New Hanover County Hispanic/Latino Commission
June 25, 2024 – 5:00 PM
I. Call to Order: Meeting called to order at 5:00 p.m.
Members present: Dr. Andres Afanador, Dr. Amanda Boomershine, Joseph Casares, Lambeth
Chalk, Gabriel Guerra, Janeth Howard, Natalie Picazo, Gustavo Rodea, Maria del Carmen
Rodriguez Morales, Dr. Edelmira Segovia, Helen Tarokic
Members absent: None
Staff: Monica Rohena
II. Approve Agenda
Motion to approve agenda. Maria – Motion. Andres – Seconded it.
III. Approve Minutes
Motion to approve March 2024 minutes. Andres – Motion. Gabriel – Seconded it.
Motion to approve April 2024 minutes. Helen – Motion. Gabriel – Seconded it.
IV. Chair Comments
HB10 and FaithAction ID coming up. We will have discussion on nominations and securing the
date for our annual report which will fall within Hispanic Heritage Month.
Nominations:
Chair: Joseph
Vice Chair: Joseph, Gabriel and Amanda
Secretary: Lambeth
Gabriel declined Vice Chair nomination.
Lambeth accepted the nomination for Secretary.
Amanda accepted the nomination for Vice Chair.
Joseph accepted the nomination for Chair.
Monica will make an official notification to the Commission.
There is no position for Treasurer because we do not have a budget.
If a budget is requested (for copies, etc.) it gets sent to Monica as Liaison, then to Linda who
then evaluates it.
V. Committee Updates
1. Information and Civic Engagement Subcommittee (Helen, Gustavo, Edel)
● They have the calendar set up for their meetings.
● They shared a handout.
● They had a small discussion about concerns of HB10 and how that may impact the
community.
● They discussed Social Services in the community and sent questions to the county manager.
● They have a copy of the Governor’s Advisory Council for Hispanic and Latino Affairs
Resolution that came out in February 2024. This subcommittee will work on a version to
present to our Commission to consider. We have to revise the one from the Governor’s
because theirs focuses on the state and we focus on the county.
● Helen shared a video via email “FB Live with Helen Tarokic on Shepherd/ASPIRE”.
● Helen also shared a video via email “new Biden immigration announcement June 2024” but
this was not discussed in the subcommittee meeting.
2. Advocacy for Public Education Subcommittee (Amanda, Andres, Natalie)
● Met last month and had their first community speaker Luisa Palacio who is in charge of
ESL/MEP. We wanted to hear from her on how we can support her. What were her wish list
items? Professional development was her number one ask, which meant teaching core
educators on how to work with ESL students. Not necessarily on expanding or growing ESL
programs. She has very few resources to do this, it is basically her. They do not have a
formal curriculum and it costs money. There are two schools where they a curriculum. She
heard from one and is waiting to hear from the other about what they use. Bottom line is
funding for these curriculums. To clarify this curriculum would be specifically for ESL
instructors.
● Maria Black was emailed and an auto reply stated that there are zero Parent Liaisons during
the summer. Any new family that arrives during the summer gets zero support. They used to
have one person working 20 hours per week.
● There are many budget cuts.
● Title 1 funds are given. The county has the discretion on how they use these funds.
● It is the understanding that the county has been operating on excess funding for a number of
years and the cut is to balance it to what it should be, this is directly from the Superintendent.
3. Language Equity Subcommittee (Gabriel, Maria, Janeth)
● Maria brought copies of the survey to have members help finalize the last question before
sending it to Linda for approval so that Gabriel can send it to all non-profits.
● Finalized the survey.
VII. Old Business
● Meeting hosted by the Latino Alliance at the UNCW campus for the County Sheriff to
inform us how the Sheriff’s office is handling and managing the new HB10 policy. Must
RSVP and include any questions you have.
● We can bring what we learn from this meeting to this table at our next meeting.
VIII. New Business
Annual Report will be held on September 16 at 9:00am. If we do a presentation, it must be sent to
them no later than September 9.
Logo design is up to us to come up with that. It would be ideal to have one approved by
September 9. Send ideas to Lambeth.
If we have needs such as printing and that kind of support, we send a request for the need and not
the funds. They have their own vendors and systems.
IX. Other Business
1. Nominations Working Group
Met with Maria van de Bovenkamp this past week. Did a preliminary draft for the New

Hanover County Equity Awards. The deadline is the 19 of July.
2. Upcoming Events
July 12, 13, & 14, 2024 - CERT training in Spanish (Curso Equipo Comunitario de
Respuestas a Emergencias) – Needs 10 people in order for training to occur. No cap.
Anyone in the community that is available can sign up. The more people that get trained,
the more flexibility there will be.

meeting at UNCW Burney Center 601 S. College Road, Wilmington. Open to the Public.

X. Public Comments
Marimer wanted to remind us about The Governor’s Advisory Council will hold their meeting at
UNCW Burney Center. They are expecting 50 Governor’s Council members. Tell your family
and friends because we want a good representation of Latinos here. The Governor will not be in
attendance. His assistant Cristina España from the Office of Diversity and Inclusion will be in
attendance.
