RE: Wawa #6132 – Response to Comments from TRC Review 2
The purpose of this letter is to provide satisfactory answers to the comments/questions issued in a
comment email dated May 30, 2024. The answers are listed below in bold and are preceded by the
comments/questions listed in the original letter.
Comment 1: We had a staff discussion in the interim and it was determined that our interpretation of
the 15 trees per acre being required on top of the other landscaping requirements was not correct.
The conclusion was that trees planted to meet other landscaping requirements, as long as they are at
least 2” caliper DBH, are okay to meet this requirement. The trees planted in the street yard for the 3
street years that y’all have are more than enough to meet this requirement, so the extra trees that you
have outlined in the “Site Trees Retained/Planted” table on page CP502 are not required. I apologize
for that confusion. I understand that it was a lot of work to get those fit in there, so you are more than
welcome to plant the ones that are shown for that table, but they are not required.
Response 1: The landscape plan was revised to remove the additional, not required trees.
Comment 2: Processing the tree removal permit.
Response 2: A revised tree removal permit is included in this submittal. Please disregard the
previously submitted tree removal permit.
Comment 3: A land disturbing and a stormwater permit issued by the County are required for this
project. Please submit the permit applications documentation with required review fees for County
issued permit directly to gjamison@nhcgov.com. Review fees are to be paid to New Hanover County
and are to be mailed in. Application and forms can be found at
https://www.nhcgov.com/251/Stormwater and https://www.nhcgov.com/249/Sediment-Erosion-
Control.
Response 3: A land disturbing application and a stormwater permit application are included
with this submittal.

Comment 4: NCDOT Driveway Permits, and Encroachments are submitted through the NCDOT
Online Portal. https://connect.ncdot.gov/municipalities/Utilities/Pages/help.aspx
Response 4: Comment noted.
Comment 5: Roadway Improvements are required per the approved TIA.
Response 5: The developer and their traffic consultant, Colin Kinton with TPD, have been
meeting with NCDOT over the past few months to discuss the required roadway
improvements. It has been determined that the developer will enter a cost sharing agreement
with the hospital for the offsite roadway improvements. The improvements will be permitted
and constructed with the hospital project. The Wawa plans show the required deceleration
lane into the site and the requested “pork-chop” island.
Comment 6: An NCDOT Encroachment Agreement (16.1B) is required for the required roadway
improvements within the NCDOT right-of-way. A driveways permit is not required since the actual
development does not connect to an NCDOT maintained road.
Response 6: The Wawa project is not responsible for permitting or constructing any
improvements inside the NCDOT right-of-way. Please see the response to comment 5 for
additional information.
Comment 7: An NCDOT Encroachment Agreement is required for any utility connections or
installations within the NCDOT right-of-way.
Response 7: There are no utility connections proposed within the NCDOT right-of-way.
Comment 8: An NCDOT Encroachment Agreement is required for any sidewalk or multi-use paths
installed within the NCDOT right-of-way.
Response 8: There are no sidewalks or multi-use paths proposed within the NCDOT right-of-
way.
