RESOLUTION OF THE COUNTY OF NEw HANOVER, NORTH CAROLINA DECLARING THE INTENT OF THE COUNTY
OF NEw HANOVER, NORTH CAROLINA To REIMBURSE ITSELF FOR CAPITAL EXPENDITURES FROM THE PROCEEDS
OF TAX-EXEMPT OBLIGATIONS EXPECTED TO BE EXECUTED AND DELIVERED IN CALENDAR YEAR 2024
WHEREAS, the Board of Commissioners (the "Board") of the County of New Hanover, North Carolina
(the "County") has determined that it is the best interest of the County to finance the acquisition, construction and
equipping of Gordon Road Fire Station, Castle Hayne Fire Station and a new County library branch to be known as
Northchase Library (collectively, the "Projects "); and
WHEREAS, the County presently intends, at one time or from time to time, to finance all or a portion of the
costs of the Projects with proceeds of tax-exempt obligations and reasonably expects to cause to be executed and
delivered tax-exempt obligations (the "Obligations ") to finance, or to reimburse itself for, all or a portion of the costs
of the Projects; and
WHEREAS, the County desires to proceed with some or all of the Pro . ects and will incur and pay certain
expenditures in connection with the Projects prior tote date of execution and delivery of the Obligations (the
"Original Expenditures "), such Original Expenditures to be paid for originally from a source other than the proceeds
of the Obligations, and the County intends, and reasonably expects, to be reimbursed for such Original Expenditures
from a portion of the proceeds of the Obligations to be executed and delivered at a date occurring after the dates of
such Original Expenditures-,
NOW, THEREFORE, BE IT RESOL VED by the Board of Commissioners of the County of New Hanover,
North Carolina as follows -
Section 1. Official Declaration of Intent The County presently intends, and reasonably expects, t
reimburse itself for the Original Expenditures incurred and paid by the County on or after the date occurring 60 day
prior to the date of adoption of this Resolution from a portion of the proceeds of the Obligations. The Countl
reasonably expects to execute and deliver the Obligations in calendar year 2024, and the maximum principal amou
of Obligations reasonably expected to be executed and delivered by the County to pay for all or a portion of the cost
of the Project is expected to be $34,700,000. 1
Section 2. Compliance with Regulations. The County adopts this Resolution as a declaration of official
intent under Section 1. 150-2 of the Treasury Regulations promulgated under Section 103 of the Internal Revenue
Code of 1986, as amended, to evidence the County's intent to reimburse itself for the Original Expenditures from
proceeds of the Obligations.
Section 3. Itemization of Capital Expenditures. The Finance Officer of the County, with advice from bond
counsel is hereby authorized, directed and designated to act on behalf of the County in determining and itemizing all
of the Original Expenditures incurred and paid by the County in connection with the Projects during the period
commencing on the date occurring 60 days prior to the date of adoption of this Resolution and ending on the date of
execution and delivery of the Obligations.
Section 4. Effective Date. This Resolution is effective immediately on the date of its adoption.

Section 2: Explanation
BA 24-075 accepts a grant from North Carolina's ARPA Temporary Savings Fund in the amount of $3.7M for capital
improvements to the crisis stabilization and medical detox facility located on Robin Hood Road. The total estimated cost of
the project remains at $7.75M, therefore this budget amendment only changes the funding source from Mental Health &
Behavior Health funds to grant funds.
BA 24-078 accepts a grant from the North Carolina Division of Water Infrastructure in the amount of $29.1M for the Last
Frontier water and sewer project and increases the project budget. The initial estimate for the project was $26.5M. Currently,
based on design, the project costs are estimated at $42,642,554. The county is seeking a technical correction of S.L. 2023-134
that the excess grant amount appropriated to the Blue Clay Business Park can be shifted to the Last Frontier project. Until that
request is approved, the county plans to use loan proceeds to pay the funding gap of $13,542,554.

BA 24-076 - The Senior Resource Center has been awarded a mini -grant from Queens University of Charlotte in the amount
of $4,300, titled Ageless Digital Access: Shift/Control Pilot Project. The purpose of the grant is to address digital inequities
among aging adults through training. The program will help older adults understand and use technology to end social
isolation, increase confidence, and protect themselves from scams and fraud. There is no county match requirement.

Section 2: Explanation
BA 24-077 budgets revenues generated by American Rescue Plan (ARP) funded programs for use. These revenues are fees
generated through the provision of services through the ARP School Mental Health Program and the ARP Infant/Toddler
Mental Health Program. This includes payments from insurance, Medicaid and individuals. As required by the U. S.
Department of the Treasury, these revenues must be budgeted for use within ARP -eligible programs. In connection with the
recommended FY25 budget, these funds will be used to fund the expanded Pre-K program in New Hanover County Schools in
addition to other ARP funds that have been previously budgeted. No county match is required and no new positions will be
created.

WHEREAS, travel and tourism benefit New Hanover County's workforce and support our local economy; and
WHEREAS, this year's theme of National Travel and Tourism Week, "Travel Is Essential", celebrates the U.S.
travel community and travel's essential role in stimulating economic growth, cultivating vibrant communities,
creating quality job opportunities, inspiring new businesses, and elevating the quality of life for Americans
every day; and
WHEREAS, in the United States:
• Travel generated an economic output of $2.8 trillion in 2023, serving as an essential catalyst for a
productive U.S. economy;
• Domestic leisure travel spending reached $855 billion in 2023;
• Travel spending generated nearly $89 billion in state and local taxes across the U.S. in 2023;
• Eight million workers are directly employed within the travel industry; and
WHEREAS, in North Carolina:
In 2022 direct visitor spending across the state was $33.3 billion;
One in 50 state residents are directly employed by tourism;
New Hanover County ranks 7th in visitor spending among the state's 100 counties; and
WHEREAS, in New Hanover County:
• Visitor spending infuses millions of new dollars into our local economy each year that help to fund
beach nourishment, the convention center, lifeguard programs and more;
• Room Occupancy Tax collections in 2023 exceeded $24 million, setting a new benchmark;
• In 2022 visitor spending was estimated at more than $1 billion ($1,059.42 million), which represents
an increase of 13.9 percent over 2021;
• In 2022, travel generated approximately $74.8 million in state and local tax receipts, thereby
contributing to our quality of place, and providing a $317.76 tax saving to each county resident;
• The local travel industry provided more than 6,676 jobs in 2022 and supported a payroll of $276.6
million;
• Travel is essential to the County's economic success; and
WHEREAS, in recognition of the significant effect that the travel industry has on the local economy and the
profound impact it has on the lives of the citizens of New Hanover County.
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of Commissioners that May
19 - 25, 2024, will be recognized as "National Travel and Tourism Week" in New Hanover County.

NATIONAL MENTAL HEALTH AWARENESS MONTH PROCLAMATION
WHEREAS, May is Mental Health Awareness Month and, while promoting mental health is
important all year, this special month of recognition raises awareness about mental illness, its
prevalence in today's society, and its impacts on people of all ages and backgrounds.
WHEREAS, during the height of the COVID-19 pandemic, people already living with a mental
health condition saw their symptoms worsen and many other people experienced mental health
symptoms for the first time; and
WHEREAS, 50% of all lifetime mental illness begins by age 14, and 75% percent by age 24; and
WHEREAS, 1 in 5 adults, and 1 in 6 youth experience a mental health condition each year, and
less than half of them receive treatment; and
WHEREAS, 1,469,000 adults in North Carolina have a mental health condition; and of the 452,000
adults in North Carolina who did not receive needed mental health care, 44.8% did not because
of cost; and
WHEREAS, New Hanover County's strategic plan sets forth a desired outcome that every resident
has access to services that support their physical health and mental well-being; and
WHEREAS, New Hanover County recognized the tremendous impact of mental health and
substance use disorders in the community and developed a strategic plan focusing on increased
education and ensuring access to services that support sustainable recovery and wellbeing; and
WHEREAS, as of July 16, 2022, with the launch of the 988 Suicide and Crisis Lifeline, anyone can
call, text, or chat 988 should they or someone they know experience a mental health, substance
use, or suicide crisis.
NOW, THEREFORE, BE IT PROCLIMED by the New Hanover County Board of Commissioners that
May 2024 will be recognized as "Mental Health Awareness Month" in New Hanover County.

WHEREAS, National Women's Health Month is recognized every May and is celebrated by the U.S.
Department of Health and Human Services" Office on Women's Health to encourage all women to make their
health a priority; and
WHEREAS, recognizing that health encompasses physical, mental, social, and emotional well-being is vital;
acknowledging that women, who make 80% of health care decisions in the United States., significantly
influence family health outcomes; and
WHEREAS, after age 65, over half of North Carolina women are living with two or more chronic diseases and
65% of North Carolina women are overweight or obese, which negatively impacts their overall physical,
mental, and financial well-being; and
WHEREAS, New Hanover Countyls strategic plan sets forth a desired outcome for every resident to have
access to services that support their physical and mental well-being, with physical activity, a focus on self -
care, and regular medical check-ups as components in achieving these targets; and
WHEREAS, Women's Health Month will focus on a broad range of women's health issues, including heart
disease, diabetes, cancer, respiratory diseases, and mental health, to empower women to take responsibility
for their health, understand their health options, and identify available services, thereby increasing equal
access to services and resources.
NOW, THEREFORE., BE IT PROCLAIMED by the New Hanover County Board of Commissioners that May 2024
will be recognized as "Women"s Health Month." The Board of Commissioners encourages all to increase
awareness of the importance of a healthy lifestyle, regular exercise, and regular medical check-ups, and to
participate in preventative health practices and early detection efforts for all women in New Hanover County.

BA 24-079 increases the budget for the Northchase Library by $3.6M. The initial estimate for the project was approximately
$9.4M. The bids for construction were advertised in April and received in May. Six pre -qualified bids were received and
opened. The lowest bidder was Monteith Construction in the amount of $9.4M. The revised total cost of the Northchase
Library is $13M. This project is being funded with installment loan proceeds.
