Meeting Minutes
June 20, 2024
I. Call to order
Chairman Bruce Shell called to order the regular meeting of the New Hanover County
Alcoholic Beverage Control Board at 9:00 am on June 20, 2024 at the General Office,
6009 Market Street, Wilmington, NC.
II. Chairman confirms guorum
The following Members of the Board were present:
Bruce Shell, Chairman
Angela Barr, Vice Chairman
Cedric Dickerson, Member
William Rivenbark, Member
Louis Burney, Jr., Member
Others in attendance were:
Charles Hill, General Manager
James Casteen, Assistant General Manager
Kathy Claris, Finance Officer/Board Secretary
Lauren Iammatteo, Outreach & Communications Specialist
Kemp Burpeau, Legal Counsel
Lt. Josh Cortes, NHC Sheriff Department

III. Conflict of Interest Reminder
Mr. Shell verbally confirmed that the Board members had read the following ethics
reminder:
"In accordance with General Statute I8B--201, it is the duty of every Board member to
avoid both conflicts of interest and appearances of conflicts. Does any member have
any known conflict of interest or appearance of conflict with respect to any matters
coming before the Board today? If so, please identify the conflict or appearance of
conflict and refrainfrom any undue participation in theparticular matter involved. "
Let it be recorded that no conflicts were identified by any Board member regarding this
Board meeting.
IV. Public Hearing
Per NC G.S. 18B-702 (e) a public hearing for the FY 2024/25 proposed budget, was

advertised to the public stating the time, date and location of the meeting. The Public
Hearing would give any interested citizens the opportunity to make comments on the
budget. Per NC G.S. 18B-702(o Mr. Shell opened the Public Hearing. Let it be recorded
that no one from the public was in attendance to comment on the budget. Mr. Dickerson
made the motion to adjourn the Public Hearing for the proposed budget for FY 2024/2025
portion of the meeting. Mr. Rivenbark seconded the motion, all approved.
V. Consent Agenda Items of Business
Mr. Shell presented the minutes from the Regular Meeting of May 16, 2024. Mr. Dickerson
made the motion to approve the minutes as written. Mr. Burney seconded the motion, all
approved.
Mr. Shell presented the minutes from the Closed Session Meeting of May 16, 2024. Mr.
Dickerson made the motion to approve the minutes as written. Mr. Burney seconded the
motion, all approved.
Mr. Shell presented the proposed meeting agenda. Ms. Barr made the motion to approve the
agenda as written. Mr. Dickerson seconded the motion, all approved.
VI. Regular Agenda Items of Interest
• FY 2023/2024 Scholarship Program
The Board sponsored an Underage Drinking Prevention & Education Award for
high school students in New Hanover County. Twenty -Five students wrote well -
researched essays explaining the facts and/or dangers surrounding the use and
abuse of alcohol by minors. They also, developed a plan of action for sharing the
research project with classmates and/or school. Mr. Rivenbark made a motion to
ratify the decision from the Scholarship Committee. To award twenty-five
students from New Hanover County High Schools, $1,500 scholarships to be
paid before June 30, 2024. With motion corning from committee, no need for a
second, all approved.
FV 2023/2024 Budget Amendment #001 — Ms. Clark provided the proposed
Budget Amendment #001 for FY 2023/2024. Amendment #001 is to decrease
sales revenues to $72.5 million and adjust budgeted expenditures for the sales
revenues decrease and adjust budgeted expenditures. Mr. Rivenbark made the
motion to approve FY 2023/2024 Budget Amendment #001 (see Attachment
"A"). Mr. Dickerson seconded the motion, all approved.
• BudLyet FY 2024/2025 — Ms. Barr made motion to approve the FY 2024/2025 Budget as
proposed. Mr. Burney seconded the motion, and all approved. Ms. Clark will distribute
the adopted FY 2024/2025 Budget Document to both the NC ABC Commission and the
New Hanover County Board of County Commissioners.

V11. Administrative Reports
• ABC Law Enforcement Officers' Unit Monthly — (ALE) Report for May was
presented by Lt. Josh Cortes, NIIC Sheriff's Department. Please see the attached LE
Monthly Reporting Numbers from the North Carolina ABC Commission website
(Attachment "B").
Financial Statements -- Mr. Casteen and Ms. Clark presented a copy of the Board
Financial Statements for May, 2024. The Financial Statement showed, the Actual -to -
Actual comparison Gross Sales more than the prior May by $474k (7.34%), Operating
Expenses less than prior May by $20k (3.35%), and Income from. Operations more than
prior May by $153k.
• Outreach & Communications Update — Ms. lammatteo advised the Board that the
Community Outreach Grant presentation would be held on July 12, 2024 at gam.
• General Manager Updates
• Purchase of 2615 Castle Hayne Road — Mr. Hill advised the Board that the due
diligence period had been extend for 30 days on the purchase contract.
Purchase of 4840 Carolina Beach Road — Mr. Flill advised the Board that the Real
Estate Committee met with Rick Turner with Design Plus to discuss the property and
the design of the store. Mr. Turner provided a proposal that he could provided to the
Board in the design and remodel of the property, for $4,500 plus sales tax. Mr.
Burney made a motion to accept the proposal from Design Plus Store Fixtures, Inc in
the amount of $4,500. Mr. Dickerson second the motion, all approved,

Mr. Shell advised the Board the next regular Board Meeting is scheduled for Thursday, July
18, 2024 at 9:00 am at the General Office, 6009 Market Street, Wilmington, NC.
Mr. Burney made the motion to adjourn the meeting; Mr. Dickerson seconded the motion,
and all approved.

The following Administrative amendments to the annual budget document for file fiscal year ending June 30, 2024 were IOJ , - by
