Dear Neighbors:
This is a notice for a community information meeting for an upcoming request by BDLCT,
LLC, the property owner, for a proposed rezoning from R-20 to PD (Planned Development) for a
mixed-use development in the vicinity of the intersection of Castle Hayne Road and I-140 in New
Hanover County, NC. The proposed rezoning application will also include a request to remove
the subject property from the Special Highway Overlay District (SHOD).
The subject property is a total of approximately 27.55 acres and is located at 3617, 3609,
3601, 3541, 3531, 3521, 2601, 3515 and 3501 Castle Hayne Road; 2511, 2519 and 2535 Chair
Road; and 3600 Emerson Drive. These properties are identified as New Hanover County Parcel
ID Nos. R02511-001-010-000, R02511-001-009-000, R02511-001-008-000, R02511-001-007-
000, R02511-001-006-000, R02511-001-006-001, R02511-001-003-000, R02511-001-012-000,
R02511-001-011-000, R02511-001-006-002, R02511-001-002-000, R02511-001-002-001 and
R02500-001-044-000. These properties are generally shown and included within the area shaded
in light blue on attached Exhibit 1. Also enclosed with this notice is a preliminary draft MPD plan
for the proposed PD District.
The purpose of the community information meeting is to explain the proposal and answer
questions from meeting attendees. This meeting is also open to the general public. The community
information meeting will be held at the St. James AME Church located at 3425 Castle Hayne
Road, Castle Hayne, NC 28429 on Tuesday, July 30, 2024, at 5:30 p.m.
