approval.
5. UDO Section 5.4 Landscaping and Buffering
a. Per comment 1.c, please detail the amount of increased impervious ground cover that is

NHC Fire Services, Ray Griswold 910-798-7448
1. Approved with the following comments:
a. The FDC shall be placed within reach of a fire truck on the side of the road opposite the
fire hydrant dedicated to this project. Agreed upon 150 feet.
b. Follow all sections of the TRC comments sent to the developer and follow Chapter 36 of
the fire code Titled MARINAS 3.
c. See attached.
NHC Engineering, Galen Jamison 910-798-7072
1. There appears to be an increase impervious area for the new ABC stone placed in the NW corner
of the site and expansion of the driveway. Should this increase result in an additional 10,000 SF
of impervious area, a stormwater permit. Please provide documentation using historical aerial
photos to delineate the increase in impervious surfaces.
2. Should a county stormwater permit be required, the project is encouraged to use the
City/County LID Manual to the maximum extent possible. Should the LID manual be met, the
storm attenuation requirements of the County could be waived.
3. The total limits of disturbance line doesn’t appear to capture the entire entrance improvements,
concrete replacement in the ROW, nor the grading and ABC stone placed to the NW. It is
assumed the entire disturbance will exceed 1 acre, thereby requiring a land disturbing permit.
Please submit the permit applications documentation with requisite review fees for County
issued permit directly to gjamison@nhcgov.com. Application and forms can be found at
https://www.nhcgov.com/249/Sediment-Erosion-Control.
4. Please contact the State for their stormwater permit requirements.
NHC Environmental Health, Dustin Fenske 910-798-6732
1. Site plan reflects connection to public water.
2. Environmental Health has records of an existing septic pump system approved for 14 employees
issued in 1994. A new Licensed Soil Scientist permit was issued 8/17/2023. These specifications
and site design of the LSS Permit (OSWPLSS-23-0039) must be adhered. Old tanks for the old septic
system must be pumped, crushed and filled to be properly abandoned.
NHC Addressing, Katherine May 910-798-7443
The current address is acceptable.
Cape Fear Public Utility Authority, Bernice Johnson 910-332-6620
1. CFPUA TRC Comments provided are preliminary comments only.
2. Utility Plan review required by CFPUA. CFPUA is moving toward becoming paperless. When ready
to submit plan review package, upload all documents to
https://www.fcpua.org/FormCenter/Engineering-3/Engineering-Plan-Review-103
3. CFPUA water is available.

Engineering Studies
The applicant may be required by the District Engineer to submit studies based on, but not limited to, the parameters outlined
herein. If study requirements of the local government agency are more restrictive than the NCDOT requirements, then local
government requirements will govern. However, this does not imply that the NCDOT is obligated to approve entrance designs
that are too constrictive to allow smooth and safe traffic flow. All studies including, but not limited to, Traffic Impact Analyses
(TIA), traffic signal studies, and drainage studies, must be prepared under the direct charge of and sealed by a North Carolina
licensed Professional Engineer.
