N/A Project Type Construction (including site work, infrastructure, operational, and design costs) of new affordable single- family or multifamily housing units for sale or rent Project Narrative Project Timeline LINC purchased two duplexes last year. Each duplex houses two (2) bedroom units. As part of that purchase, we acquired two lots next door to the property that will allow us to build a four-bedroom house and an Accessory Dwelling Unit (ADU). We anticipated breaking ground within 30 days of approval of this proposal. We believe we will complete the construction by June 30, 2025. Strategic Goals Addressed Increasing Housing Stock, Increasing Housing Access Describe how your project will address the strategic goal(s) listed above. The LINC Permanent Supportive Housing Program ( LINC PSH) is a comprehensive, evidence-based, permanent supportive housing initiative designed to address the unique needs of individuals with opioid use disorder (OUD). Combining stable housing with wraparound support services, the program aims to promote long-term recovery, reduce opioid-related harm, and improve the overall quality of life for participants. This program draws on proven strategies and interventions that have demonstrated positive outcomes in supporting individuals with OUD. LINC Permanent Supportive Housing will increase the housing stock for six (6) families and increase housing access to individuals with criminal records. Presumptive Eligibility Presumption 1 Explain how your project/program meets the selected presumption. LINC Project fits in presumption one as I understand the question because we already possess the land, and we are ready to build to add to the housing stock Immediate Impact Describe how the project supports allocation of funds by December 31, 2024 and disbursement of funds by December 31, 2026 Our organization already owns the land on which we will build. The project will be completed by June 30, 2025, and residents will be ready to move in on July 1, 2025. Describe how the project will quickly deploy units to market and break ground by July 2025 LINC owns the property, and we are ready to break ground as soon as we acquire funding. Once we complete construction, we can immediately deploy units. Strategic Priorities Addressed Mixture of Price Points and AMI Describe the household/unit mix expected to be served by the program/project. Six (6) units will be at 60% AMI Period of Affordability Will the units be preserved in affordability for at least 20 years? How many years beyond the minimum 20 years? LINC will preserve the affordability period in perpetuity. Describe how you will ensure compliance with the affordability requirement once the project is completed. LINC has 20 years of compliance experience. LINC has affordable housing next door to the proposed project and has the exact AMI requirements. Acceptance of Housing Choice Vouchers Will your project accept Housing Choice Vouchers? We are open to accepting Housing Choice Vouchers; however, we do not have any previous experience. LINC has not received any county dollars for this construction project. LINC has not applied for any dollars for this project, nor have we applied for NHC community Endowment for funding. How will you fund/develop your project/program if your proposal is not approved for funding? LINC will continue to seek support for the project from other funding sources and lending institutions. Describe how your policies and procedures give access to housing for residents with credit challenges or those who may have been involved in the justice system (or upload to the right, if applicable). Policies uploaded Fair Housing policies/procedures LINC Tenant Selection Policy2023.pdf Tell us how your proposal supports New Hanover County's commitment to equity and inclusion. LINC has been committed to diversity, equity, and inclusion from its Inception, serving people transitioning from prison to community with as much focus and emphasis on staff diversity. Describe how your development will comply with the Federal Fair Housing Act. The Fair Housing Act (FHA) is a federal law prohibiting housing discrimination based on certain characteristics. The law applies to most housing, including private, public, and federally funded housing. It also applies to housing- related activities such as renting or buying a home, getting a mortgage, and seeking housing assistance. LINC continues to practice this law because the people we serve are the ones who are typically discriminated against.
