Meeting Minutes
March 21, 2024
L Call to order
Chairman Bruce Shell called to order the regular meeting of the New Hanover County
Alcoholic Beverage Control Board at 9:00 am on March 21, 2024 at the General Office,
6009 Market Street, Wilmington, NC.
II. Chairman confirms quorum
The following Members of the Board_were_present:
Bruce Shell, Chairman
Angela Barr, Vice Chairman
Cedric Dickerson, Member
Louis Burney, Jr., Member _
William Rivenbark, Member
Others in attendance were:
Charles Hill, General Manager
James Casteen, Assistant General Manager
Steven Welty, Deputy Finance Officer/ Assistant Board Secretary
Karen King, Accounts Payable/Procurement Specialist
Lauren lammatteo, Outreach & Communications Specialist
Kemp Burpeau, Legal Counsel
Lt. Josh Cortes, NHC Sheriff Department
III. Conflict of Interest Reminder
Mr. Shell verbally confirmed that the Board members had read the following ethics
reminder:
"In accordance with General Statute 18B-201, it is the duty of every Board member to
avoid both conflicts of interest and appearances of conflicts. Does any member have
any known conflict of interest or appearance of conflict with respect to any matters
coming before the Board today? If so, please identify the conflict or appearance of
conflict and refrainfrom any undueparticipation in theparticular matter involved. "
Let it be recorded that no conflicts were identified by any Board member regarding this
Board meeting.
IV. Consent A ends Items of Business
Mr. Shell presented the minutes from the Regular Meeting of February 15, 2024. Mr.

Dickerson made the motion to approve the minutes as written. Mr. Rivenbark seconded the
motion, all approved.
Mr. Shell presented the minutes from the Closed Session Meeting of February 15, 2024. Mr.
Dickerson made the motion to approve the minutes as written. Mr. Rivenbark seconded the
motion, all approved.
Mr. Shell presented the proposed meeting agenda. Ms. Barr made the motion to approve the
agenda as written. Mr. Burney seconded the motion, all approved.
V. Administrative Reports
• ABC Law Enforcement Officers' Unit Monthly — ALE) Report for February was
presented by Lt. Josh Cortes, NHC Sheriff's Department. Please see the attached LE
Monthly Reporting Numbers from the North Carolina ABC Commission website
(Attachment "A").
Financial Statements — Mr. Casteen and Mr. Welty presented a copy of the Board
Financial Statements for February, 2024. The Financial Statement showed, the
Actual -to -Actual comparison Gross Sales more than the prior February by $287k
(6.02%), Operating Expenses more than prior February by M k (0.22%), and Income from
Operations more than prior February by $64k.
• _Outreach & Communications Update — Ms. Iammatteo advised the Board that the
Community Outreach Grant cycle has begun and that 13 total organizations have
completed the LOI and are working on the application that is due by March 31, 2024. She
also advised that the Scholarship Essays are due in by April 26, 2024.
• NC Association of Government Purchasing Conference Update — Ms. King provided
an update on the NC Association of Government Purchasing Conference that she attended
the first week of March, 2024.
• Genera[ Manager Updates
NC ABC Boards General Managers Conference — Mr. Hill advised the Board that
the NC ABC Boards General Managers Conference will be held on March 25 —
March 27, 2024 in Greenville, NC.
VI. Closed Session
Mr. Rivenbark made the motion to go into Closed Session pursuant to NC GS 143-
318.1 l (a)(5) to discuss a real estate issue and pursuant to NC GS 143-318.11 (a) (6) to
discuss a personnel issue. Mr. Dickerson seconded the motion, and all approved.
VII. Return to Open _Session
Mr. Rivenbark made the motion to return to Open Session, Mr. Dickerson seconded the
motion, and all approved.

VIII. Action coining out of Closed Session
No action taken in closed session.
IX. Adiournment
Mr. Shell advised the Board the next regular Board Meeting is scheduled for Thursday,
April 18, 2024 at 9:00 am at the General Office, 6009 Market Street, Wilmington, NC.
Mr. Burney made the motion to adjourn the meeting; Mr. Rivenbark seconded the motion,
and all amoroved,
