Section 2: Explanation
BA 25-003 will rollover preliminary June 30 balances in the Special Purpose Fund. The Special Purpose Fund is used for various
fiduciary activities including tracking money that ultimately belongs to individuals or others outside of the government as well as some
money that is restricted by third parties.
Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New Hanover County, North Carolina, that the
Ordinance for Budget Amendment(s) 25-003 amending the annual budget ordinance for the fiscal year ending June 30, 2025, is adopted.

RESOLUTION DETAILING NEW HANOVER COUNTY SUGGESTED LEGISLATIVE PRIORITIES FOR THE NORTH
CAROLINA ASSOCIATION OF COUNTY COMMISSIONERS
WHEREAS, New Hanover County is a member of the North Carolina Association of County Commissioners
(NCACC); and
WHEREAS, the NCACC asks member counties to submit legislative priorities for the statewide organization to
adopt as strategic and advocacy goals; and
WHEREAS, the New Hanover County Board of Commissioners has identified several goals worthy of inclusion
among the NCACC list of legislative priorities; and
WHEREAS, the Board supports NCACC advocacy for recurring funding solutions to support transportation
infrastructure beyond the gasoline or sales tax; and
WHEREAS, the Board supports NCACC advocacy to support legislation to hold chemical manufacturers of
emerging contaminants that include perfluorooctanoic acid (PFOA), perfluorooctanesulfonic acid (PFOS), and
other per and polyfluoroalkyl substances (PFAS) who then pollute drinking water sources financially responsible
for cleanup and mitigation efforts; and
WHEREAS, the Board supports NCACC advocacy for increased state funding to fully support drug treatment
courts and other specialty courts, recognizing that treatment courts are an extension of the judicial system and
the state has the primary duty to fund the court system; and
WHEREAS, the Board supports NCACC advocacy to identify a recurring source of funding for the state's Coastal
Storm Damage Mitigation Fund, recognizing that residents throughout the state's 100 counties own property
along the coast of North Carolina; and
WHEREAS, the Board supports NCACC advocacy for state funding and solutions to address gaps in affordable
and workforce housing, as well as increased flexibility, without unfunded mandates or reductions in local
control, for local governments to encourage the development of affordable and workforce housing; and
WHEREAS, the Board supports NCACC advocacy for state funding to support increased pay for teachers and
other school personnel and capital investments to reduce local cost burdens and recognizing that providing a
public education is a state responsibility; and
WHEREAS, the Board supports NCACC advocacy for state funding and policy initiatives to identify, repair and
bring into the North Carolina Department of Transportation system orphaned roads that were built by
developers but have fallen into disrepair.
NOW, THERFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners supports the
inclusion of these legislative priorities among the NCACC list of legislative goals.

A RESOLUTION REGARDING THE ISSUANCE BY THE PUBLIC FINANCE AUTHORITY
OF ITS REVENUE BONDS, IN ONE OR MORE SERIES, IN THE PRINCIPAL AMOUNT NOT
TO EXCEED $50,000,000, FOR THE PURPOSE OF FINANCING CERTAIN CAPITAL
IMPROVEMENTS FOR THE BENEFIT OF ILM AIRPORT HOTEL PARTNERS LLC
WHEREAS, the Board of Commissioners (the "Board") of the County of New Hanover, North
Carolina (the "County") is advised that the Public Finance Authority (the "Authority"), a State of Wisconsin
commission, acting by and through its Board of Directors, is authorized and empowered under and pursuant
to the provisions of Sections 66.0301, 66.0303, and 66.0304 of the Wisconsin Statutes, as amended (the
"Act"), to issue bonds and enter into agreements with public or private entities for the purpose of financing
capital improvements located within or without the State of Wisconsin and owned, sponsored, or controlled
by a participant, as defined in the Act;
WHEREAS, the Board is advised that ILM Airport Hotel Partners LLC (the `Borrower"), a
Delaware limited liability company, applied to the Authority to issue its revenue bonds (the "Bonds") in
one or more series in an aggregate principal amount not to exceed $50,000,000, which will be loaned to the
Borrower to finance (i) the costs of acquiring, constructing and equipping a hotel, (ii) the initial deposits
into certain funds and accounts, and (iii) certain expenses incurred in connection with the issuance of the
Bonds (as defined below) (collectively, the "Project");
WHEREAS, the Project is or will be located on 4.69 acres of land leased by the Borrower from
New Hanover County Airport Authority (the "Airport Authority") pursuant to a Sublease Agreement
between the Borrower and the Airport Authority located on Airport Boulevard, Wilmington, New Hanover
County, North Carolina;
WHEREAS, the Board is advised that the Project will be owned and operated by the Borrower;
WHEREAS, the Borrower believes that the Project will benefit the County, generally and, in
particular, by providing additional hotel rooms for tourists visiting the area and employment opportunities
for people from the County and surrounding areas;
WHEREAS, the Board is advised that pursuant to Section 66.0304(11)(a) of the Wisconsin Statutes
and Section 4 of the Amended and Restated Joint Exercise of Powers Agreement Relating to the Public
Finance Authority dated as of September 28, 2010 (collectively, the "Authority Requirements"), prior to
the issuance of the Bonds by the Authority, the Borrower is requesting the Board as the highest governing
body of the County and the governmental unit having jurisdiction over the area in which the Project is
located, to approve the Authority's issuance of the Bonds and the financing of the Project in the County;
WHEREAS, neither the Board nor the staff of the County (i) independently confirmed or verified
the information provided to the Board by the Borrower or its representatives recited above or (ii) did any
research regarding the financial feasibility of the Project or the Bonds; and
WHEREAS, at the Borrower's request, the Board now desires to approve the Authority's issuance
of the Bonds and the financing and refinancing of the Project in order to satisfy the Authority Requirements.
NOW, THEREFORE, BE IT RESOLVED by the Board as follows:
Section 1. It is hereby found, determined, and declared that the Project and the Bonds will
give rise to no pecuniary liability of the County, or a charge against its general credit or taxing power.
Section 2. The County shall have no responsibility for the payment of the principal of,
premium, if any, or interest on the Bonds or for any costs incurred by the Borrower with respect to the
Bonds or the Project. The County pledges neither its taxing power nor revenues for the Bonds. The County
has no responsibility for the Borrower, the Project or for the success of the Project.
Section 3. As required by and in accordance with the Authority Requirements, the Board, as
the governing body of the political subdivision having jurisdiction over the area in which the Project is
located, approves the Authority's issuance of the Bonds and the financing of the costs of the Project in the
County solely for the purpose of satisfying the Authority Requirements.
Section 4. This Resolution in no way implies that any zoning or permitting approvals will be
granted by the County or the Board. Such approvals are outside the scope of this Resolution.
Section 5. All orders and resolutions and parts thereof in conflict herewith are to the extent
of such conflict hereby repealed, and this Resolution shall take effect and be in full force and effect from
and after its adoption.
The Chairman inquired whether any Members of the Board wished to comment on the foregoing
resolution. After discussion by the Board, on motion of Commissioner Scalise, seconded by
Commissioner Barfield, the foregoing resolution entitled "A RESOLUTION REGARDING THE
ISSUANCE BY THE PUBLIC FINANCE AUTHORITY OF ITS REVENUE BONDS, IN ONE
OR MORE SERIES, IN THE PRINCIPAL AMOUNT NOT TO EXCEED

CHILD SUPPORT AWARENESS MONTH PROCLAMATION
WHEREAS, children are entitled to financial support from their parents; and
WHEREAS, children who do not receive adequate financial and emotional support from their parents
may experience greater difficulty in becoming happy, healthy, and productive residents; and
WHEREAS, New Hanover County Child Support Services is dedicated to serving families and children
across the county; and
WHEREAS, New Hanover County continues to improve its efforts at child support collections; in Fiscal
Year 2023-2024, $10,433,593.49 was collected to support more than 4,600 children; and
WHEREAS, many concerned and dedicated judges, district attorneys, clerks of court, sheriffs'
personnel, and child support professionals work to establish and enforce child support orders
for New Hanover County's children, as they are one of our county's most vital resources.
NOW,THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of Commissioners that
August 2024 will be recognized as Child Support Awareness Month in New Hanover County.

OVERDOSE AWARENESS DAY AND RECOVERY MONTH PROCLAMATION
WHEREAS, The Healing Place of New Hanover County (THPNC) has been a beacon of hope and support for
individuals struggling with substance use disorders; and
WHEREAS, THPNC is dedicated to providing compassionate care, treatment, and recovery services to residents
of New Hanover County; and
WHEREAS, THPNC recognizes the importance ofraising awareness about substance use disorders and the
impact they have nnindividuals, families, and the community asawhole; and
WHEREAS, THPNC is committed to honoring the journey of recovery and celebratingthe resilience of individuals
who have overcome addiction; and
WHEREAS, since its opening in February 2823, THPNC has admitted 1,216 individuals into its long-term
residential recovery program, with 831 being New Hanover County residents. Additionally, there have been
1,874 admissions to its detox program, with 1,307 being New Hanover County residents. On average, four to
five individuals complete the six to nine month program each month. Currently, THPNC engages an alumni
group of over 70 individuals, with more than 70% of them being New Hanover County residents; and
WHEREAS, a Candlelight Vigil will be held on August 31, 2024 in the THPNC courtyard inobservance of
Overdose Awareness Day to remember those who have lost their lives to overdose and to support those who
are in recovery; and
WHEREAS, National Recovery Month is observed every September by advocacy organizations to raise
awareness and understanding of issues related to substance use and mental health disorders and to eliminate
the stigma associated with seeking substance use and mental health services; and
WHEREAS, THPNC will hold events throughout National Recovery Month to celebrate the successes of
individuals in recovery and to raise awareness about the resources and support available in New Hanover
County.
NOW, THEREFORE, BE IT PROCLAIMED that the New Hanover County Board of Commissioners hereby
designates August 31, 2024, as Overdose Awareness Day and September 2024 as National Recovery Month in
New Hanover County. The Board recognizes The Healing Place of New Hanover County's significant
contributions in supporting individuals in recovery and raising awareness about substance use disorders, and
encourages citizens to support efforts to provide hope, healing, and recoveryto individuals and families affected
by substance use disorders.
