Welcome and Introductions
The meeting was called to order by Stan Harts, LEPC Chair, at 11:04 AM. LEPC Members present introduced themselves.
Review and Approval of January 10, 2024, LEPC Meeting Minutes
The minutes of the January 10, 2024 meeting were passed out. Stan asked if minutes should be emailed ahead. Group agreed it would be helpful. Phil Misklow moved the minutes be approved
as amended; Andrew Dwyer seconded the motion. The minutes were approved by unanimous consent.
Discussion Topics
E-Plan Updates – Submissions are still being reviewed. The process has been slowed by having the incorrect fire department listed for the report. Many of the reports were sent to Carolina
Beach because it lists it first alphabetically. There was a reminder to verify city information is correct to ensure billing is sent out correctly. Question – will there be the ability
for the fire district information to carry over from year to year. Answer – Do not know at this time.
“WHY ME” LEPC Spotlight – Presentations provided by Stan Harts (Alcami), Phil Misklow (Stepan), and Rhonda Olson (UNCW) summarizing background information on facilities they work for
and represent.
Subcommittee Reports –
Executive Committee (Stan Harts) – The committee meets monthly and supports subcommittee activity. We are always looking for more people to pitch in and help.
Emergency Planning/Response (Jason Fuller, Rhonda Olson) – We will have a live anhydrous ammonia release exercise July 16th and 17th (most likely 8 am – 5 pm). The training will be
provided by CHEMTREC. The training will be two 8-hour days, with the first half of each day devoted to learning. The second half of the training will be hands on practice with the
release. The final location is still to be determined. Question – will there be a final registration? Answer – yes, as more details are finalized. Information will be provided to
the public for notification. The training will be grant funded making it free to attend.
Community Education/Public Awareness (Phil Misklow) – The Tier II invoicing included a letter and brochure inviting industry partners to be part of the LEPC. We will be looking to have
the materials formally printed and available to fire marshal’s office to provide as they contact industry partners. Please invite your contacts to join the meetings. Question – is
contact information provided with the distributed information? Answer – anyone reporting through e-plan and Tier II received information through the invoicing contact information provided.
Member Announcements
American Red Cross – ARC will be holding an inhouse tabletop exercise on May 18th to prep for hurricane season. Red Cross is currently deploying to Texas to help.
Sturdy Corp – The ISO audit was completed today. Sturdy is actively working toward lowering the amount of materials to go to recycling.
Pipe View – Volunteered for “Why Me” in July.
Hepaco – Currently prepping for hurricane season working with the Coast Guard.
Stepan – Working on RCMS and may have a tabletop exercise which can be adapted for the upcoming exercise.
Fire Marshal – There have been a lot of reports of illegal spray booths popping up lately.
Wilmington Fire Dept – The technical rescue team was allowed on the bridge while it was shut down for repairs. They used the experience to worked on preplanning in case of an event.
UNCW – Commencement is coming up. Ceremonies are planned for Friday and Saturday. There will be additional traffic in the area.
GE Hitachi – Tina is retiring as of May 31st. GE Hitachi and Vernova business operations have officially separated.
Duke Energy – Noted different sites managed by Duke Energy.
CSR&R – Working on Kerr-McGee superfund site in Navassa.
Alcami – There was an alligator on site in an encampment area requiring coordination for removal.
NHC EM – Reminder to be prepared ahead of hurricane season. NHC is happy to help with any planning needs. There will be an assortment of exercises coming up. FEMA/State will be reducing
the amount of future grants. Take a look at TERMS for upcoming training opportunities.
HHS – Nothing to report.
City of Wilmington – Working on collaborating with other partners on planning and prepping for hurricanes.
NHC Sheriff – Not hazmat related, however an Active Shooter exercise was held helping with Run Hide Fight training. For industry partners, if you want to plan/train for active assailants
on your property, please reach out.
DAQ – Nothing to report. Thank you to Hepaco for lunch.
Next Meeting
The next LEPC meeting is scheduled for 11:00 AM on July 10, 2024, at the New Hanover County EOC. Forward suggestions for topics or meal sponsorship to the Executive Committee.
