Meeting Minutes
April 18, 2024
I. Call to order
Chairman Bruce Shell called to order the regular meeting of the New Hanover County
Alcoholic Beverage Control Board at 9:00 am on April 18, 2024 at the General Office,
6009 Market Street, Wilmington, NC.
II. Chairman confirms quorum
The following Members of the Board were present:
Bruce Shell, Chairman
Angela Barr, Vice Chairman
Cedric Dickerson, Member
William Rivenbark, Member
Others in attendance were:
Charles Hill, General Manager
James Casteen, Assistant General Manager
Kathy Clark, Finance Officer/Board Secretary
Lauren Iammatteo, Outreach & Communications Specialist
Kemp Burpeau, Legal Counsel
Lt. Josh Cortes, NHC Sheriff Department
III. Conflict of Interest Reminder
Mr. Shell verbally confirmed that the Board members had read the following ethics
reminder:
"In accordance with General Statute 18B-201, it is the duty of every Board member to
avoid both conflicts of interest and appearances of conflicts. Does any member have
any known conflict of interest or appearance of conflict with respect to any matters
coming before the Board today? Ifso, please identify the conflict or appearance of
conflict and refrainfrom any undueparticipation intheparticular matter involved. "
Let it be recorded that no conflicts were identified by any Board member regarding this
Board meeting.
IV. Consent A ends Items of Business
Mr. Shell presented the minutes from the Regular Meeting of March 21, 2024. Mr.
Dickerson made the motion to approve the minutes as written. Mr. Rivenbark seconded the
motion, all approved.

Mr. Shell presented the proposed meeting agenda. Mr. Dickerson made the motion to
approve the agenda as written. Mr. Rivenbark seconded the motion, all approved.
V. Administrative Renorts
• ABC Law Enforcement Officers' Unit Monthly — ( ALE) Report for March was
presented by Lt. Josh Cortes, NHC Sheriff's Department. Please see the attached LE
Monthly Reporting Numbers from the North Carolina ABC Commission website
(Attachment "A").
• Financial Statements — Mr. Casteen and Ms. Clark presented a copy of the Board
Financial Statements for March, 2024. The Financial Statement showed, the Actual -
to -Actual comparison Gross Sales more than the prior March by $81k (1.37%),
Operating Expenses less than prior March by $12k (2.28%), and Income from Operations
more than prior March by $9k.
• Outreach & Communications Update --- Ms. Iammatteo advised the Board that the
Community Outreach Grant cycle application period had been completed, and site visits
would occur in the next few weeks. Law Enforcement Grants cycle would complete on
April 30, 2024, and would be presented at the May, 2024 Board Meeting. She also
advised that the Scholarship Essays are due by April 26, 2024.
The Community Involvement Update will be presented on May 2, 2024, at 11:00am, to
local government officials.
• General Manager Updates
Purchase Agreement for 2615 Castle Hayne Road — Mr. Hill requested a
ratification of the Board decision, by email, to enter a purchase agreement for the
property at 2615 Castle Hayne Road for $325,000, with a 120-day due diligence
period. Mr. Dickerson made a motion to enter into a purchase agreement for the
property at 2615 Castle Hayne Road for $325,000, with a 120-day due diligence
period. Mr. Rivenbark seconded the motion, all approved.
Mr. Hill advised that staff will be attending the June 12, 2024 NC ABC Commission
meeting seeking approval for an ABC Store to be built at 2615 Castle Hayne Road.
NC Association of ABC Boards Annual Meeting — Mr. Hill advised the Board that
the NC Association of ABC Boards Annual Meeting will be held July 14, 2024 — July
17, 2024 in Greensboro, NC.
• Extended Hours Store #104 (Wrightsville Beach & Store #105 Carolina Beach
— Mr. Hill advised the Board that Store #104 (Wrightsville Beach) and Store 9105

(Carolina Beach) will have extended hours starting May 1, 2024 from 9:00am to
8:00pm.
VI. Closed Session
Mr. Rivenbark made the motion to go into Closed Session pursuant to NC GS 143-318.11
(a) (6) to discuss a personnel issue. Ms. Barr seconded the motion, and all approved.
VII. Return to 012en Session
Mr. Rivenbark made the motion to return to Open Session. Mr. Dickerson seconded the
motion, and all approved.
VIII. Action coming out of Closed Session
Ms. Barr made a motion to increase Mr. Hill's salary by 8.5% effective March 5, 2024 and
he will be eligible for any bonuses that maybe given in the coming year. Mr. Dickerson
seconded the motion, and all approved.
IX. Adiournment
Mr. Shell advised the Board the next regular Board Meeting is scheduled for Thursday, May
16, 2024 at 9:00 am at the General Office, 6009 Market Street, Wilmington, NC.
Mr. Dickerson made the motion to adjourn the meeting; Mr. Rivenbark seconded the
motion, and all approved
