MINUTES OF SPECIAL MEETING, AUGUST 11, 1976
ASSEMBLY
The New Hanover County Board of Commissioners met in Special Session on Wednesday,
August 11, 1976, at 2:00 o'clock;p. m. in the Assembly Room, New Hanover County Admin-
istration Building, 320 Chestnut: Street, Wilmington, North Carolina, to meet with the
attorneys concerning re:pairs to !the Library.
Members present were Commissioners George E. Alper; Claud O'Shields, Jr.; William C.
Taylor; Chairman Peter R. Davis; County Manager Dan W. Eller; and Clerk to the Board,
Alyce B. Brown. Comm. Vivian S. Wright was absent.
Chm. Davis called the meeting to order.
MEETING WITH ATTORNEYS AND ARCHITECT
Chm. Davis reported that this meeting had been called at the request of the County's
attorneys to meet with them and the architects on the Library situation to bring the
County Commission up to date on the matter.
The following persons attended the meeting.

Mr. Herbert P. McKim, Ballard,McKim & Sawyer, Architects for Law Enforcement

Atty. David Nash, Counsel for Ballard, McF:im & Sawyer
EXECUTIVE SESSION
Comm. Alper moved, seconded by Comm. Taylor, t:hat the meeting be recessed to
Executi ve Session. Upon vote, the motion carried c.s follows:
Voting Aye: Comm. Alper, O'Shields, Taylor and Chm. Davis

Chm. Davis recessl3d the meeting to Executive Session at 2: 05 0' clock p. m.
MESSRS. MCKIM, SAWYER AND NASH LEFT THE MEETING AT 3:00 O'CLOCK P. M.
MR. LENNON LEFT THE MEETING AT 3:25 O'CLOCK p" M.
Chm. Davis reconvened the meeting to Public Session at 3:30 o'clock p. m.
AtTTHORIZATION TO ADVERTISE FOR BIDS
Comm. O'Shields moved, seconded by Comm. AlpeJ~, that the plans as drawn by Ballard,
McKim & Sawyer for repairs to the Library be adver1:ised for bids. Upon vote, the motion
carried as follows:
Voting Aye: Comm. Alper, O'Shields, Taylor and Chm. Davis
Absent: Comm. Wright

INVITATION 'IV ATTEND MEETING ON MAJOR THOROUGHFARE PLAN FOR WILMING'IVN
County Manager Dan Eller reported to the Commissioners that they had been invited
to attend a meeting in City Council Chambers on Friday, August 13, 1976, at 8:00 o'clock
a. m. to review the major thoroughfare plan for Wilmington.
REQUEST FOR NOMINEES FOR INDUSTRIAL & POLLUTION CONTROL AUTHORITY
County Manager Eller reported that he had recl~ived one Commissioner's nominees to
the New Hanover County Industrial & Pollution Cont:~ol Facilities Financing Authority
and reminded the other Commissioners to turn in th3ir list of nominees as soon as possible

Comm. Alper moved, seconded by Comm. 0' Shield:3, that the meeting be adjourned. Upon
vote, the motion carried as follows:
