Welcome and Introductions
The meeting was called to order by Billy Howard, LEPC Chair, at 11:04 AM. LEPC Members present introduced themselves.
Review and Approval of July 12, 2023, LEPC Meeting Minutes
The minutes of the July 12, 2023, meeting had been emailed prior to the meeting. Billy Howard moved that the minutes be approved; Frank Meyer seconded the motion. The minutes were approved
by unanimous consent.

Discussion Topics
LEPC review and approval of DRAFT By-laws Revision – The Executive Committee met previously and proposed revisions to the LEPC By-laws. These were emailed out to the LEPC members for
review prior to the meeting and copies were also available at the meeting. Stan Hart reviewed the major changes. Audrey Hart moved that an amendment be made to Article IX: Standing
Committees, Section 3. Standing Committees, Paragraph entitled , “EMERGENCY PLANNING AND RESPONSE,” to delete the words “ESF #10” and add the words “Emergency Operations Plan” so that
the sentence would read:
EMERGENCY PLANNING AND RESPONSE that shall facilitate the annual update to the New Hanover County ESF #10 and the Emergency Operations Plan Hazardous Materials Annex.
Frank Myers seconded the amendment. The amendment was voted on and passed (15 in favor, none opposed) . The LEPC then voted on the DRAFT By-laws revision as amended, which passed by
greater than a 2/3 majority (15 in favor, none opposed).
Action Item – Emergency Management will forward to revision the New Hanover County Board of Commissioners for approval.
Nominations for LEPC officers for 2024 – Elections for LEPC officers for 2024 will be held at the November meeting. Please send nominations to either Tina Kuhr at Ernestine.Kuhr@ge.com
or Bill MacKay at bmackay@nhcgov.com by October 1, 2023.
NC Tier II Competitive Grant (2023) - The county received a $24,00 grant for the LEPC for hazardous materials emergency response planning, training, and exercises. This grant is valid
through January 2024. The membership discussed possible topics for a workshop. Ideas included presentation on the EPlan software used for Tier II reporting, information about the State
of North Carolina HAZMAT program, and how responders use Tier II information during events. Debra Nagle said that she could get the list of companies that submit Tier II reports to
invite to the event. She recommended that we de-obligate the $10,000 DOT HMEP grant because it is too late to order equipment and have it invoiced by September 30.
Action Items – 1) Debra Nagle will reach out to venues and caterers for availability and pricing.
2) Stan Harts will follow-up with contacts regarding presenting at the workshop.
Tier II reporting Changes – Bill MacKay mentioned that changes would be coming for Tier II reporting in 2024. Facilities would be required to submit floor plans showing material locations
as well as a site plan. Facilities will have to have designated rally points and perform required exercises. There will be other changes as well. The state plans to do outreach regarding
the changes.
Committee Updates
Executive Committee – See above discussion about the By-laws revision.
Emergency Planning/Response – Let them know of any training classes the LEPC members desire to have or additional ideas for the workshop.
Community Education/Public Awareness – Tina Kuhr mentioned that the committee had met earlier in the year and developed a cover letter to go with an LEPC brochure to industries that
submit Tier II reports but were not active in the LEPC. Linda Willis was willing handle the distribution, but we need the county to update the LEPC logo on the brochure.
Open Forum
GE is having their evaluated exercise and MS-1 drill on October 4.
The Wilmington Airport has an exercise scheduled for October 28.
NHC Fire and Rescue had an Emergency Worker Decon drill at Myrtle Grove on September 13.
Wilmington Fire Department Rescue 2 Unit is being trained in All Hazards response (HAZMAT, Technical Rescue, and Marine Rescue). They were having a drill with the Sunny Point Fire Department.
They are planning a future drill that will involve a boat-to-boat patient transfer in the Cape Fear River.
Wilmington is planning to do an active shooter drill in 2024.
The US Coast Guard’s Incident Management Assist Team (IMAT) will be in Wilmington October 25 through 27. They will be conducting ICS training. The USCG wants to do an exercise while
the IMAT is here and are looking for a venue.
NC DOT mentioned the upcoming Wilmington Iron Man race in October.
Next Meeting
The next LEPC meeting is scheduled for 11:00 AM on November 8, 2023, at the New Hanover County EOC. Forward suggestions for topics or meal sponsorship to the Executive Committee.
