Re: Letter of Support for WARM NC
On behalf of Community Care of the Lower Cape Fear, I am pleased to provide this letter in support of
the enclosed application for WARM NC to be selected for a Louise Oriole Burevitch Foundation Grant.
Since our first year operating NC DHHS’s Healthy Opportunities Pilot (HOP) project, over 190,000
services have been delivered to Medicaid recipients participating in this ground-breaking pilot.
One of our most productive Health Services Organizations has been WARM NC. In three years, they have
accepted 1,038 referrals for housing services. This one HSO has been responsible for 45% of all our
home remediation services! Even more impressive, WARM NC has accepted 61% of all referrals for
accessibility and safety modifications, making over 300 households safer and healthier.
For example, we had a HOP enrollee who was afraid to go down her steps and outside because of poor
mobility. A referral for Safety & Accessibility Modification was sent for ramp installation. After getting a
ramp installed, she has lost weight and is walking in her neighborhood almost every day.
Community Care of the Lower Cape Fear is certain your grant funding will make a difference in the lives
of women, children, and the elderly who struggle with daily household expenses, helping keep them
healthy, stable, and secure throughout their life. We strongly endorse WARM NC’s application.

Re: Recommendation of WARM NC for the Coalition of Home Repair’s Pinnacle Award
Dear Coalition staff, board members, and volunteer award committee members;
The North Carolina Office of Recovery and Resiliency (NCORR) is writing to express its firm support of
Wilmington Area Rebuilding Ministry, Inc. (WARM NC) as they are nominated for the Coalition of Home
Repair's prestigious Pinnacle Award.
NCORR has enjoyed a longstanding collaboration with WARM NC. In 2022, NCORR formalized its
partnership with WARM NC through a Memorandum of Agreement to apply WARM NC’s disaster
recovery expertise to complete emergency repairs and reasonable accommodation requests in the
aftermath of recent hurricanes. Under this agreement, WARM NC has not only met but exceeded every
expectation. To date, WARM NC has assisted in nearly 50 projects, ensuring disaster-impacted
households are able to return home to live in safety, security, and dignity.
During a recent monitoring visit in May, NCORR meticulously evaluated WARM NC’s performance to
ensure compliance with all relevant local, state, and federal regulations as recipients of federal
Community Development Block Grant - Disaster Recovery funds. This assessment involved scrutinizing
operational procedures, reviewing documentation, and conducting interviews. Following the audit,
NCORR concluded that WARM NC's documentation and reporting of their rebuilding efforts set a
commendable standard. WARM NC has set the bar for quick and effective disaster recovery home
repairs.
Throughout our collaborative endeavors, NCORR has consistently been impressed by WARM NC's
exemplary stewardship, professionalism, unwavering dedication, commitment to quality, and adept
management of the complexities inherent in disaster recovery.
