New Hanover County’s Technical Review Committee (TRC) will meet Wednesday, September 18, 2024
at 2:00 p.m. to discuss the below items.

Item 1: SITECN-24-000035 – 6910 Sidbury Road – Faith Community Church
Request by Faith Community Methodist Church for a new 19,500 sq ft church. The site is
located at 6910 Sidbury Road and is 2.03 acres, zoned R-15. The engineer is Austin Scheib with
Hanover Design Services, P.A. (ascheib@hdsilm.com), the case planner is Zach Dickerson
(zdickerson@nhcgov.com, 910-798-7450)
Item 2: SUBPP-24-0009 – Edgewater Villas
Request by Gerald Dean Hardison, Manager of McClammy Farms, LLC
(dean@hardisonbuilding.com) for a 44 unit townhome development. The site is located at
parcel ID: R03700-004-190-000 (unaddressed) and is 7.32 acres, zoned (CZD) R-7. This site was
rezoned in 2022, rezoning case Z22-05. The engineer is Jason Clark with Norris & Tunstall
(jclark@ntengineers.com). The case planner is Amy Doss, (adoss@nhcgov.com, 910-798-7571).

Subject: 6910 Sidbury Road – Faith Community Methodist Church - TRC Review
The following comments have been received for the September 18, 2024, TRC meeting. Additional
comments may be made upon further review of subsequent revisions.
Please note: following the TRC meeting, a revised preliminary plan addressing each of the below items
must be resubmitted prior to receiving preliminary plan approval.
Planning, Zach Dickerson 910-798-7450
1. General Comments
a. The site plan states that this property is zoned (CZD) B-1, but my records show that it is
R-15.
i. Where did the (CZD) B-1 come from? Just want to make sure we are on the same
page.
ii. Page 3 notes that the zoning is just B-1.
iii. Page 6 notes the zoning as R-15, which reflects our records.
b. Use: Religious Assembly, R-15 permitted by-right.
2. UDO Section 5.1, Parking and Loading
a. Parking for religious assembly is based on number of seats in largest assembly area.
b. One space is required for every 5 seats in the largest assembly area.
c. Please confirm number of seats in both the proposed church and future expansion, and
please confirm whether the future expansion will house the assembly area?
d. As of June 17, 2024, any development requiring 25 or more parking spaces is required to
run conduit for Electric Vehicle Parking.
i. This is required for 20% of parking spaces, capping at 15 spaces.
ii. 136 parking spaces are shown on the site plan, 20% is 27 but cap is 15.

iii. Please show on the site plan the 15 spaces to which the conduit will be run.
3. UDO Section 5.2, Traffic, Access and Connectivity
a. Please note that no building permit for any structure shall be issued which requires
NCDOT approval for a Driveway Permit until NCDOT has issued the permit approval.
Evidence of approval shall accompany the application for building permit.
4. UDO Section 5.3, Tree Retention
a. For the trees that are planned for removal on the site, please submit for a Tree Removal
Permit.
b. It would be helpful for the processing of that permit if on the tree table shown on page 4,
there is a column showing the trees that are planned to be removed.
i. Is this what the graying/highlight is intended for? It appears so, just want to
confirm. If so, that works too.
5. UDO Section 5.4, Landscaping and Buffering
a. Please submit a landscape plan with the site plan, including transitional buffers,
foundation plantings, parking lot landscaping, and street yard.
b. The trees retained on the northern portion of the site adjacent to Sidbury Road can be
used towards the street yard requirements.
c. Please refer to Section 5.4 of the UDO for specific standards for landscaping.
6. UDO Section 5.5, Lighting
a. Please note that a lighting plan is not required for TRC approval, but will be required prior
to issuance of construction plan approvals.
b. Is any lighting proposed for the site?
7. UDO Section 5.6, Signs
a. For any signs on the site, please submit for a sign permit, referencing Section 5.6 of the
UDO for standards.
8. UDO Section 5.7, Conservation Resources
a. New Hanover County Conservation Resource Overlay Map indicates that the entire site
contains the Pocosin Conservation Resource. Because the site is greater than 5 acres, this
triggers the Conservation Resource Standards, laid out below:
i. Per Table 5.7.3.A.5, Pocosin requires the total amount of the resource on the site
to be multiplied by the Conservation Space Factor of 0.5.
ii. For the total site acreage of 8.9 acres, this calculation comes to 4.45 acres of
conservation space required on the site.

iii. The wetlands noted on the site can be set aside towards this requirement and
will remain as conservation space, but this needs to be noted on the site plan and
the calculations shown on the site plan.
b. It appears that a portion of the future expansion and some of the parking will be located
in wetlands on the site. Have you spoken with the Army Corps of Engineers about this?
i. See comments later in this comment sheet from the Army Corps on wetland
permits.

2. A fire hydrant shall be placed at one of the entrances on the CFPUA water line.
3. If the building is to be sprinklered then a fire hydrant shall be within a 100 foot of the FDC

5. Upon construction any Fire Alarm / Fire sprinkler permitting will be required

1. A land disturbing issued by the County is required for this project. Please digitally submit the
permit application documentation with requisite review fees for County issued permit directly
to gjamison@nhcgov.com. Application and forms can be found at
https://www.nhcgov.com/249/Sediment-Erosion-Control.
2. A County stormwater permit issued by the County is required for this project. Please indicate in
plan view the anticipated location and size of the stormwater control measure (SCM). Please
digitally submit the permit applications documentation with requisite review fees to the COAST
online permit portal (https://newhanovercountync-
energovpub.tylerhost.net/apps/selfservice#/home). Applicable forms can be found at
https://www.nhcgov.com/251/Stormwater however the application form is not required as the
information will be gathered by the COAST portal.
3. Please contact the State for the stormwater permit modification requirements.
4. It is assumed an underground stormwater control measure (SCM) is proposed as there was no
space allocated for an SCM on the site plan. Please include the approximate size with the TRC
submission.

5. A drainage easement sized in accordance with Section 2.6.5 of the NHC Stormwater Design
Manual will be requested for the existing ditch located along the eastern boundary of the
property.

1. Site plan reflects potential connection to CFPUA Sewer. Site must connect to CFPUA sewer or
appropriate septic system applications submitted and permits must be obtained. This may be
done through NHC Environmental Health or by a Private Consultant through private option
permitting. Due to the poor soils in this area it is highly suggested that a Private Soil Scientist
evaluate the property if public sewer cannot be obtained. Design for the 680 seat church will
incur a septic system flow of between 1360 GPD-3400 GPD. This will require a substantial
amount of drain field area

within 3 miles of the site location. R-3300A is scheduled for construction in 2026.
• Please clarify proposed land uses for schools or daycare for this project or future

An NCDOT Driveway Permit is required. Submit plans in accordance with pages 14 and
15 of the Policy on Street and Driveway Access to North Carolina Highways to include
access locations within 500’ of the proposed access on both sides of the State Road.
Submit to the local NCDOT District Engineer’s Office.

NCDOT Encroachment Agreement:
An NCDOT Encroachment Agreement is required for any utility connections or

Engineering Studies
The applicant may be required by the District Engineer to submit studies based on, but not limited to, the parameters outlined
herein. If study requirements of the local government agency are more restrictive than the NCDOT requirements, then local
government requirements will govern. However, this does not imply that the NCDOT is obligated to approve entrance designs
that are too constrictive to allow smooth and safe traffic flow. All studies including, but not limited to, Traffic Impact Analyses
(TIA), traffic signal studies, and drainage studies, must be prepared under the direct charge of and sealed by a North Carolina
