCW and to homeschoolers I teach.
I always wanted them to understand that one of the most
important and motivating reasons to learn another language is
to love and serve other people. I have brought this philosophy
into my current role as program director at NourishNC where
over 30% of our clients are Hispanic/Latino.
In addition, I have served on my church's Mercy Outreach
Team as the secretary and point of contact between the church
and El cuerpo (one of the ministries the church supports
financially) since 2019 .

County. I've been able to navigate different systems and
resources ooathrough nnyown experience oaoHispanic
community member orthrough the experience ofthe clients |
work with such enthe criminal justice system, higher education,
health care, the shelter/homeless continuum ofcare,
department mfhealth and human services, and mental health
services. This experience could be valuable insight tothe
commission. Aa|have stated previously, | currently sit on
UNCVVsStudent Affairs Inclusive Community Committee. At
mycurrent and precious no|ee. | have always facilitated a
cross -disciplinary team meeting that addresses the gaps in
services, identifies trends, educates, and comes upwith
solutions for the community itserved. For example, while
working at Domestic Violence Shelter and Services, Inc. |
facilitated the Domestic Violence Advocacy Council which
included law enforcement, DHH8.the hospital, other victim
service providers, communities inschools, and acouple nf

different systems that someone experiencing domestic violence
may come incontact with because many times that feedback

Brief on Functions: The mission of The Healing Place is to reach individuals suffering from drug and alcohol
addiction, provide the tools for recovery, and restore meaningful and productive lives. The Board of Directors
oversees the operation of The Healing Place of New Hanover County, Inc.
