6-5-2024 TRC Agenda Full1 TECHNICAL REVIEW COMMITTEE AGENDA June 5th, 2024 New Hanover County’s Technical Review Committee (TRC) will meet Wednesday, June 5, 2024 at 2:00 p.m. to discuss the below items. Item 1: Sidbury 187 – Major Subdivision Preliminary Plan – SUBPP-24-0004 Request by Corbett Package Industries, Inc., owner, for a 1,751 lot performance residential subdivision. The site is located in the 6000 block of Sidbury Road and consists of 700.95 acres and is zoned R-15. The engineer is Rick Moore with McKim & Creed, Inc., (ramoore@mckimcreed.com). The lead case planner is Amy Doss (adoss@nhcgov.com, 910-798-7571), but given the impact of this project, Wendell Biddle and Love Ott will be working as a team with Amy on this review. Item 2: Renewable Natural Gas Facility – Commercial Site Plan – SITECN-24-000014 Request by Archaea Energy for a Renewable Natural Gas Facility. The site is located at 5124 US Hwy 421 N and is zoned I-2. The engineer is Jeff Hart with Civil and Environmental Consultants (jhart@cecinc.com). Item 3: New Hanover County Fire Station – Commercial Site Plan – SITECN-24-000015 Request by New Hanover County Facilities Management for a new Fire Station. Please note that prior to final plat of this development or phasing, the HOA Covenants must be on record with the New Hanover County Register of Deeds. b. Density is confirmed at 2.5 dwelling units an acre. c. Please detail Performance setbacks and make a note detailing the minimum distance between structures. i. Please note that Performance setback requirements are for lots on the periphery of the development and require a 20’ rear setback. d. Total Area- 700.95 Acres e. Wetlands 124.10 Acres (Preliminary) – Pending USACE permit action. f. Please mark the location of community mailboxes- refer to UDO Section 6.2.2. g. Please note that the amenity center/clubhouse is classified as an accessory commercial use to the subdivision, it will need to come through site plan review separately to show parking and landscaping. UDO Section 5.1 Parking and Loading a. Please detail all parking and loading areas for all community centers, amenities, and or open space areas. b. Please indicate the square footage and parking count for the clubhouse. c. Please detail all traffic calming devices to include gate for Emergency Access Only point of entry/exit. d. Please verify if streets will be NCDOT dedicated or private? e. Please include parking counts. 3. UDO Section 5.2. Traffic, Access, & Connectivity a. No building permit for any structure shall be issued which requires NCDOT approval for a Driveway Permit until NCDOT has issued the permit approval. Evidence of approval shall accompany the application for the building permit. b. Please make note of all sight triangle dimensions. 4. UDO Section 5.3 Tree Retention a. Please submit a Tree Removal Permit to the COAST permitting portal. b. Please detail on a site plan the location of all regulated trees to be removed. In a table, stipulate the species, diameter at breast height (DBH), and regulation type of each tree to be removed and provide the total sum of regulated DBH removed for mitigation calculation. c. For tree retention and credit towards tree mitigation, please detail the species and DBH of all documented trees to remain on site. d. Please detail the proposed method of mitigation for the accumulated DBH removed. e. Noted that the site is undergoing tree survey utilizing the plot sampling methodology. 5. UDO Section 5.4 Landscaping and Buffering a. Please provide a detailed landscape and buffering plan detailing the requirements in accordance with UDO Section 5.4. b. Landscaping is only required for the clubhouse. 6. UDO Section 5.5 Exterior Lighting a. Is any lighting proposed for the development? b. Please note that with the latest update to the UDO, a lighting plan is not required at time of TRC approval. See below excerpt from Section 5.5.3: i. Information about the exterior lighting for the site that demonstrates compliance with the standards in this section shall be submitted in conjunction with an application for site plan approval (Section 10.3.6, Site Plan) or zoning compliance approval (Section 10.3.8, Zoning Compliance Approval), whichever comes first, approved no later than at time of construction plan approval. Please note that this only applies to adjacent properties, not lots within the subdivision. 7. UDO Section 5.6 Signs a. Please note that all signs are subject to Section 5.6 of the UDO. b. Please submit for sign permits prior to installation. 8. UDO Section 5.7 Conservation Resources. a. New Hanover GIS records indicate a Leon and Pocosin Conservation Overlay on site. Please delineate on the site plan the aggregate acreage of Leon and Pocosin. b. Please refer to UDO Section 5.7.3 for Conservation Space General Performance Controls. c. SCM access appears to be difficult for several of the proposed ponds. Garages, roadside landscaping, and lot layout appear to limit access. Please provide private drainage easements to each SCM with a minimum width of 10’. If the pathway is going over a proposed pipe, it is Sidbury 187 – Major Subdivision – TRC Review Page | 4 recommended, the drainage easement be sized in accordance with Section 2.6.4 of the NHC Stormwater Design Manual. 2. The existing site appears to be in the Prince George and Island Creek watershed. An overall pre and post drainage area map to each SCM’s outfall is requested to ensure the macro drainage in the area is reviewed prior to Engineering’s approval for TRC. The overall drainage area map should also indicated the intended path for overall land relief should the primary outfall become obstructed. 3. The mapping east of the site appears to be outdated and doesn’t show adequate conveyance to Island Creek. Therefore, a downstream analysis for adequate conveyance to Island Creek may be required during permitting. If documentation/mapping/surveying is available, then a downstream analysis may not be required. 4. A land disturbing and a stormwater permit issued by the County are required for this project. Please submit the permit applications documentation with requisite review fees for County issued permit directly to gjamison@nhcgov.com. The complete TRC/Site plans comments from New Hanover County Fire staff shall be submitted along with the building plans for review to New Hanover County Building Safety. This shall include the complete set of civil plans. Failure to submit the comments or complete set of civil plans will result in a resubmittal for review for verification of compliance. 2. Per NCFC 507.1, Provide an Engineered fire flow analysis report in accordance with the fire code and Appendix B to include pertinent information. Fire flow test shall be conducted in accordance with NFPA 291 and NCFC 507.4. 3. All new structures larger than 7,500 square feet must comply with Section 510 of the NC Fire code. An Emergency Responder Radio Coverage (ERRC) survey must be conducted, and results given to the Building Safety Fire Plan Reviewer. All buildings that are more than one story, underground, windowless or buildings with a basement must complete an ERRC survey. (It is highly recommended that a pre-construction survey be conducted, however a pre-construction survey is not required). 4. Street and road signs are required, temporary signs during construction are acceptable as long as they are legible and weather resistant. (Chapter 5). 5. Key Boxes (KNOX Boxes) • Required if the structure is required to have a fire alarm system or automatic sprinkler system. • Knox Box required at front (main) entrance, above eye level. Fire Hydrants • All fire hydrants shall have a 5 ¼ inch barrel, a 5 ¼ inch valve opening, two 2 ½ inch NST side discharges and a 5 inch pumper nozzle with a 5 inch STORZ connection. Further information on the technical specifications is available from the fire code official or Cape Fear Public Utility Authority. • All fire hydrants shall be installed so they are visible from the fire apparatus access road with unobstructed access and a clear space no less than 36 inches in all directions. They shall be protected from vehicle impact by curbing, guard posts or other means approved by the fire code official. They shall be oriented with the large discharge facing the nearest street. All discharges shall meet the NFPA requirements for distance above grade. • Fire hydrants in general residential areas shall be installed so that all insured properties are within 500 feet of a hydrant (hydrant spacing approximately 1000 feet apart along a fire apparatus access road, installed at intersections where possible). The first fire hydrant should be installed at or near the entrance to the residential area. • Fire hydrants in mixed use and commercial areas shall be installed so that all insured properties are within 250 feet of a hydrant (hydrant spacing approximately 500 feet apart along fire apparatus access roads and preferably located at intersections when possible). • Fire hydrants for industrial and manufacturing areas shall be installed so that all structures are within 250 feet of a fire hydrant; distances may be adjusted more or less based on approval of the fire code official and based on the hazards present. • Additional fire hydrants may be required by the fire code official based on the type of hazard or use of the protected structure. (Appendix C) • Fire hydrants should be located 50 feet or more from the structure they protect. 10. Fire Department Connections (FDC) • Fire Department connections shall utilize 5-inch Storz connections with a 30 degree down angle. Remote FDC’s are discouraged. • A fire hydrant shall be located no less than 50 feet from the structure and no greater than 100 feet from the fire department connection. For buildings with multiple fire department connections, each one shall have a dedicated fire hydrant. • The fire department connection shall be located so that the fire apparatus and the hoses connecting it to the fire hydrant and to the fire department connection do not obstruct access to the buildings for other fire apparatus. • Fire department connections shall not be obstructed by fences, bushes, dumpsters, utilities, or vehicles. • Fire department connections are to be unobstructed with 36 inches clearance to both sides and 78 inches vertically.
