Additional comments may be made upon further review of subsequent revisions. Please note: following the TRC meeting, a revised preliminary plan addressing each of the below items must be resubmitted prior to receiving preliminary plan approval. Planning, Zachary Dickerson 910-798-7450 1. General Comments a. Please specify the square footage of the existing building on the site plan. 2. UDO Section 5.1, Parking and Loading a. Please verify how many parking spaces are already provided in the existing lot. i. My initial count was 297 just in the middle area and abutting the building, but there is likely a shared parking agreement for this development. b. Per Table 5.1.2.A, Minimum Off Street Parking Standards, 2.5 spaces are required per 1,000 sq ft of food market. c. Once we have the sq footage of the existing building + the 6,023 sq ft expansion we can calculate how many parking spaces would be required vs. what is already on site to ensure there is sufficient parking per the UDO requirements. 3. UDO Section 5.3, Tree Retention a. It does not appear there are any trees being removed for this project. Please confirm. i. See notes in the below section about original Tree Removal Permit and retention. Harris Teeter Expansion – 5920 Carolina Beach Road – TRC Review Page | 2 4. UDO Section 5.4, Landscaping and Buffering a. If there is new parking required, it will need to meet parking lot landscaping standards. Please refer to UDO Section 5.4.5. b. Per UDO Section 5.4.2.B, 15 trees are required to be planted or retained per acre disturbed. i. 6,023 sq ft is 14% of an acre, with 15 trees per acre = 2 trees planted or retained. ii. Per the original tree removal permit for this development, there was payment into the Tree Removal Fund, so it is not clear at this point whether there were trees retained at the time that could be used towards the above requirement. 1. I could not find an original tree survey for this property. If there is one in Harris Teeter’s files, that would be helpful to make this determination. 5. UDO Section 5.5, Lighting a. Is any new lighting proposed for this development? b. Please note a lighting plan is not required at time of TRC approval. See below excerpt from Section 5.5.3: i. Information about the exterior lighting for the site that demonstrates compliance with the standards in this section shall be submitted in conjunction with an application for site plan approval (Section 10.3.6, Site Plan) or zoning compliance approval (Section 10.3.8, Zoning Compliance Approval), whichever comes first, approved no later than at time of construction plan approval. 6. UDO Section 5.6, Signs a. If there are any new signs proposed for this development, please apply for sign permits prior to installation. 7. UDO Section 5.7, Conservation Resources a. Per the New Hanover County Conservation Resource Overlay map, there are no Conservation Resources on this portion of the site. NHC Fire Services, Sunnie Batson 910-798-7464 1. Please see attached PDF. NHC Engineering, Galen Jamison 910-798-7072 1. Infiltration basin #6 from ATC#335-08/21/06 indicates 63,115 SF of impervious area which appears to be exceeded with this addition. Therefore, a permit revision will be required. 2. It appears the limits of disturbance will be below 1 acre, thereby not requiring a land disturbing permit. Should land disturbing activities exceed 1 acre, a permit would be required. 3. Please contact the State for their stormwater permit requirements. Harris Teeter Expansion – 5920 Carolina Beach Road – TRC Review Page | 3 NHC Environmental Health, Dustin Fenske 910-798-6732 1. Site is on public water and sewer. This project may require NC Environmental Health Food Service Plan Review based upon the scope of work. NHC Addressing, Katherine May 910-798-7443 1. No comments Cape Fear Public Utility Authority, Bernice Johnson 910-332-6620 1. CFPUA TRC Comments provided are preliminary comments only. 2. Utility Plan review required by CFPUA. CFPUA is moving toward becoming paperless. When ready to submit plan review package, upload all documents to https://www.cfpua.org/FormCenter/Engineering-3/Engineering-Plan-Review-103. 3. Parcel currently has CFPUA sewer. Water provided through NC Aqua. 4. Engineer will need to submit preliminary plans to CFPUA to determine if plan review will be required. 5. Capacity is dependent on the analysis of the pipe collection system (gravity and force mains). 6. A capacity determination can be provided upon submittal of the NC DWQ FTA/FTSE Application Form and a Preliminary Plan, this determination does not guarantee capacity. 7. Capacity is issued to projects on a first come, first serve basis, when capacity is available, the plans meet Authority requirements, and the NC DWQ FTA/FTSE forms are signed by the Authority.
