Additional comments may be made upon further review of subsequent revisions. Please note: following the TRC meeting, a revised preliminary plan addressing each of the below items must be resubmitted prior to receiving preliminary plan approval. Planning, Zach Dickerson 910-798-7450 1. General Comments (if applicable) a. Zoning: I-1, use is storage and laydown yard. b. Use is permitted by-right. c. Please edit General Note 3 on page 1, I-1 zoning is Light Industrial 2. UDO Section 5.1, Parking and Loading a. Use is laydown yard, not applicable. 3. UDO Section 5.2, Traffic, Access and Connectivity (the below requirements kick in because access to this parcel is on the dirt road portion of Hermitage Road) a. Per UDO Section 5.2.2, unless exempted in accordance with B, below, every structure erected or moved shall be located on a lot adjacent to a road constructed in accordance with applicable county standards in place at the time [paved road], or to a right-of-way or easement which was platted and recorded prior to 1969. b. Please provide documentation (through a dated survey or deed) that this section of Hermitage Road has been on the record prior to 1969. Laydown Yard and Pole Barn – 514 Hermitage Road – TRC Review Page | 2 4. UDO Section 5.3, Tree Retention a. Tree removal sheet noted, please apply for a Tree Removal Permit prior to doing any land clearing on the site. b. The Tree Removal Permit application can be found on our website at: https://www.nhcgov.com/DocumentCenter/View/1239/Tree-Removal-Permit-PDF 5. UDO Section 5.4, Landscaping and Buffering a. There is a landscape plan noted on the table of contents, did this get left off? b. 15 trees are required to be planted or retained per acre of development, per the tree survey this requirement is met. c. Please provide details for plantings in the street yard. d. The portion of the pole barn that abuts the parking lot/laydown yard will require foundation plantings per UDO Section 5.4.7. Example area shown below: 6. UDO Section 5.5, Lighting a. Is any lighting proposed for the site? 7. UDO Section 5.6, Signs a. Please note any signs on the site are subject to UDO Section 5.6 and may require a permit. 8. UDO Section 5.7, Conservation Resources a. Per the New Hanover County Conservation Resource Overlay Map, there are no CODs on the site. Laydown Yard and Pole Barn – 514 Hermitage Road – TRC Review Page | 3 NHC Fire Services, Ray Griswold 910-798-7448 1. Fire Final required. 2. Portable fire extinguisher required per NFPA 10 NHC Engineering, Galen Jamison 910-798-7072 1. Based on the proposed impervious area and anticipated limits of disturbance, no County issue permit are anticipated. Should more than 10,000 SF of impervious be proposed or more than an acre of disturbed, then permitting would be required. 2. Please indicate the location of the construction entrance on the erosion control plan, C-5. NHC Environmental Health, Dustin Fenske 910-798-6732 1. Site plan reflects connection to public water. If public water cannot be obtained then an application for a well permit must be submitted and permit issued. 2. Site plan reflects connection to a septic system. Permits through NHC Environmental Health or a Private Consultant must be obtained prior to building permit issuance. Due to the poorly drained soils in this area it is suggested that a private soil scientist looks at the property for septic potential prior to investing substantial time and money into the project. NHC Addressing, Katherine May 910-798-7443 1. No comments Cape Fear Public Utility Authority, Bernice Johnson 910-332-6620 1. CFPUA TRC Comments provided are preliminary comments only. 2. Utility Plan review required by CFPUA. 3. CFPUA is moving toward becoming paperless. When ready to submit plan review package, upload all documents to https://www.cfpua.org/FormCenter/Engineering-3/Engineering-Plan- Review-103. 4. CFPUA water is available. NCDOT, Nick Drees 910-343-3915 1. Please see attachment. WMPO, Greer Shivers 910-341-0107 1. WMPO Comments forthcoming. Army Corps of Engineers, Brad Shaver 910-251-4611 1.
