Additional comments may be made upon further review of subsequent revisions. Please note: following the TRC meeting, a revised preliminary plan addressing each of the below items must be resubmitted prior to receiving preliminary plan approval. Planning, Robert Farrell 910-798-7164 1. General Comments (if applicable) a. The properties are zoned I-2, Heavy Industrial and the project proposes the installation of a road network a future commercial / industrial park. b. Project is in both New Hanover County and Pender County. New Hanover County and Pender County must both separately approve the project in order to proceed with any construction in New Hanover County. c. Consider shifting a section of Phillips Center Loop east away from running directly parallel to US 421 (shown in red). This would provide an area to retain trees and provide a vegetative buffer along the highway (shown in green). Phillips Center of Wilmington – 5820 Hwy 421 N – TRC Review Page | 2 2. UDO Section 5.1, Parking and Loading a. No parking required for the initial infrastructure phase of the project. Each future site will be responsible for providing adequate off-street parking in compliance with Section 5.1 Parking and Loading. 3. UDO Section 5.3, Tree Retention a. A separate tree retention permit will need to be submitted through COAST. b. The Tree Removal Permit application can be found on our website at: https://www.nhcgov.com/DocumentCenter/View/1239/Tree-Removal-Permit-PDF c. The TRC application includes a plot sampling survey of trees on site. d. The Site Data Table on page C 2.0 indicates 64 total disturbed acres. Is that the acreage of the proposed roadways and infrastructure for both Phase I and II? e. And is that inclusive of the acreage disturbed in Pender County? f. In order to calculate any required mitigation the tree removal permit application materials should indicate the areas disturbed, the total acreage in New Hanover County. g. The tree removal permit can apply only to the roadway and other infrastructure proposed. Each individual future development in the industrial / commercial park within New Hanover County would be subject to the tree retention standards. Phillips Center of Wilmington – 5820 Hwy 421 N – TRC Review Page | 3 h. Any trees that may be required for mitigation for this infrastructure phase of the project may not count for mitigation on future tree removal activities. 4. UDO Section 5.4, Landscaping and Buffering a. Landscaping and buffering are not required for the installation of infrastructure. Each development in the industrial / business park will be responsible for providing the required street yard, parking, and any other required landscaping and buffering on their individual sites. 5. UDO Section 5.5, Lighting a. Are streetlights included in the infrastructure phase? If so, streetlights must comply with the lighting standards of Section 5.5. b. Each future site will be required to submit their own individual lighting plan for approval at the time of development. 6. UDO Section 5.6, Signs a. The primary entrance is in Pender County’s jurisdiction. If a primary development sign is proposed at the entrance, it must meet the requirements of Pender County. b. Any signs inside the jurisdiction of New Hanover County will need to meet the county’s sign requirements. 7. UDO Section 5.7, Conservation Resources a. There are approximately 31.5 acres of Swamp Forest conservation resources b. There are approximately 18.5 acres of Pocosin conservation resources in the project area. 6.5 acres are underlaid with Class IV soil. c. A minimum of 5 acres of a conservation resource triggers additional ordinance requirements under Section 5.7. d. Table 5.7.3.A.5 establishes the calculation for determining the minimum amount of conservation space required. The calculation is the total acreage of the conservation resource multiplied by 0.5. i. 31.5 acres x 0.5 = 15.75 ii. 6.5 acres x 0.5 = 3.25 iii. 15.75 + 3.25 = 19 total acres required for conservation. e. Table 5.7.4 Additional Performance Controls states that when there are 3 or more acres of a Swamp Forest or Pocosin conservation resource additional standards are required under Section 5.7.4.C Phillips Center of Wilmington – 5820 Hwy 421 N – TRC Review Page | 4 i. All structures and impervious surfaces shall be set back 50 feet from the conservation resource. ii. On-site retention and percolation areas shall be required for the entire parcel sufficient to control, at a minimum, the first 0.5 inches of runoff that will originate from all impervious surfaces anticipated to be on the site upon final development. The specified amount of runoff from impervious surfaces shall be disposed of by percolation into the soil, evaporation, transpiration, or other methods of treatment or handling acceptable to the County Engineering Department. 8. UDO Section 5.8, Open Space Requirements (if applicable) a. Not applicable to the installation of infrastructure. b. While open space is not required, the Conservation Resource standards of Section 5.7 require a minimum of 19 acres of conservation space. 9. UDO Article VI Subdivision Design and Improvements a. Section 6.2.2.A.7.g Street Connectivity Standards i. There are 6 links and 4 nodes within the New Hanover County portion of the project. 6/4 = 1.5 which meets the required street connectivity ratio requirements. NHC Fire Services, Ray Griswold 910-798-7448 1. Fire Finals required 2. I spoke with Tommy Batson, he has agreed to have one plan reviewer all by New Hanover County Fire's DFM Ray Griswold. He will be kept in the loop. The reasoning, is that the majority of the project belongs in New Hanover County. 3. Please review the typical TRC comments that will be e-mailed to both the developer and the PE. 4. Any storage tanks located on the properties shall be permitted by the appropriate AHJ. 5. Any structures over 7,500 sq. feet shall have a Section 510 study completed - Emergency First Responder Radio Coverage. 6. Buildings requiring High Piled Storage - They shall be provided with the appropriate fire protection as outlined in the fire code. 7. No gates on the fire dept. access roads unless permitted by the and sprinkler permits shall be obtained fr AHJ Phillips Center of Wilmington – 5820 Hwy 421 N – TRC Review Page | 5 8. Knox Boxes will be required on structures that have a fore alarm / sprinkler system. Based on design, buildings may require more then one. 9. An Engineered fire flow analysis will be required. 10. What water purveyor will be used? CFPUA / Pender Utilities / Both? 11. Any buildings that are sprinklered, an FDC shall have a fire hydrant within 100 feet. 12. Fire alarm and sprinkler permits shall be obtained from the appropriate AHJ. 13. Hopefully any buildings being constructed are in one county or the other. 14. Buildings that will be built. The appropriate AHJ will handle the reviews and inspections. This is why we ask that no buildings straddle the county line. NHC Engineering, Galen Jamison 910-798-7072 1. Planning, Zach Dickerson 910-798-7450 1. General Comments (if applicable) a. Zoning: I-1, use is storage and laydown yard. b. Use is permitted by-right. c. Please edit General Note 3 on page 1, I-1 zoning is Light Industrial 2. UDO Section 5.1, Parking and Loading a. Use is laydown yard, not applicable. 3. UDO Section 5.2, Traffic, Access and Connectivity (the below requirements kick in because access to this parcel is on the dirt road portion of Hermitage Road) a. Per UDO Section 5.2.2, unless exempted in accordance with B, below, every structure erected or moved shall be located on a lot adjacent to a road constructed in accordance with applicable county standards in place at the time [paved road], or to a right-of-way or easement which was platted and recorded prior to 1969. b. Please provide documentation (through a dated survey or deed) that this section of Hermitage Road has been on the record prior to 1969. Laydown Yard and Pole Barn – 514 Hermitage Road – TRC Review Page | 2 4. UDO Section 5.3, Tree Retention a. Tree removal sheet noted, please apply for a Tree Removal Permit prior to doing any land clearing on the site. b. The Tree Removal Permit application can be found on our website at: https://www.nhcgov.com/DocumentCenter/View/1239/Tree-Removal-Permit-PDF 5. UDO Section 5.4, Landscaping and Buffering a. There is a landscape plan noted on the table of contents, did this get left off? b. 15 trees are required to be planted or retained per acre of development, per the tree survey this requirement is met. c. Please provide details for plantings in the street yard. d. The portion of the pole barn that abuts the parking lot/laydown yard will require foundation plantings per UDO Section 5.4.7. Please note any signs on the site are subject to UDO Section 5.6 and may require a permit. 8. UDO Section 5.7, Conservation Resources a. Per the New Hanover County Conservation Resource Overlay Map, there are no CODs on the site. Laydown Yard and Pole Barn – 514 Hermitage Road – TRC Review Page | 3 NHC Fire Services, Ray Griswold 910-798-7448 1. Fire Final required. 2. Portable fire extinguisher required per NFPA 10 NHC Engineering, Galen Jamison 910-798-7072 1. Based on the proposed impervious area and anticipated limits of disturbance, no County issue permit are anticipated. Should more than 10,000 SF of impervious be proposed or more than an acre of disturbed, then permitting would be required. 2. Please indicate the location of the construction entrance on the erosion control plan, C-5. NHC Environmental Health, Dustin Fenske 910-798-6732 1. Site plan reflects connection to public water. If public water cannot be obtained then an application for a well permit must be submitted and permit issued. 2. Site plan reflects connection to a septic system. Permits through NHC Environmental Health or a Private Consultant must be obtained prior to building permit issuance. Due to the poorly drained soils in this area it is suggested that a private soil scientist looks at the property for septic potential prior to investing substantial time and money into the project. NHC Addressing, Katherine May 910-798-7443 1. No comments Cape Fear Public Utility Authority, Bernice Johnson 910-332-6620 1. CFPUA TRC Comments provided are preliminary comments only. 2.
