Dear Ms. Ott,
On behalf of Coastal Millwork Supply Co., we are submitting a response to your comments
dated May 1, 2024. Please find your comments listed below with our response provided in
bold.

1. General Comments
a. Please include the height and material of the retaining wall for screening the
dumpster area.
RESPONSE: A row of vegetative screening is proposed on the Landscape
Plan. See Sheet L-1.1.
2. UDO Section 5.1, Parking and Offstreet Loading
a. Please provide a parking demand study for the reduction of parking spaces. A
study was not provided in the packet submitted.
RESPONSE: A Parking Demand Study is included for your review.
3. UDO Section 5.2, Traffic, Access and Connectivity
a. Please confirm Logistics Road as public or private. NCDOT’s map shows the
road as a private right-of-way.
RESPONSE: Logistics Road has been platted as a public right-of-way (Map
Book 73, Page 368). As discussed with NCDOT in the TRC meeting, once the
County completes construction of the roadway, they will pursue dedication of
the road to NCDOT for maintenance.
4. UDO Section 5.3, Tree Retention
a. For the trees planned to be removed, please submit a tree removal permit.

RESPONSE: A tree removal plan and permit application was previously
submitted and approved. See enclosed permit for reference.
5. UDO Section 5.4, Landscaping and Buffering
a. Please include landscape plan, one was not provided in the packet submitted. A
landscape plan is required prior to TRC approval.
RESPONSE: A Landscape Plan is included with this submittal.
6. UDO Section 5.5, Lighting
a. Is any lighting proposed for this development?
b. Please note a lighting plan is not required at time of TRC approval. See below
excerpt from Section 5.5.3:
i. Information about the exterior lighting for the site that demonstrates
compliance with the standards in this section shall be submitted in
conjunction with an application for site plan approval (Section 10.3.6,
Site Plan) or zoning compliance approval (Section 10.3.8, Zoning
Compliance Approval), whichever comes first, approved no later than
at time of construction plan approval.
RESPONSE: As noted on the Site Plan, exterior lighting shall be
submitted for approval and provided in accordance with the UDO.
7. UDO Section 5.6, Signs
a. If there are any new signs proposed for this development, please apply for sign
permits prior to installation.
RESPONSE: Noted. See General Note #1 on Sheet C-2.0.
8. UDO Section 5.7, Conservation Resources
a. Per the New Hanover County Conservation Resource Overlay map, there are no
Conservation Resources on this portion of the site.
RESPONSE: Noted.
NHC Fire Services, Ray Griswold 910-798-7448
1. Building based on size and use requires 4 fire hydrants. You show one on the street.
Not sure where the rest of the street hydrants are going to be located, due to the fact
this site is still under development.
RESPONSE: Additional hydrants provided as requested. See Sheet C-2.0.
2. Require one on the far back corner of the driveway system.
RESPONSE: Additional hydrant provided as requested. See Sheet C-2.0.
3. One just left of the loading dock on the outskirts of the driveway system.

4. If one is not near the back driveway entrance, add one there on the Blue Clay side of
the entrance. Need one within 400 feet of that entrance. Check with CFPUA.
RESPONSE: Additional hydrant provided as requested. See Sheet C-2.0.
5. Will High Piled Storage be used???
RESPONSE: High Piled Storage will be used. An ESFR sprinkler system is
proposed and will be submitted for review and approval by the contractor
through the building permit process.
NHC Engineering, Galen Jamison 910-798-7072
1. A stormwater permit revision to STMW-22-0031 will be required. The permit review
will be for the County’s 25 year conveyance requirements.
RESPONSE: We will submit plans, calculations, etc. through the COAST submit
for revision to this permit and review of the 25-year conveyance requirements.

2. A land disturbing permit issued by the County is required for this project. Please
submit the permit applications documentation with requisite review fees for County
issued permit directly to gjamison@nhcgov.com. Application and forms can be found
at https://www.nhcgov.com/249/Sediment-Erosion-Control.
RESPONSE: A land disturbing permit has been issued for Phase 1 work,
including clearing, filling on-site ditches and stockpiling fill material. A revised
plan and associated calculations will be submitted for Phase 2 development of the
site as shown.
3. All offsite roadway improvements identified in the business park’s TIA muct be
completed prior to issuance of a CO.
RESPONSE: Noted. We are coordinating the status of the offsite roadway
improvements with the County and McKim & Creed (engineer for the County).
NHC Environmental Health, Dustin Fenske 910-798-6732
1. Site Plan reflects connection to public sewer. Project infrastructure does not violate
setbacks to any surrounding properties septic systems.

paperless. When ready to submit plan review package, upload all documents to

General Comments:
NCDOT Driveway Permits, and Encroachments are submitted through the NCDOT Online
Portal.https://connect.ncdot.gov/municipalities/Utilities/Pages/help.aspx
The Blue Clay Industrial Park Development has an approved TIA and Improvements are
required for the industrial park.
The roads are public in the industrial park.
• For it to be eligible to be taken over in the future, any work within the right of way
will need to be completed per NCDOT standards.
RESPONSE: Noted.
• Coordinate with the county to make sure that the proposed design meets the
requirements of the preliminary plans for the industrial park.
RESPONSE: Noted.
I have included some comments below that should be shown on the site plan and also
included a checklist to help with the design, so it meets NCDOT’s requirements.
Site Plan Comments:
Sight Triangles and Sight Distance:
• Show and label the 10’ X 70’ NCDOT sight triangles.
o No obstructions shall be placed within the NCDOT sight triangles.
RESPONSE: NCDOT Sight Triangles have been added to the Site Plan.
• Show and label the appropriate sight distances.
o No obstructions shall be placed within the stopping sight distance.
RESPONSE: Sight stopping distances have been added to the Site Plan.
• Label the internal protection stem length for the proposed driveway connection.
o Measured from the right-of-way line.
RESPONSE: Internal stem lengths have been added to the Site Plan.

RESPONSE: Sheet C-2.1, Overall Site Map, has been included to show the
surrounding roadways and intersections.
• The project appears to be part of the Blue Clay Business Park. Please confirm that the
project was scoped as part of the Blue Clay Industrial TIA. TIA improvements may be
required with the completion of this project.
RESPONSE: This development falls within the scope of the Blue Clay Industrial
TIA.
• Please confirm appropriate land use category (light industrial, or manufacturing).
Note: Manufacturing was used for the Blue Clay Industrial TIA.
RESPONSE: The proposed use is Warehousing which I consider to be more in
the light industrial category than manufacturing.
• Clarify condition of the proposed sidewalk: if raised, provide a curb ramp with ADA
detectable warning pad. If flush to surface, provide wheel stops for parking spaces
along sidewalk.
RESPONSE: Curb ramps and ADA detectable warning pads have been added to
accommodate the raised sidewalk.
• Please clarify with NCDOT, NHC Planning and WMPO when the following
improvements will be required per the Blue Clay Industrial TIA Approval with
conditions dated 12/20/22.
RESPONSE: We are coordinating with the County and McKim & Creed
(Engineer for the County) regarding the TIA and schedule for completion of
improvements.
Army Corps of Engineers, Brad Shaver 910-251-4611
1. Part of the County’s industrial park, and the Corps has already issued a permit for
the park. Provided the activity is not in conflict with the issued permit to the
County there should be no issue.
RESPONSE: Noted.
2. The Corps Action ID is SAW-2019-00891.
RESPONSE: Noted.
