These are preliminary comments and are based on the plans as submitted for the proposed
site. They are subject to further review upon receipt of any additional information.
Subsequently, additional comments and/or requirements may be necessary for this site.
General Comments:
NCDOT Driveway Permits, and Encroachments are submitted through the NCDOT
Online Portal.https://connect.ncdot.gov/municipalities/Utilities/Pages/help.aspx
NCDOT Driveway Permit:
An NCDOT Driveway permit has been submitted to NCDOT for review.
x Permit # D033-065-24-00079.
Submit plans in accordance with pages 14 and 15 of the Policy on Street and Driveway
Access to North Carolina Highways to include access locations within 500’ of the
proposed access on both sides of the State Road. Submit to the local NCDOT District
Engineer’s Office.
x Refer to the NCDOT checklist (included) for required documents and site plan
information.
NCDOT Encroachment Agreement:
An NCDOT Encroachment Agreement is required for any utility connections or
installations within the NCDOT right-of-way (form 16.6).
x No private utilities are allowed to run parallel in the NCDOT right-of-way.
An NCDOT Encroachment Agreement is required for any sidewalk or multi-use paths
installed within the NCDOT right-of-way (form 16.6).

Required Roadway Improvements:
Roadway improvements are required per the approved TIA (included):
x The required roadway improvements can be incorporated into the driveway
permit and will not require a separate encroachment agreement.
Refer to the NCDOT Roadway Design Manual for help with the design of any required
roadway improvements.
x Figure 8-10 Recommended Treatment for Turn Lanes (Included).
Site Plan Comments:
Hydraulic calculations and associated plan sheets will need to be submitted for the site.
x This will be reviewed by the NCDOT Hydraulics Unit.
Include/update the NCDOT Standard Drawings (2024) that are applicable to the
development.
x Sheet C7.4
The proposed driveways need to be designed accordingly to allow for the ingress and
egress without any conflicts.
The proposed pavement design and the limits of the final layer of asphalt will be
reviewed during the driveway permit review.
Sight Triangles and Sight Distance:
x Show and label the 10’ X 70’ NCDOT sight triangles.
o No obstructions shall be placed within the NCDOT sight triangles.
x Show and label the stopping sight distance.
o No obstructions shall be placed within the stopping sight distance.
o Reference table 3-1 below for design requirements.
Label the internal protection stem length for the proposed driveway connection.
x Measured from the right-of-way line.
x These will need to meet the minimum requirements of the approved TIA.

RE: Approval with conditions for the Traffic Impact Analysis (TIA) associated with the Sheetz (Shade Tree)
commercial development in New Hanover County, NC
Dear Mr. Hochanadel,
The WMPO, NCDOT and New Hanover County staffs have reviewed the Sheetz (Shade Tree)TIA (sealed
January 23, 2024) and based on the information provided and conversations held to date, it is our
understanding that the proposed development will be built in 2025 and consist of the following:
ITE Land Use Code 945 – 6,139 SF of Convenience Store/Gas Station with 12 vehicle fueling positions
The following improvements are required of this development:
US 421 (Carolina Beach Rd) and SR 1262 (Horn Rd) (Left-in/Right-in/Right-out intersection)
o No improvements are required.
US 421 (Carolina Beach Rd) and SR 1197 (Silver Lake Rd)/SR 2361 (Shade Tree Lane)(Signalized
intersection)
o Extend the southbound left turn lane on US 421 (Carolina Beach Road) to provide 300 feet of storage,
appropriate full-width deceleration, and taper.
o Extend the northbound left turn lane on US 421 (Carolina Beach Road) to extend the full width storage
by 100 feet. The existing 200-foot taper may be reduced to 100 feet in length to accommodate this
improvement.
US 421 (Carolina Beach Rd) and Site Access 1 (Right-in/Right-out intersection)
o Construct a northbound right turn lane on US 421 (Carolina Beach Road) with 175 feet of storage,
appropriate full width deceleration and taper.
o Construct site access (westbound approach) with an internal protected stem of 100 feet, measured
from the right-of-way line and configured as right-in/right-out operation.
o Provide stop controls for westbound approach.

1. LOCATION OF PAVEMENT MARKINGS SHALL CONFORM TO NCDOT PAVEMENT MARKING STANDARDS. APPLICATION OF
PAVEMENT MARKINGS SHALL BE DONE IN ACCORDANCE WITH SECTION 1205 OF THE N.C. DIVISION OF HIGHWAYS
STANDARD SPECIFICATIONS FOR ROADS AND STRUCTURES HANDBOOK (2024 EDITION) WITH REVISION(S) THERETO.
2. ALL EXISTING PAVEMENT MARKINGS SHALL BE ERADICATED PER NCDOT SPECIFICATIONS PRIOR TO PLACEMENT OF
MARKING SHOWN HEREIN.
3. THE CONTRACTOR SHALL BE REQUIRED TO PRE-MARK THE PAVEMENT PRIOR TO ACTUAL APPLICATION OF MARKINGS
WITHIN THE NCDOT RIGHT OF WAY. THE CONTRACTOR SHALL SCHEDULE A PRE-MARKING INSPECTION REVIEW WITH THE
NCDOT DISTRICT ENGINEER AT LEAST ONE WEEK PRIOR TO MARKING. PAVEMENT MARKINGS SHALL NOT BE INSTALLED
UNTIL AFTER FIELD REVIEW AND APPROVAL BY THE NCDOT DISTRICT ENGINEER.
4. PAVEMENT MARKINGS SHALL MATCH TO AND ALIGN WITH EXISTING CONDITIONS AND MARKINGS. THE CONTRACTOR SHALL

GRADING AND STORMWATER MANAGEMENT NOTES
1. ALL SITE WORK SHALL BE DONE IN ACCORDANCE WITH THE PLANS
PREPARED BY TIMMONS GROUP, THE CURRENT REQUIREMENTS OF NEW
HANOVER COUNTY, THE APPLICABLE SECTIONS OF THE NCDOT STANDARD
SPECIFICATIONS FOR ROADWAY CONSTRUCTION, AND ALL OTHER
PERTINENT FEDERAL AND STATE LAWS.
2. THE CONTRACTOR SHALL COMPLY AT ALL TIMES WITH APPLICABLE
FEDERAL, STATE AND LOCAL LAWS, PROVISIONS, AND POLICIES GOVERNING
SAFETY AND HEALTH.
3. THE CONTRACTOR SHALL BE RESPONSIBLE FOR EXAMINING THE AREAS AND
CONDITIONS UNDER WHICH THE PROJECT IS TO BE CONSTRUCTED PRIOR
TO THE SUBMISSION OF A BID. SUBMISSION OF A BID SHALL BE CONSTRUED
TO MEAN THE CONTRACTOR HAS REVIEWED THE SITE AND IS FAMILIAR WITH
CONDITIONS AND CONSTRAINTS OF THE SITE. IF DISCREPANCIES BETWEEN
FIELD CONDITIONS AND DESIGN PLANS ARE DISCOVERED, CONTRACTOR
SHALL NOTIFY OWNER AND ENGINEER IMMEDIATELY.
4. BEFORE EXCAVATION, ALL UNDERGROUND UTILITIES SHALL BE LOCATED IN
THE FIELD BY THE PROPER AUTHORITIES. THE CONTRACTOR SHALL NOTIFY
NC 811. THE LOCATION OF ALL UTILITIES AND UNDERGROUND STRUCTURES
ARE APPROXIMATE AND MAY NOT ALL BE SHOWN. IT IS THE RESPONSIBILITY
OF THE CONTRACTOR TO DETERMINE THE EXISTENCE AND EXACT LOCATION
OF ALL UTILITIES AND UNDERGROUND STRUCTURES.
5. ALL EXISTING TREES, VEGETATION, PAVEMENTS, CONCRETE FOUNDATIONS,
STRUCTURES AND ORGANIC TOPSOIL SHALL BE STRIPPED AND REMOVED
FROM NEW CONSTRUCTION AREAS UNLESS NOTED OTHERWISE.
6. ALL SLOPES SHALL BE 2:1 (HORIZONTAL: VERTICAL) MAXIMUM UNLESS
NOTED OTHERWISE. ALL SLOPES 3:1 OR GREATER SHALL BE PERMANENTLY
STABILIZED WITH VEGETATION.
7. AN AS-BUILT DRAWING OF NEW UTILITY SERVICES MUST BE PREPARED BY
THE CONTRACTOR AND SUBMITTED TO THE OWNER UPON COMPLETION OF
THE PROJECT.
8. ALL AREAS NOT PAVED SHALL BE TOP SOILED, SEEDED, SODDED, MULCHED
AND/OR LANDSCAPE UNLESS OTHERWISE NOTED IN THE CONSTRUCTION
DRAWINGS, SITE SPECIFICATIONS OR INSTRUCTED BY THE OWNER.
9. CONTRACTOR SHALL REFER TO THE GEOTECHNICAL REPORT PREPARED BY
GEOTECHNOLOGIES, INC PRIOR TO INITIATION OF ANY EARTHWORK
ACTIVITY.
10. ALL ELEVATIONS SHOWN ARE REFERENCED TO BENCHMARKS ON THE
PROJECT SURVEY AND SHALL BE FIELD VERIFIED BY THE CONTRACTOR AT
GROUNDBREAKING.
11. ALL SPOT ELEVATIONS ARE REFERENCED TO THE FINISHED GROUND
SURFACE UNLESS NOTED OTHERWISE.
12. CONTRACTOR SHALL REFERENCE DETAILED BUILDING PLANS FOR EXACT
BUILDING DIMENSIONS, ELEVATIONS, AND UTILITY CONNECTION POINTS.
13. CONTRACTOR SHALL COORDINATE FUEL ISLAND CANOPY DRAINS
CONNECTION TO THE MAIN COLLECTOR PIPE WITH THE SHEETZ
CONSTRUCTION MANAGER AND PROVIDE ALL NECESSARY FITTINGS TO
MAKE THE CONNECTION TO THE MAIN COLLECTOR PIPE.
14. CONTRACTOR TO PROVIDE SHOP DRAWINGS ON ALL STORM SEWER PIPE,
MANHOLES, AND INLETS TO THE SHEETZ CONSTRUCTION MANAGER FOR
APPROVAL.
15. AN AS-BUILT DRAWING OF NEW UTILITY SERVICES SHALL BE PROVIDED BY
THE CONTRACTOR AND SUBMITTED TO THE OWNER UPON COMPLETION OF
THE PROJECT.
16. ALL STORM PIPE SHALL BE AS SPECIFIED. ALL JOINTS SHALL BE
WATERTIGHT.
17. ALL STORM STRUCTURES ADJACENT TO CURBS SHALL BE NCDOT
STANDARD..
18. ALL STORM STRUCTURES DIRECTLY DOWN GRADIENT OF THE FUEL PUMP
PAD OR UNDERGROUND STORAGE TANKS SHALL HAVE A SUMP AND BMP
FEATURE (FOR EXAMPLE 'SNOUT') INSTALLED ON THE OUTFLOW PIPE.
19. CONTRACTOR SHALL REFER TO OTHER PLANS WITHIN THIS CONSTRUCTION

THE SHEETZ PROJECT STRUCTURES.
8. ALL UTILITIES SHALL BE INSTALLED IN ACCORDANCE WITH THE
SPECIFICATIONS OF THE RESPECTIVE UTILITY COMPANY. IT IS THE
RESPONSIBILITY OF THE CONTRACTOR TO ENSURE ALL UTILITIES ARE
INSTALLED CORRECTLY TO MEET PROJECT REQUIREMENTS WHETHER
PERFORMED BY THE CONTRACTOR OR NOT.
9. AN AS-BUILD DRAWING OF NEW UTILITY SERVICES SHALL BE PREPARED BY

UTILITY NOTES
1. ALL SITE WORK SHALL BE DONE IN ACCORDANCE WITH THE PLANS
PREPARED BY TIMMONS GROUP, THE CURRENT REQUIREMENTS OF NEW
HANOVER COUNTY AND CAPE FEAR PUBLIC UTILITY AUTHORITY (CFPUA),
THE APPLICABLE SECTIONS OF THE NCDOT STANDARD SPECIFICATIONS FOR
ROADWAY CONSTRUCTION, AND ALL OTHER PERTINENT FEDERAL AND
STATE LAWS.
2. THE CONTRACTOR SHALL COMPLY AT ALL TIMES WITH APPLICABLE
FEDERAL, STATE AND LOCAL LAWS, PROVISIONS, AND POLICIES GOVERNING
SAFETY AND HEALTH.
3. THE CONTRACTOR SHALL BE RESPONSIBLE FOR EXAMINING THE AREAS AND
CONDITIONS UNDER WHICH THE PROJECT IS TO BE CONSTRUCTED PRIOR
TO THE SUBMISSION OF A BID. SUBMISSION OF A BID SHALL BE CONSTRUED
TO MEAN THE CONTRACTOR HAS REVIEWED THE SITE AND IS FAMILIAR WITH
CONDITIONS AND CONSTRAINTS OF THE SITE. IF DISCREPANCIES BETWEEN
FIELD CONDITIONS AND DESIGN PLANS ARE DISCOVERED, CONTRACTOR
SHALL NOTIFY OWNER AND ENGINEER IMMEDIATELY.
4. BEFORE EXCAVATION, ALL UNDERGROUND UTILITIES SHALL BE LOCATED IN
THE FIELD BY THE PROPER AUTHORITIES. THE CONTRACTOR SHALL NOTIFY
NC "ONE CALL" AT 811. THE LOCATION OF ALL UTILITIES AND UNDERGROUND
STRUCTURES ARE APPROXIMATE AND MAY NOT ALL BE SHOWN. IT IS THE
RESPONSIBILITY OF THE CONTRACTOR TO DETERMINE THE EXISTENCE AND
EXACT LOCATION OF ALL UTILITIES AND UNDERGROUND STRUCTURES.
5. IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO BID AND PERFORM ALL
UTILITY WORK IN COMPLIANCE TO ALL APPLICABLE LOCAL AND STATE
CODES AND REGULATIONS.
6. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ALL FEES ASSOCIATED
WITH THE INSTALLATION, INSPECTING, TESTING AND FINAL ACCEPTANCE OF

7. CONTRACTOR SHALL COORDINATE WITH THE APPROPRIATE UTILITY
COMPANY ON THE ADDITION, REMOVAL AND/OR RELOCATION OF UTILITIES
AND UTILITY POLES AND THE EXTENSION OF ALL PROPOSED UTILITIES TO
THE SHEETZ PROJECT STRUCTURES.
8. ALL UTILITIES SHALL BE INSTALLED IN ACCORDANCE WITH THE
SPECIFICATIONS OF THE RESPECTIVE UTILITY COMPANY. IT IS THE
RESPONSIBILITY OF THE CONTRACTOR TO ENSURE ALL UTILITIES ARE
INSTALLED CORRECTLY TO MEET PROJECT REQUIREMENTS WHETHER
PERFORMED BY THE CONTRACTOR OR NOT.
9. AN AS-BUILD DRAWING OF NEW UTILITY SERVICES SHALL BE PREPARED BY
THE CONTRACTOR AND SUBMITTED TO THE OWNER UPON COMPLETION OF
THE PROJECT.
10. UTILITY COMPANIES AND CONTACTS ARE LISTED ON SHEET C7.8.
11. CONDUIT LOCATIONS TO FREESTANDING SIGNS AND SITE LIGHT POLES TO
