HomeMy WebLinkAboutRFP Addendum 1NEW HANOVER COUNTY FINANCE DEPARTMENT PURCHASING DIVISION ADDENDUM 1 QUESTIONS AND ANSWERS From: Lena Butler, Purchasing Supervisor To: All Proposers Project: 24-0544 RFP-Workforce Housing Services Program Date: August 1, 2024 This Addendum is related to the County’s Request for Proposals “24-0588_RFP Workforce Housing Services Program” and is hereby made a part of said Request for Proposals to the same extent as though it were originally therein. 1. The portal asks for “Estimated Total Project/Program Cost”, are you all looking for total development costs or total construction costs? Answer: Total Project Cost may be total development costs and/or total construction costs. The applicant should provide both costs to clarify his application. 2. Are you expecting additional applications to be submitted? Answer: Yes 3. Can we please use our excel proforma to submit to you all? I can upload it in excel form for you all to use. As you know, we have a very sophisticated model we use and it is much easier for everyone if we can do that. Answer: The applicant must use our budget template. The applicant may upload their financial proforma as an attachment. 4. Am I correct that the FY24-25 WHSP RFP funding type is a loan, not a grant? In other words, would we be loaned funds to rehab houses, and have to pay it back? If we would receive a grant like FY23-24, we are potentially interested in applying. The award can be paid as a grant, loan, or construction financing. Applicants will be invited to a post submission meeting and given the opportunity to clarify their funding request and overall financial pro forma for the project. Funds available from New Hanover County for construction projects are expected to be drawn down as a source of permanent financing/funding. Applications for pre-development or construction financing will be considered on a case-by-case basis. WHSP funding for construction projects is primarily intended to provide permanent financing, but acquisition or construction financing will also be considered on a case-by-case basis. The WHSP construction funding is intended to provide gap financing for developments that leverage other public and private funding sources. Proposals for New Hanover County to provide most of the project funding will be considered on a case-by-case basis. WHSP funding for non-construction Page 2 of 3 projects is intended to expand or serve new projects and/or programs, not replace existing or ongoing funding. Terms and payments will be determined during the contract process. 5.Are WHA funds deployed to ownership? I.e. direct reimbursement of financing albeit construction or other, tax abatement, etc.? (a)Funds may be paid directly to the recipient. The award can be paid as a grant, loan, or construction financing. Maximum $1.5 million per project. 7.The only tab I am working to finish is the construction draw tab. We internally, have a construction draw schedule but it is slightly different than you alls. Can we modify yours to reflect what ours looks like? The budget spreadsheet should not be modified. Requests to change or update formulas will be vetted and corrected in future versions. Applicants should complete the provided spreadsheet to the best of their ability. We encourage applicants to highlight the correct data and attach supplemental documentation showing the correct information (for instance, via another financial proforma, Excel Spreadsheet, or Word document). 8.You all do not have a formula currently that pulls the construction loan into the construction draw tab which caught us off guard. Applicants may attach supplemental documentation showing the construction loan/draw information (for instance, via another financial proforma, Excel Spreadsheet, or Word document). The applicant will be invited to an additional meeting about project financing and given the opportunity to explain their financial proforma and construction loan/draw information.
