Strategic Goals Addressed Improving Housing Stock Describe how your project will address the strategic goal(s) listed above. WARM NC will address the strategic goal of Improving Workforce Housing Stock by providing emergency repair of single-family units for income eligible clients. Earnings of no more than 120% AMI is confirmed through tax returns, pay stubs, disability or Social Security payments, or veteran’s benefits. Presumptive Eligibility Presumption 1 Explain how your project/program meets the selected presumption. WARM NC receives HOME funding from North Carolina Housing Finance Agency's Essential Single-Family Rehab program in New Hanover County. Immediate Impact Describe how the project supports allocation of funds by December 31, 2024 and disbursement of funds by December 31, 2026 WARM NC has a pre-approved waiting list of single-family housing that qualifies through low income (less than 120% AMI) of units needing emergency home repairs. Work on these units will begin (or continue) upon receipt of funding. Each unit will take 7 - 120 days to complete depending on severity of repairs, with an average of one unit completed per month. Describe how the project will quickly deploy units to market and break ground by July 2025 N/A - WARM NC is rehabbing existing units that are occupied by the owner. Strategic Priorities Addressed Mixture of Price Points and AMI Describe the household/unit mix expected to be served by the program/project. 1 unit between 80% and 120% AMI; 7 units at or below 80% AMI; 2 units at or below 50% AMI Period of Affordability Will the units be preserved in affordability for at least 20 years? How many years beyond the minimum 20 years? Affordability as defined by NHC in Exhibit 3, page 22 of the RFP, is a “for sale” (or owned/mortgaged) single family home valued at or below $340,800 for a household AMI at or below 120%. Not one single household served by WARM has ever been appraised at $340,800+. Less than 1% of households served have incomes at or above 120% AMI. Even if a homeowner has repairs provided by WHSP, the final appraised value will always be at or below the affordability requirement of WHSP. To protect NHC’s investment in their home and add an incentive to the homeowner to retain ownership, homeowners of these units sign a no interest loan agreement for the cost of repairs with annual reductions until the loan is reduced to zero over a 15-year period. If the owner chooses to sell in less than 15 years, they are obligated to return any funds not forgiven at the time of the sale. Describe how you will ensure compliance with the affordability requirement once the project is completed. Homeowners sign no interest loan documents containing the terms described above (loan value equals cost of repairs, with annual reductions over 15 years until loan is reduced to zero). If they sell the unit before the loan is reduced to zero, the remaining portion is paid back. The goal of these emergency repairs is to keep homeowners in existing affordable housing; these loan terms provide an incentive to stay. Acceptance of Housing Choice Vouchers Will your project accept Housing Choice Vouchers? N/A - WARM NC will use these funds exclusively for homeowners who live in the unit being rehabbed. Describe how WHSP funding will expand existing programs and/or projects, if applicable. WHSP funding will expand WARM NC’s reach to low- income working families who own their homes and fully restore their dwelling unit to safe and healthy conditions. WHSP funding has few restrictions in comparison to other funding sources like NCHFA. This allows WARM to qualify units that are ineligible for those sources and gives WARM NC greater flexibility to repair more homes and make more extensive repairs. Tell us if the project is supported by any other New Hanover County grant, funding, or contribution. WARM NC receives funding from NCHFA, New Hanover County, the City of Wilmington, The Catherine Kennedy Home Foundation, the United Way of the Cape Fear Area, Healthy Opportunities, HUD-OAHMPG, and other local and/or regional foundations. These funds are committed to existing projects within New Hanover County, and include projects allocated to our existing WHSP contract (#24- 0313). WHSP projects under RFP #24-0544 will be pre-qualified. Those administrative costs have already been absorbed by our general funds and will not be charged to this grant. Substitutions for the attached list can be completed within 6 months of qualification. Substituted pre- qualification/pre-rehab unit costs will be charged to this new contract. How will you fund/develop your project/program if your proposal is not approved for funding? Without this fresh infusion of funds, these pre-qualified households will continue to wait. WARM NC has a staff of fundraising professionals whose sole focus is securing resources. We are always thankful when a municipality interested in affordable housing grants us those resources and facilitates our mission. The homes we repair are located in every neighborhood in New Hanover County, from areas around the Impact Zone schools, to Historic Downtown, to Pleasure Island. Our board, staff, volunteers, donors, and clients reflect the diversity of New Hanover County’s community. Describe how your development will comply with the Federal Fair Housing Act. WARM NC’s Assistance Policy includes a clear process for clients to file complaints if they believe they have experienced discrimination during the application and rebuilding process. There is a mechanism to investigate these complaints, involving the Director of Construction and the Executive Director. An impartial third-party can be called in to assist in resolving complaints. WARM NC is committed to operating fully under the Fair Housing Act. WARM NC has a consistent process for qualifying applicants, vendors, and landlords. We have the same qualifying standards for every applicant; follow the same exact practices for every prospective applicant (including landlords and tenants), and we require the same documents, referrals, and other information from every prospective applicant (landlord, tenant, owner) and vendor. All activities, including reviewing applications, inviting bids, selecting vendors and resolving complaints, are conducted in a fair, open and non-discriminatory manner, entirely without regard to race, color, religion, sexual orientation, gender, national origin, familial status and/or disability.
