Please find enclosed one hard copy of the construction drawings and one .pdf copy of the plans. A TIA was done to benefit the Hwy 421 projects along this corridor and NCDOT has agreed that no further TIA is required by them for this project. The roadway improvements shown within the plans set satisfies the TIA requirements for this site. It is our hope and intension that we can conduct the tree mitigation as the site is developed. We have had preliminary discussions with Pender planning concerning this philosophy. I think generally what we would like to do is put a bond in place for the replacement trees and as lots are sold the developers of these lots will be required to perform the tree replacement according to the acreage of the site such that once the site is fully developed the tree mitigation will be 100% satisfied and the bond can be released. Pender planning was open to this type of mitigation, and we hope that New Hanover will work with us in a similar way. I look forward to working with you on this project.
