Good afternoon,
I agree, removing the crossing areas from the density calculation would resolve that.
The Conservation place type in the Comprehensive Plan does not prohibit by-right development. It would have an
impact if the property was going through the rezoning process.
The Community Mixed Use place type does generally support commercial development if that area is going to be
rezoned. Though there are other considerations that go into the rezoning process.
From a technical standpoint, it could be feasible depending on the size of the building but there will be parking,
landscaping, and setbacks to consider.
The area could remain RA and be used for an amenity center meeting Section 5.8.

Sorry – one more question-
The conservation designation does not preclude residential development on the uplands, correct? Even if some of
the pockets of uplands are within the conservation area?
- And, I believe you were looking into this: Will the community mixed use place type along the front of the
parcel at Castle Hayne be suƯicient to create a small commercial village on the small uplands area at the
road?

Good afternoon,
Looking through previous emails, the questions were specific to potential zoning changes so the calculations were
not based on the current RA zoning.
The current RA zoning district allows a maximum of 1 dwelling unit per acre in performance residential
development.
Provided all the areas of Class IV soils are conserved, the full acreage could be counted towards the density
calculation.
At 4,020.96 acres, provided the Class IV soils are conserved, the maximum unit count would be 4,021 (rounding up
to the nearest whole number).
A rough estimate from the GIS shows approximately 2,700 acres are Class IV soils. That number can be amended
by providing a soil analysis. If the Class IV soils are not conserved it could reduce the maximum unit count to
approximately 1,321 units.
