Sheetz Shade Tree - WMPO TIA Approval with Conditions March 13, 2024 Mr. Jeff Hochanadel, PE, PTOE Timmons Group 5410 Trinity Road, Suite 102 Raleigh, NC 27607 RE: Approval with conditions for the Traffic Impact Analysis (TIA) associated with the Sheetz (Shade Tree) commercial development in New Hanover County, NC Dear Mr. Hochanadel, The WMPO, NCDOT and New Hanover County staffs have reviewed the Sheetz (Shade Tree) TIA (sealed January 23, 2024) and based on the information provided and conversations held to date, it is our understanding that the proposed development will be built in 2025 and consist of the following: ITE Land Use Code 945 – 6,139 SF of Convenience Store/Gas Station with 12 vehicle fueling positions The following improvements are required of this development: US 421 (Carolina Beach Rd) and SR 1262 (Horn Rd) (Left-in/Right-in/Right-out intersection) o No improvements are required. US 421 (Carolina Beach Rd) and SR 1197 (Silver Lake Rd)/SR 2361 (Shade Tree Lane) (Signalized intersection) o Extend the southbound left turn lane on US 421 (Carolina Beach Road) to provide 300 feet of storage, appropriate full-width deceleration, and taper. o Extend the northbound left turn lane on US 421 (Carolina Beach Road) to extend the full width storage by 100 feet. The existing 200-foot taper may be reduced to 100 feet in length to accommodate this improvement. US 421 (Carolina Beach Rd) and Site Access 1 (Right-in/Right-out intersection) o Construct a northbound right turn lane on US 421 (Carolina Beach Road) with 175 feet of storage, appropriate full width deceleration and taper. o Construct site access (westbound approach) with an internal protected stem of 100 feet, measured from the right-of-way line and configured as right-in/right-out operation. o Provide stop controls for westbound approach.
