HomeMy WebLinkAbout2024-07-23 NHCHLC Minutes New Hanover County Hispanic/Latino Commission July 23, 2024 – 5:00 PM I. Call to Order: Meeting called to order at 5:05 p.m. Members present: Dr. Andres Afanador, Dr. Amanda Boomershine, Gabriel Guerra, Janeth Howard, Natalie Picazo, Maria del Carmen Rodriguez Morales, Helen Tarokic Members absent: Joseph Casares, Lambeth Chalk, Dr. Edelmira Segovia, Gustavo Rodea Staff: Monica Rohena II. Approve Agenda Motion to approve agenda. Helen – Motion. Andres – Seconded it. III. Approve Minutes Motion to approve June 2024 minutes. Andres – Motion. Janeth – Seconded it. IV. Chair Comments Amanda represented Joseph as Chair in his absence. Amanda thanked Maria for taking notes nd this past year. Joseph asked Amanda to welcome members to the 2 term of the Hispanic/Latino Commission. Amanda asked Monica to forward the attendance policy to all members. Monica will be taking notes in the absence of Lambeth. Monica suggested to the group that, in the future, they may consider cancelling a meeting in the summer due to school break and vacations. V. Committee Updates 1. Information and Civic Engagement Subcommittee  Helen advised that they are still working on the revision of the Governor’s Advisory Council for Hispanic and Latino Affairs Resolution to be presented to the NHC Board of Commissioners. They hope to have it completed by the meeting in August.  Helen advised that she heard back regarding the Anti-trafficking training and the County has had very few trainings. She has sent referrals to Shepherd. She said that more outreach needs to be done.  Helen shared that FB live with Latino Alliance was recorded and hopefully will be seen throughout the County. 2. Advocacy for Public Education Subcommittee  Andres suggested inviting all candidates to the Public Comments session of the H/L Commission meetings.  The Committee is working on the information to present to the Commissioners specifically what the H/L Commission has done this year and some specific recommendations.  New climate in the school system, budget cuts. No Parent Liaisons during the summer to help with new families. 3. Language Equity Subcommittee  Gabe advised that the Survey has been completed and sent to Monica for NHC review and approval. Once it is approved Monica will create a FORMS survey with information and questions provided, and then will forward to Gabe with the link.  The group plans to meet in two weeks  Gabe advised that he plans to reach out to Mari McKenzie regarding the Language Access Plan to see what the H/L Commission can do to help. VI. Old Business 1. H/L Logo Design – Amanda has emailed Lambeth regarding the logo but has not received it. She plans to ask her this weekend at the Faith Action ID event. 2. HB10 – Sheriff, Chief Deputy and Victims Advocate attended the HB10 information session. Per the Sheriff, nothing will change in the Sheriff’s Office; they will continue to do the same as they have been doing for years. Helen discussed a client’s case in which the client was involved in a car accident and was held at the scene for over 40 minutes. Client has a T Visa and deportation order. Sheriff insisted that they will not pull up immigration status unless they are brought to the station and booked; but if there is reasonable suspicion of a crime they can be held at a stop. Sheriff also reiterated that all officers are aware of the Faith Action ID and will accept as a form of ID. Helen suggested future HB10 meetings with presentations. CWS (Church World Services) has offered to do a presentation. 3. CERT Training – Maria advised that 16 volunteers were trained as Certified Emergency Response Team responders in Spanish. They received manuals and participated in practice exercises. There are additional free classes offered online for further education. CERT will be facilitating a simulation exercise in December. Volunteers are required to purchase their own equipment, supplies and First Aid kits. Volunteers are part of a What’s App NC CERT Latino group. One thing that the trainers continuously reiterated was that their safety is first. VII. New Business th 1. Annual Report will be held on Monday September 16 at 9am; presentation must be th submitted to Commissioners by September 9. H/L Commission will prepare a report and a presentation that needs to be less than 10 minutes. Edel and Joseph will do the presentation. Subcommittees need to submit recommendations to be included in the report. Edel will draft the presentation and email to the group for their review before the next meeting. 2. The American Red Cross would like to offer a CPR class in Spanish to the H/L Commission members. 3. Joseph has been assigned to the Information and Civic Engagement Subcommittee. VIII. Other Business 1. Upcoming events  July 26, 2024, 3:00pm to 7:00pm and July 27,2024, 9:00am to 3:00pm – FaithAction ID at UNCW Morton Hall  August 15, 2024, 11:30am to 3:00pm – The Governor’s Advisory Council will hold their meeting at UNCW Burney Center 601 S. College Road, Wilmington. Open to the Public.  August 16, 2024, 3:00pm-6:00pm – Teacher Appreciation Event at DC Virgo Preparatory Academy, 813 Nixon St., Wilmington. Supplies for NHC Public School teachers.  August 17, 2024, 10:00am – 12:00pm (Please arrive by 9:45am) - Spanish Estate Planning class that Cape Fear Habitat for Humanity will be offering with Legal Aid presenting information in Spanish on Wills, Power of Attorney, and Heir Issues at 3310 Fredrickson Road, Wilmington, NC 28401 (Cape Fear Habitat for Humanity Administration Building) RSVP Link: https://s.surveyplanet.com/ckvtdw12  August 17, 2024, 12:00pm-3:00pm – Annual WIMA Back 2 School Festival at DC Virgo Preparatory Academy, 813 Nixon St., Wilmington. Public Comments Carina from Casa Interpretation & Translation advised that she is working on a project to build bridges with the NHC Libraries and the Latino community. She is planning to send a survey to the Latino community regarding book preferences and reading interests. She also plans to reach out to local non-profits regarding the services/resources they provide. XI. Adjourn: Meeting was adjourned at 6:14pm. Motion to adjourn the meeting. Amanda – Motion.
