Section 2: Explanation
BA 25-016 budgets grant funds received from the Department of Homeland Security Federal Emergency Management,2024
Port Security Grant Program(PSGP). Funds will be used to purchase four portable radios for the Marine Unit deputies
allowing deputies to board suspicious vessels and share security risks with other agencies immediately,in real time,without
having to disembark to access the radios affixed to the Marine Unit's fleet vessels.Total cost is$35,336,(grant funds$26,502
and 25%match$8,834). The match is currently budgeted in the Sheriffs Office budget.
BA 25-017 budgets funds received from the FY25 Governor's Highway Safety Program grant that will continue to fund salary
and fringe for the Forensic Laboratory chemist position and related supplies and training.No county match is required.
Appropriated Fund Balance will be used to balance funds already budgeted on the expense side.
BA 25-020 budgets overtime reimbursement from the FBI Task Force during July and August 2024.
BA 25-021 budgets vehicle insurance proceeds for two wrecked vehicles,a 2022 Dodge Ram and a 2019 Dodge Durango,
Funds will be used for replacement vehicles.

This ordinance shall be effective upon its adoption.
NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of New Hanover County,North Carolina,
that the Ordinance for Budget Amendment(s)25-016,25-017,25-020 and 25-021 amending the annual budget ordinance for

DOMESTIC VIOLENCE AWARENESS MONTH PROCLAMATION
WHEREAS, domestic violence transcends all ethnic, racial, gender, and socioeconomic boundaries,
weakening the very core of our community; and
WHEREAS, the effects of domestic violence are far-reaching and may have lifetime implications for
families,the criminal justice system, and our community; and
WHEREAS, Domestic Violence Shelter and Services, Inc. provides emergency crisis intervention, ongoing
support, and services in New Hanover County for victims and survivors of domestic abuse; and
WHEREAS, 1,849 adults and 247 children received direct services, including court accompaniment,
advocacy, empowerment groups, and counseling; and 127 adults and 98 children received emergency
shelter through Domestic Violence Shelter and Services, Inc. in the year 2023; and
WHEREAS,on September 4,2002,Gladys Bryant,an employee of New Hanover County for more than two
decades, and on August 6, 2008,Tarica Pulliam, an employee of New Hanover County for two years, lost
their lives in acts of domestic violence, reminding their coworkers and friends of the prevalence and
devastating consequences of domestic violence; and
WHEREAS, many other individuals throughout New Hanover County and the United States find
themselves in abusive relationships and need a safe and empowering environment; and
WHEREAS,this year's theme, "Planting the Seed,"serves as a call to action for the citizens of New Hanover
County to uplift the autonomy and strength of survivors and to encourage one another to live lives free
from violence.
NOW, THEREFORE, BE IT PROCLAIMED, that the New Hanover County Board of Commissioners is
committed to addressing domestic violence in all its forms, creating a community that upholds strong
values,fosters safe and loving homes for all families,and encourages citizens to work together to prevent
and eliminate domestic violence. The Board further proclaims October 2024 as Domestic Violence
Awareness Month in New Hanover County.

NATIONAL SUBSTANCE ABUSE PREVENTION MONTH PROCLAMATION
WHEREAS, data indicates that in 2O22, there were a record number ofNorth Carolinians who died from
drug overdoses, an average of12 per day or41.q per 1OO,00O population; and
WHEREAS, between 2018 and 2022, there was a 97% increase in the rate of overdose deaths in rural
communities in North Carolina; and
WHEREAS,data suggests that in 2022,90%of overdose deaths in North Carolina were unintentional;and
WHEREAS, data estimates that there were 7,7l4,S21 drug-related Emergency Department /ED\ visits in
the U.S. in 2022. In 2023, in North Carolina, there were an estimated 17,171 ED visits related to drug
overdoses; and
WHEREAS,the loss of quality of life and the statistical value of death accounted for 84%of the total cost
of Substance Use and related Overdose Deaths in the U.S.; and
WHEREAS, comprehensive, community-based prevention efforts that incorporate culturally responsive
actions to address disparities in drug overdose deaths and the inequities that contribute tothem are
effective; and
WHEREAS, we must prevent future addiction and address trauma by supporting children and families,
increasing access to treatment and related support, and enhancing education and awareness; and
WHEREAS, we commit to remembering those who have lost their lives to substance abuse, to
acknowledging those in recovery, and to supporting the children, parents,family, and friends touched by
substance abuse.
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of Commissioners, that
October 2024 will be recognized as National Substance Abuse Prevention Month in New Hanover County.

BREAST CANCER AWARENESS MONTH PROCLAMATION
WHEREAS, in 2024L a staggering 12,724vxornen residing in North Carolina are expected to receive the
daunting diagnosis of breast cancer, with a prediction of 1,544 lives lost to this devastating disease; and
WHEREAS,women in North Carolina face a one-in-eight lifetime risk of developing breast cancer, marking
it as the second leading cause of cancer-related deaths among women in the United States; and
WHEREAS,the impact of breast cancer is notably higher among Black women compared to white women,
with driving factors including disparities in income, education, and access to healthcare services,
underscoring the critical need for enhanced breast cancer screening and early detection initiatives;and
WHEREAS, early detection of breast cancer is crucial to improving survival rates and can be achieved
through regular mnomrnoQrarn screenings and follow-up testing as indicated, enabling prompt and
effective treatment that can ultimately save lives; and
WHEREAS, adopting a healthy lifestyle that includes physical activity, maintaining a healthy weight, and
limiting alcohol consumption may help reduce the risk of developing breast cancer; and
WHEREAS, the North Carolina Breast and Cervical Cancer Control Program (BC[[P) steadfastly extends
free or low-cost breast and cervical cancer screenings, along with necessary follow-up care, to eligible
uninsured orunderinsured women; and
WHEREAS, awareness of health information, educational resources, treatment options, and support
networks empowers individuals grappling with breast cancer to seek and receive appropriate care and
resources essential for enhancing their overall quality of life; and
WHEREAS, community organizations, healthcare providers, and businesses can play a pivotal role in
supporting and encouraging women to prioritize breast health and obtain necessary screenings.
NOW, THEREFORE, BE IT PROCLAIMED, by the New Hanover County Board of Commissioners that
October 2024 will be recognized as Breast Cancer Awareness Month in New Hanover County,and in doing
so, encourages all women to obtain regular health screenings to promote the early detection of breast
cancer.

RESOLUTION SUPPORTING OPERATION GREEN LIGHT FOR VETERANS
WHEREAS,the residents of New Hanover County hold deep respect, admiration, and gratitude for all the men
and women who have selflessly served our country and community in the Armed Forces; and
WHEREAS, the contributions and sacrifices of those who served have been essential in preserving the
freedoms and way of life enjoyed by our citizens; and
WHEREAS, New Hanover County seeks to honor those who have sacrificed for our, freedom by placing
themselves in harm's way for the good of all;and
WHEREAS,veterans continue to serve our community through veteran service organizations,religious groups,
civil service, and other local organizations, providing support to fellow former service members; and
WHEREAS, New Hanover County is home to over 15,000 veterans, and through comprehensive benefits
counseling, claim development, and community outreach, New Hanover County Veteran Services assists an
average of 2,000 veterans and eligible family members annually in obtaining, retaining, and increasing the
benefits they are entitled to through the Department of Veterans Affairs and other agencies; and
WHEREAS, approximately 200,000 service members transition to civilian communities each year, and an
estimated 20 percent increase of service members is expected in the near future; and
WHEREAS, studies indicate that 44-72 percent of service members experience significant stress during their
transition from military to civilian life and face a high risk of suicide during their first year after service; and
WHEREAS, New Hanover County appreciates the sacrlfices made by Our United States military personnel and
believes they deserve special recognition; and
WHEREAS, New Hanover County Veteran Services is proud to support veterans and their families and will
participate in Operation Green Light by illuminating the Health and Human Services Building and the Senior
Resource Center in green to show veterans they are seen, appreciated, and supported.The buildings will be
illuminated from Monday, November 4th,through Friday, November 15th,
NOW, BE IT RESOLVED,that the New Hanover County Board of Commissioners declares this a time to salute
and honor the service and sacrifice of our veterans. In observance of Operation Green Light, New Hanover
County encourages its citizens to display a green light in a window of their business or residence from
November 4th through November 15th.
