01-30-2024 PBoard Agenda Review MinutesMinutes of the New Hanover County Planning Board Agenda Review January 30, 2024 An agenda review of the New Hanover County Planning Board was held on January 30, 2024, at 3:00 PM in the New Hanover County Government Center, 230 Government Center Dr., Conference Room 138 in Wilmington, North Carolina Members Present  Jeff Petroff, Vice Chair  Clark Hipp  Kevin Hine Pete Avery Cameron Moore Members Absent Hansen Matthews Colin Tarrant Staff Present  Rebekah Roth, NHC Director of Planning & Land Use  Ken Vafier, NHC Planning Operations Supervisor  Robert Farrell, NHC Development Review Supervisor  Zach Dickerson, NHC Senior Planner  Amy Doss, NHC Associate Planner Love Ott, NHC Associate Planner Dylan McDonnell, NHC Long Range Planner Karlene Ellis Vitalis, NHC Long Range Planner Karen Richards, NHC Attorney Lisa Maes, NHC Administration Coordinator Damion Fulford, NHC Administration Specialist The meeting started at 3:07 pm. Director Rebekah Roth informed the board members that going forward the department will start emailing full meeting agendas to the Sunshine List and Comprehensive Plan email list to make sure stakeholders are aware when project updates and other non-public hearing items are on the agenda. Associate planner Love Ott provided an overview of item 1 rezoning request Z23-25 at 3100 Block of Blue Clay Road, which was continued from the January 4, 2024, Planning Board meeting. Staff and board members reviewed the concept plan. Discussion focused on the increase in units beyond what was approved in the 2022 rezoning, the location of basic goods and services in the area, and whether public transportation was available. Development Review Supervisor Robert Ferrell provided an overview of item 2 rezoning request Z24- 10 at 1728 Rockhill Road. This item was first considered by the Planning Board at their November 2023 meeting and the Board of Commissioners had approved the rezoning request with the condition of providing a fence to provide a buffer. Due to the applicant not signing the document agreeing to the condition, the rezoning application was considered null in void and the applicant was able to resubmit their applications. Staff was recommending a condition requiring the fence requested by the Commissioner as part of their previous approval. There was discussion around the miscommunication / misinterpretation from the applicant as to what the conditions were recommended by the Board of Commissioners. Associate planner Amy Doss provided an overview on item 3 Z24-02 1540 Rockhill Road. The discussion was primarily around how the proposal would fit into the pattern of existing development in the area. There were questions about road ownership and what would be required to bring the road up to NCDOT standards. Development Review Supervisor Robert Ferrell provided an update on item 4 S23-05 special use permit which was continued from the January 4, 2024, regular meeting. The board made a recommendation to have the maps be slightly enhanced with making the layers transparent, to give a better overview of what areas would be affected. Announcements Director Rebekah Roth informed the board members that there will be 2 staff presentations for the Planning Board Regular meeting on Thursday February 2, 2024. The March 7,2024 Planning Board meeting will be moved to 230 Government Center Drive, in room 138. At this meeting there will be updates on the Track 1 Comprehensive Plan amendments and the full plan update. Meeting Adjourned at 4:24 PM
