Public Comment As homeowners in Ocean Forest Lakes, my partner and I
support the proposed development at 6634 Carolina Beach
Road, with the understanding that it will meet a critical need for
more housing opportunities for the residents of New Hanover
County. While I'm sure most if not all of our fellow OFL
residents that you will hear from are opposed to the project, we
don't believe in the widespread sentiment across our
community that bemoans all development and disregards the

many thousands of households who struggle every day with
the rising cost of housing. We don't buy into the "I got mine"
attitude that leaves no room for others to also enjoy the quality
of life that we have, to live near the beach and the river, to be
able to walk your child to school. We appreciate that this
development works to close the gap in needed rental units for
our community, and is located on CB Road instead of River
Road, providing a wider birth from our river and wetlands than
other development in our area that we have not supported. We
are excited to know that our neighbors, including members of
our local workforce, young families, and seniors, will have a
housing option that meets their needs in this new project if
approved, and we are disappointed that more of our
neighborhood's residents don't see the value in offering others
the stability and opportunity that only a home can provide.
Thank you for your consideration and for doing the challenging,
often thankless work of balancing the many needs of our
community with the many wants of its residents.

Public Comment Respectfully submitting my opinions, the same as last year, in
opposition for this conditional zone change request;
1) This proposed apartment complex entrance/exit being so
close to our own combined entrance/exit for approximately 750
homes presents a death trap for our senior drivers coming in
and out of either. I can't imagine what it will be like for a new
driver either. Perhaps a stop light at the entrance and slow the
speed limit to 45 MPH? There's no reason for the existing 55

MPH speed with the amount of traffic on this road. It's really
getting to be a nightmare to drive Carolina Beach Road most
anytime of day.
2) Infrastructure on this end of the county, planned or existing,
is inadequate to support this and all the other multifamily
housing units recently approved for construction. You're setting
us up for a miserable situation for the long-term. Killing the
golden goose basically, for some short term gains. I lived in
Wilmington in the 70's and moved back in the early 2000's
because it was such a wonderful place to live. It's hard to watch
what's happening to this community and be okay with it. Please
keep this parcel of land as R-15.
3) With such a significant increase in density right beside each
other, if this does get a thumbs up from the Planning Board and
County Commissioners, could we at least get 20' from our
property line and a planted berm between us, and a fence? I
notice they've situated the garbage dumpster pad right up
against the residential side. Wonderful. How utterly thoughtful
of them. It's practically right in my backyard. Not to mention the
64 AC units that will be humming along. The onus is on the
developer to mitigate that noise as best they can. The current
plan has ZERO planting between the stormwater retention area
and the properties abbutting it, and that's the side with the 3
story structures that will be looking right into our back yards.
Again, wonderful. It's like they're sending a big "I don't care"
message to their neighbors. Thanks. Thanks a bunch.
4) I feel for the people downstream of this development, me
and my direct neighbors on the east end of Glenarthur but
especially the backend of Woodlake residents. Putting a huge
patch of impervious surface at the headwaters of Lord's Creek
seems like it would exacerbate the flooding potential for all of
us. Poor Woodlake folks. Hand writing is on the wall there and
you have the power to choose the right thing, for them and for
all of us.
5) I know all this sounds like NIMBY but seriously, this is a bad
location for this proposed 64-unit complex. Keep it as R-15. My
neighbors and I bought property here and looked specifically at
this zoning designation. We have a reasonable expectation that
it would stay that way, or that the Planning Board and
Commissioners would have sense enough not to change it so
drastically. Leave it alone, please.
I agree with all the other oppose comments I've read. We have
a consensus; leave this zoning as R-15.

Public Comment Dear Mr Farrell et al, NHC Planning and Zoning,
RE; Z24-08 Palm Grove Apartments rezoning request
I am writing, once again, along with many of my neighbors, to
express strong opposition to the proposed rezoning of this 4.6-
acre property at 6634 Carolina Brach Road. The current
zoning, R-15, although perhaps not as lucrative for the
developer and owner, is still the most appropriate designation

for this parcel. The requested rezoning for 64 units is a great
proposal but not for this location. The infrastructure doesn't yet
support this rezoning.
On a good day I’m concerned for the safety of everyone who
uses Glenarthur Drive to access Carolina Beach Road, some
750+/- homes with Lord’s Creek, Woodlake and Ocean Forest
Lakes combined. What happens if we have a nuclear accident
at Mcguire or when a Cat 5 hurricane makes an unexpected
turn and makes a beeline for us and everyone has to
evacuate? What happens to Emergency Services response
times when our roads become clogged with all of us, all at
once? A rezoning request should first and foremost consider
the health, safety and long-term benefit to our local community,
not what’s in the best interest of developers from outside the
area. I’m not opposed to developing this property as zoned, or
even slightly higher density than R-15 but the proposed 14
units per acre is too too much. They're even cramming it right
up against a protected wetlands which shouldn't be allowed at
all.
This wetlands; has a 3rd party environmental impact study
been done? I want to see it. Preserving these wetlands is
crucial for maintaining local biodiversity and water quality. I
invite you to stop by this area of Lord’s Creek sometime, the
headwaters, and count the dragonfly, the lizards, the otters,
and all the other critters whose names I haven’t a clue. It’s their
home too. Let them live.
We simply don’t have the infrastructure on the Southend to
support all the apartments that have recently been approved.
The traffic at peak hours and summers is such a nightmare.
Why are we not building tiny homes on these parcels if there’s
such an affordable housing crisis for “aged” residents and
empty nesters? Something that someone can buy instead of
throw money away on renting. Renting is such a huge drain on
our residents at a time when we can ill afford to be paying
someone else’s mortgage or fattening portfolios at the expense
of our own neighbors. This plan is so short-sighted.
We don’t have mass transit per se at this location and this
complex would not have direct access to Veteran’s Park or
nearby shopping and schools. How long could we realistically
expect the proposed bike and pedestrian path to come this far
south? It’s commendable that one is at least on the drawing
board. I’m really excited about that but, if the Masonboro Loop
bike/ped trail is any indication, it’ll be a good long while.
Without proper pedestrian and bike infrastructure, safety risks

increase for all residents and neighboring communities. Let’s
keep this parcel R-15.
We have community consensus of our neighbors who oppose
this rezoning. Their concerns include traffic congestion, strain
on existing infrastructure, and potential negative effects on
property values. As responsible citizens, we believe that
community well-being should take precedence over profit-
driven development.
In light of these factors, I urge you to consider the long-term
impact of rezoning on our community. We must prioritize
sustainable development that aligns with the existing
neighborhood character and preserves our natural
environment.
Thank you for your time. I trust you will make a well-informed
decision that benefits our community as a whole.

Public Comment In addition to the litany of traffic concerns, noise, light pollution,
loss of greenspace, and architectural inconsistencies (with the
local community, i.e., Lords Creek) previously brought to the
attention of this Board, I wish to provide the following
observation:
-64 new units to be constructed will mean 64 children (more or
less) of various ages will reside here with no access to public
transportation

-the only pedestrian egress from this complex will be into
turning lanes of Carolina Beach Road (55 mph), OR
-trespassing onto private properties of Lords Creek
homeowners, or the two adjacent church properties, one of
which has a cemetery; this cemetery is not surveilled (I believe)
and represents a site for possible vandalism and/or desecration
of grave sites. The cemetery property also contains numerous
trees and brush representing a potential fire hazard from, for
example, carelessly-tossed cigarettes. The west end of the
cemetery is also bordered by private homes in Sago Bay.
As mentioned above and at prior reviews, this development is
very poorly conceived re: location, and demonstrates a total
lack of responsibility for residents of New Hanover County who
either live here now, or plan to reside in this proposed complex
in the future.

Ps: Is there anyone who believes that the speed limit on
Carolia Beach Rd. between Monkey Junction and Snow's Cut
really needs to be 55 mph?? Why not 45, like S. College Rd,
and other sections of Carolina Beach Rd. Especially since
further development of southern NHC seems to be inevitable?

Public Comment I am a resident of lords creek housing development, which is
located next to this proposed apartment. I have lived in
Wilmington since 2009 and have seen the growth to our town. I
welcome more people to move to this area, but I specifically
moved to this neighborhood to get away from apartments. I
have seen the continued growth around the college, midtown,
Mayfair, and Leland areas. I chose to pay more for a home, so
I could be further south on 421. Please keep this zoned for

residential building. We do not need more apartment
communities to impact our traffic in this area of town.

Could you please forward these to the commissioners for tonight’s meeting? I also plan to bring hardcopies for them all. These are
pictures of the area, where the z24–08 Development is planned for and we just want them to understand how the traffic works in our area
and what goes on at the church next door. Turning deceleration lane into an acceleration lane will cause Many issues for those living in
our community and those visiting the food pantry at the church directly adjacent to this development. Thanks- Jess Anderson
