Call to Order: Meeting called to order at 5:02 p.m. Members present: Dr. Amanda Boomershine, Dr. Susanna Lopez-Legentil, Natalie Picazo, Maria del Carmen Rodriguez Morales, Dr. Edelmira Segovia, Helen Tarokic, Gustavo Rodea, Dr. Andres Afanador, Janeth Howard Members absent: Gabriel Guerra, Flor Bautista Staff:Monica Rohena II. Approve Minutes Motion to approve February 27 minutes. Helen Motion. Gustavo Seconded it. III. Approve Agenda Motion to approve agenda. Maria Motion. Amanda Seconded it. IV. Chair Comments 1. Andres, Flor and Susana terms are ending in April 2. Susana will be stepping down. 3. Our annual meeting with the NHC Commissioners will not be coming our way until we complete an entire year. Our twelfth meeting is in April 23, 2024. Aiming for fall 2024 4. We will focus the April meeting to discuss what we have done and what our recommendations will be. V. Guest Presenter Rafael Toro: NC Democratic Party. Hispanic American Caucus Our guest presenter could not make it due to illness. He is trying to form a democratic caucus in the county. The objective is to invite more young voters to register to vote. He is trying to find leaders in the community to help with this. VI. Committee Updates 1. Information and Civic Engagement Subcommittee (Helen, Gustavo, Edel) The subcommittee will choose a monthly date to meet. 2. Advocacy for Public Education Subcommittee (Amanda, Andres, Flor, Natalie) reached out to Maria Black, County Liaison, to get information on what the school district provides to non-English speaking families. Discussed language line availability/knowledge of language line, details including costs The subcommittee is reaching out to Luisa Palacio, Multilingual Learner Lead Teacher discussed need for more bilingual staff. Not just interpreters. discussed PTA involvement and not all schools having PTA 3. Language Equity Subcommittee (Gabriel, Maria, Susanna) Working on finalizing survey to send to non-profits. VII. Old Business None at this time. VIII. New Business The PowerPoint TVAP, T visas and intimate partner violence - issues facing Hispanic/Latino immigrants in NHC was shared with members of the Hispanic/Latino Commission. Helen Tarokic Law has been advocating for law enforcement in the county to increase training on Human Trafficking in the county and for them to engage in a program known as T Visa certification for victims of labor and sex trafficking. TVAP (Trafficking Victim Assistance Program) that a victim can be referred to by email and are supposed to get matched to a private social worker from Lutheran Services who can then t cards, gas cards, pay rent, therapy or medical expenses while they get their situations sorted. Currently there is no safe place in town to report. Lutheran Services is also almost completely maxed out. The PowerPoint shows that Wilmington is a services desert. Would like to invite Lutheran Services, the TVAP provider, for them to come and talk to the subcommittee Maybe can schedule it through the Latino Alliance One Community Dialogue. Make a suggestion at the next Alliance meeting. IX. No cap. Anyone in the community that is available can sign up. The more people that get trained, the more flexibility there will be. X. Public Comments A few guests were present and they introduced themselves. information regarding accepting nominations for the Hispanic/Latino Commission board provided. XI.
