Those responsibilities include unit lease up, recertification, RTSC upload and daily maintenance. Recognizing how vital these functions were, the administration felt the need to create a formal management function within the Agency. HEO Management and Maintenance, LLC was created in 2023 as a subsidiary to Housing and Economic Opportunities, Inc. Our mission is to deploy t he considerable expertise of our leadership, staff, and partners towards the goal of providing outstanding residential property management and maintenance services to the Southeastern North Carolina community. Who we were yesterday does not represent who we are today. With extensive experience in affordable housing property management, maintenance, finance and development, the principals of HEO Management and Maintenance, LLC possess the knowledge and expertise needed to manage the daily operations of any size or configuration of multifamily rental property. H O U S I N G a n d ECONOMIC OPPORTUNITIES The Property Management Team Tyrone Garrett, JD – Principal & CEO Tyrone Garrett has over 28 years of local/state government and corporate/non-profit knowledge combined with organizational transformation; security and public safety; real estate development; affordable housing expertise; workforce development programing. Currently he serves as the Chief Executive Officer for the City of Wilmington Housing Authority, NC (WHA) with oversight as the City’s largest affordable housing provider. In June 2021 he began the Ty Garrett Group offering services in the areas of public housing technical assistance and troubleshooting; interim CEO administration for government and corporate entities; affordable housing development through RAD; mixed income housing development via LIHTC; non- profit strategic planning and board creation; owner representation and economic development all with an emphasis on human capital and resident engagement for the most vulnerable populations. During 2021 he assisted the Parker | Lawrence Firm of Nashville, TN with a Rental Assistance Demonstration (RAD) initiative for a respective client. Before assuming the leadership role at WHA, Tyrone served as the Executive Director and Chief Executive Officer of the District of Columbia Housing Authority and Police Department (DCHA). He managed the agency’s $500 million budget and $1 billion public housing portfolio that served nearly 50,000 residents over a four-year period creating an unprecedented “Transformation Plan”. During that same period, he restaffed the operations department and replaced a third-party management group supporting a Wells Fargo LIHTC initiative. He served for sixteen years as the Executive Director of the City of Long Branch Housing Authority with management oversight of both the Asbury Park and Red Bank Housing Authorities. Mr. Garrett guided the City of Long Branch Housing Authority to eight Tax Credit Awards utilizing three (3) subsidiaries, Maestro Community Development Corporation, Maestro Management and Compliance, and Shore Point Management and Maintenance Group in partnership and management with Penrose Partners and Conifer Realty in New Jersey along with Brinshore Development in Illinois. Handling redevelopment and LIHTC transactions that totaled over 150 million dollars a nd a total of 600 units. In fact, Maestro was one of the first organizations to utilize the RBC Credit Enhancement Program created by HAI Group. Maestro served as one of the guarantors for the Freeport Housing Authority. Tyrone is a graduate of both the University of Virginia and Rutgers University School of Law and attended Executive courses at the John F. Kennedy School of Government at Harvard University. He has given numerous presentations throughout the nation on affordable housing. While being an adjunct instructor at both Rutgers University Bloustein School of Public Policy and Penn State University - Abington teaching four (4) courses: Strategic Planning; Organizational Change Management; Principles of Redevelopment and Asset Management. He has served as vice chair of both the advisory board of the Federal Home Loan Bank of NY and the HAI group Boad of Directors. Collese Morris – Director of Property Management Services Ms. Collese Morris Evans has served as the VP of Property Management for the Wilmington Housing Authority (WHA) since 2019. However, Ms. Morris has served in a number of positions with the Housing Authority, including HR Coordinator, Leasing Agent, Assistant Property Manager, and Tenant Selection Coordinator. Overall, Ms. Morris has served the Housing Authority for 23 years. She has also received numerous trainings and certifications during her tenure with WHA, including Public Housing Management, Occupancy Specialist for Public Housing, Fair Housing Training, and training and certificates in EIV for Public Housing and HCV program. Ms. Morris attended Miller Motte Community College, where she took classes in basic accounting. In 2001, she attended Cape Fear Community College, where she obtained a certificate for Computerized Office Specialist. A native of the Wilmington area, Ms. Morris has always had a heart for serving and giving back to her community. An empathetic professional with decades of experience serving her community’s most vulnerable individuals, Ms. Morris has always been driven to supply her time, knowledge, contributions, compassion, sometimes even a shoulder, and/or assistance, to those who need encouragement, a hand up, a second chance, a new outlook, and a brighter disposition. Her work philosophy is simple: find ways to gain what is missing in her work environment and with the residents she serves by “getting back to the root”. By doing so, Ms. Morris belief is it will bring back that core piece that has been missing in public service roles, due to all the changes in the world that surrounds us. My vision is to have a community of people who are happy, have better living conditions, and quality of life, served respectfully, live safely and peacefully, with the dignity, and value that is deserved. And to have a staff and work environment that is proud, that sets the standards, implement the policies and procedures, willing to go the extra mile, respected and appreciated by those they serve, stand firm on the mission of housing, while working hand in hand with each other and the residents. The Compliance Team Zorya Elkins – Senior Vice President of Compliance and Housing Operations Zorya Elkins has worked with the Housing Choice Voucher Program since 2007, starting in Fort Wayne, Indiana. While at the Fort Wayne Housing Authority, Zorya served as an Intake Specialist, Housing Specialist, Lead Specialist, Program Supervisor and Program Manager. She was a part of and led a team that received HUD’s High Performer rating for multiple years, was instrumental in the application that granted the agency’s Moving to Work Designation, one RAD Conversion and the implementation of Project Based Vouchers at 3 additional p roperties. As the Program Manager, she oversaw more than 3000 vouchers, spent over 16 million dollars a year in HAP and managed a small neighboring Housing Authority that administered 175 vouchers. In 2022, Zorya joined the Wilmington Housing Authority as Director of Housing Choice Voucher program. Since being at the Wilmington Housing Authority, she has worked to build relationships with Landlords, by streamlining old processes, putting a staff person in place to assist with specifically deal with Landlord issues. She has updated the waiting list and has begun the process of leasing families. She has instituted processes that provide checks and balances to improve audit scores, as well as confirm proper calculations. In 2023, Ms. Elkins was moved to SVP of Compliance and Housing Operations to assist all departments with being audit ready and compliant. In that role, she has assisted with updating documents, process and procedures and helping determine what training is needed by staff. Ms. Elkins has received Certification in Housing Choice Voucher Specialist, HCV Program Management, Developing and Managing PBV, Housing Quality Standards, HCV Homeownership, RAD Specialist and Leadership training. She feels that the most rewarding part of her career is the opportunity to help families become self-sufficient across generations. The Maintenance Team Marcus Gregory – Senior Vice President of Maintenance & Operations Marcus Gregory has over 25 years of facilities management leadership experience. Currently he serves as the Sr. Vice President of Maintenance Operations for the City of Wilmington Housing Authority, NC (WHA). In September 2016 he began MarkVII Facilities Management Consultants, offering professional facilities management support services for public school districts, colleges & universities, as well as health and government entities. Previously he has served as Assistant Superintendent of Facilities and Operations, Arlington Public School District, Arlington VA; Director of Maintenance and Operations, Shoreline Public School District, Shoreline WA.; Senior Regional Facilities Director, GCA Services Group, Norfolk VA.; Assistant Director of Facilities Management, Norfolk Public School District, Norfolk, VA; Facilities Area Manager, Sodexho Marriott, Norfolk, VA. Mr. Gregory has provided oversight for numerous multi-site facilities projects, maintained contractual oversight and direction for multiple educational and municipal facilities projects during acquisition, minor/major maintenance & modification, construction, and demolition phases. He has ensured sustained optimum quality levels in both environmental and operational areas during key transitional periods. Marcus is currently a Doctoral Candidate/Organizational Leadership (Northcentral University, Prescott, AZ.), has obtained an MBA in Business Management (Florida Institute of Technology/Melbourne, FL.), BBA in Business Management (Strayer University/Chesapeake, VA.), and A.S Degree in Electrical/Electronic Technology (Commonwealth College, Virginia Beach, VA.). Marcus’ leadership is centered on developing a refined holistic approach to management and team building, through highly skillful communication, and collaborative abilities and strategies. The Finance Team Kinteh Darboe – Chief Financial Officer (CFO) Mr. Kinteh Darboe has been the current Senior Vice-President for Finance and the Chief Financial Officer with the Housing Authority of Wilmington. He is directly supervising the Finance, Accounting, Contract, Procurement, and IT Departments. Mr. Darboe has over 15 years’ experience in the Public Housing industry as the Chief Financial Officer and over 5 years’ experience in the Private sector in senior management positions. His experience in Public Housing Financial management includes Housing Choice Voucher Program, Capital Funds, Grant Management, Low Income Housing Tax Credits, Human Resources, and Insurance. Before coming to Wilmington Housing Authority, he worked in the District of Columbia, Colorado and Wake County, North Carolina. He obtained his undergraduate accounting degree at Elon University and master’s degree in economics at North Carolina A & T State University. He attended many HUD training courses and other certificates in Supervisory and Management courses. Also, he taught for many years as an Adjunct Instructor in the Business Department at Wake Technical Community College and Shaw University in Raleigh, North Carolina.
