Additional comments may be made upon further review of subsequent revisions. Please note: following the TRC meeting, a revised preliminary plan addressing each of the below items must be resubmitted prior to receiving preliminary plan approval. NHC Planning, Amy Doss 910-798-7571 1. General Comments a. Zoning: (CZD) B-2 b. Please log on to COAST account to pay INV-00128151, SITECN-24-000033. 2. Please include the following approved site plan components, per rezoning case Z23-20: a. Sidewalk as shown on plan in the public access easement is to be constructed as part of the development, not to be built in the future. b. 30’ side yard setback c. 20’ vegetative buffer yard d. 8’ high opaque fence is required for the one allotted outdoor storage area. 3. UDO Section 3.3.1, Superseding District Standards & Setbacks a. Building setbacks are correct. 4. UDO Section 5.1 Parking and Loading a. Site circulation as shown on the submitted site plan does not correctly reflect the concept plan approved by the Board of Commissioners, please revise accordingly. Please show parking lot layout on site plan. d. Please provide a typical parking space detail to demonstrate dimensions comply with UDO Table 5.1.4.B. e. Please provide dimensions of parking lot aisle to demonstrate compliance with UDO Table 5.1.4.B. f. Please show the location of any off-street loading berths if present on site, please refer to Section 5.1.5 of the UDO for the specifications. 5. UDO Section 5.2. Traffic, Access, & Connectivity a. Please note on the site plan that “No building permit for any structure shall be issued which requires NCDOT approval for a Driveway Permit until NCDOT has issued the permit approval. Evidence of approval shall accompany the application for the building permit.” 6. UDO Section 5.3 Tree Retention a. Please provide a note stating existing vegetation to remain undisturbed as approved on the concept plan. b. Please apply for a tree removal permit if trees are to be removed. c. Per UDO Section 5.3.4.C, of the UDO requires a minimum of 15 trees at least 2” DBH must be retained or planted on the parcel where development occurs for each acre or proportionate area disturbed. Please add a note to the Landscape Plan showing has this requirement has been met. Please note that required landscaping for the project can be credited to meet this requirement, however, required landscaping does not count towards mitigation, if applicable. 7. UDO Section 5.4 Landscaping and Buffering a. Please illustrate the 20’ buffer yard located along the southern boundary as illustrated on the approved concept plan. b. Please illustrate the 20’ buffer yard along the western and northern boundaries of the property as illustrated on the approved concept plan. c. Please provide a landscape plan that includes the location, number of plantings required, and number of plantings provided. d. Please reflect one canopy tree in the street yard plantings as there are no powerlines overhead. 8. UDO Section 5.5 Exterior Lighting a. Is any lighting proposed for the development? b. Please note that with the latest update to the UDO, a lighting plan is not required at time of TRC approval. See below excerpt from Section 5.5.3: i. Information about the exterior lighting for the site that demonstrates compliance with the standards in this section shall be submitted in conjunction with an application for site plan approval (Section 10.3.6, Site Plan) or zoning compliance approval (Section 10.3.8, Zoning Compliance Approval), whichever comes first, approved no later than at time of construction plan approval. When the lighting plan is submitted, please ensure that the foot candles from the street lights at the lot lines do not exceed 0.5, as the adjacent land is residential. 9. UDO Section 5.6 Signs a. Please digitally submit the permit applications documentation with requisite review fees to the COAST online permit portal (https://newhanovercountync- energovpub.tylerhost.net/apps/selfservice#/home). Applicable forms can be found at https://www.nhcgov.com/251/Stormwater however the application form is not required as the information will be gathered by the COAST portal. 3. The existing northern ditch that is assumed to be undisturbed qualifies for NHC Stormwater Services maintenance. Therefore, a public drainage easement sized in accordance with NHC Stormwater Manual is requested on this parcel. The county will work with then northern property owner to obtain the remaining width of the drainage easement. 4. The offsite stormwater drainage coming from the south and routed through the site in the pond’s outfall ditch qualifies for NHC Stormwater Services maintenance and will need to be placed in a public drainage easement sized in accordance with NHC Stormwater Manual. Construction of offsite drainage conveyance measures that will be maintained by the county will need to be observed during construction by Stormwater Services and a turnover meeting scheduled once the system is ready to be conveyed to the county. Please add a plan note to ensure county construction observation and a turnover meeting occurs. Note, should the applicant elect to maintain the conveyance measures themselves, deed restrictions shall be recorded that indicate the operation and maintenance roles and responsibilities for the conveyance measure. 5. Please contact the State for the stormwater permit requirements. It is assumed a high density permit will be obtained.
