New Hanover CountyABC Board Meeting Minutes September 19, 2024 I. Call to order Chair Angela Barr called to order the regular meeting of the New Hanover County Alcoholic Beverage Control Board at 9:00 am on September 19, 2024 at the General Office, 6009 Market Street, Wilmington, NC. II. Chairman confirms duorum The following Members of the Board were present_ Angela Barr, Chair Louis Burney, Jr., Vice Chair Cedric Dickerson, Member Bruce Shell, Member Others in attendance were: Charles Hill, General Manager James Casteen, Assistant General Manager Kathy Clark, Finance Off cer/Board Secretary Lauren Iammatteo, Outreach & Communications Specialist Kemp Burpeau, Legal Counsel Lt. Josh Cortes, NHC Sheriff Department Chief Deputy J. A. Hart, NHC Sheriff Department III. Conflict of Interest Reminder Ms. Barr verbally confirmed that the Board members had read the following ethics reminder: "In accordance with General Statute 18B-201, it is the duty of every Board member to avoid both conflicts of interest and appearances of conflicts. Does any member have any known conflict of interest or appearance of conflict with respect to any matters coming before the Board today? ff'so, please identify the conflict or appearance of conflict and refrainfrom any undueparticipation in theparticular matter involved. " Let it be recorded that no conflicts were identified by any Board member regarding this Board meeting. IV. Consent A ends Items of Business Ms. Barr presented the minutes from the Regular Meeting of July 18, 2024. Mr. Burney I I P a g e made the motion to approve the minutes as written. Mr. Dickerson seconded the motion, all approved. Ms. Barr presented the proposed meeting agenda. Mr. Dickerson made the motion to approve the agenda as written. Mr. Burney seconded the motion, all approved. V. Regular Agenda Items of Interest Audited Financial Report for FY 23/24 — Mr. David Boyce, Assurance & Tax Director, and Mr. Joshua Anderson, Assurance Associate Director, with Dean Dorton Allen Ford, PLLC presented the Audited Financial Report for the year ended June 30, 2024. They reported the total gross sales in 2024 were $72,435,279 and 2023 were $71,016,025; Gross profit on sales for 2024 of $19,143,304 and for 2023 of $18,713,423. They reviewed the Statement of Net Position with the Board. Mr. Shell made a motion to approve the audited financial report for the fiscal year ended June 30, 2024. Mr. Dickerson seconded the motion, and all approved. Finance Committee Items — Ms. Clark advised the Board that the Finance Committee met on August 27, 2024. In the FY 24/25 Budget there is a Capital Outlay for Carolina Data upgrades for equipment of $120,000. They reviewed a quote from Carolina Data for new PC's for the office of $16,061. The purchase of upgrading inventory scanners and PC's for all store locations for $106,828. With these two upgrades this will exceed the budgeted amount by $2,889. The Finance Committee agreed and made motion to purchase the PC's for the office at $16,061. With motion coming from the Finance Committee, no need for a second, all approved. The Finance Committee was advised that over the past several months our stores have been experiencing issues with a lag time in the internet with processing credit card transaction. Also, we have seen a slowdown in viewing surveillance videos at the store Iocations. The Committee reviewed quote provided by Segra to increase the internet speed from 20mg to 50mg at all store locations. This is with an increase cost to the Board of $12,974 per year, with a three-year contract. The Finance Committee agreed and made motion to increase the internet speed at all store locations to 50mg, at a cost of $12,974 per year. With motion coming from the Finance Committee, no need for a second, all approved. • FY 24/25 Bud et Amendment #001 — Ms. Clark presented FY 24/25 Budget Amendment #001 (Attachment "A") to increase Capital Outlay of Carolina Data Upgrade by $2,889 and increase Telephone & Internet by $12,974, for a total Budget Amendment of $15,863. Mr. Dickerson made motion to approve FY 24/25 Budget Amendment #001. Mr. Burney seconded the motion, and all approved. VI. Administrative Reports • ABC Law Enforcement Officers' Unit Monthly — (ALE) Report for August was presented by Lt. Josh Cortes, NHC Sheriff's Department. Please see the attached LE 21 Page Monthly Reporting Numbers from the North Carolina ABC Commission website (Attachment "B"). Financial Statements — Mr.. Casteen and Ms. Clark presented a copy of the Board Financial Statements for August, 2024. The financial. Statement showed, the Actual - to -Actual comparison Gross Sales more than the prior August by $321k (4.98%), Operating Expenses more than prior August by $26k (4.32%), and Income from. Operations more than prior August by S77k. • Outreach & Communications Update — Ms. lammatteo provide an update to the Board on the post on social media over the last month. General Manaffer Updates Purchase of 4840 Carolina Beach Road — Mr. Hill advised the Board that the current owner is still working on bringing the retention pond back up to code. Discussion was made concerning closing on the property if work is not completed before closing on September 30, 2024. Mr. Burney made motion to close when the retention pond is brought back to compliance. Mr. Dickerson seconded the motion, and all approved. Mr. Hill requested for security system installation and rekeying of building once closed oil 4840 Carolina Beach Road at a price not to exceed $3,000. Mr. Shell made motion for security system installation and rekeying of building not to exceed $3,000. Mr. Burney seconded the motion, and all approved. VI11. Adioui-nrnent Ms. Barr advised the Board the next regular Board Meeting is scheduled for Thursday, October 17, 2024 at 9:00 am at the General Office, 6009 Market. Street, Wilmington, NC. Mr. Shell made the motion to adjourn the meeting; Mr. Dickerson seconded the motion, and all approved.
