ASSEMBLY
The Parks Advisory Board held its regular meeting on Tuesday, October 1, 2024, at the Airlie Cottage.
Present: Mary Ellen Lavoie, Caleb Rash, Jordan Nason, Ryan Bisplinghoff
Excused: Carol Hunter, Gayle Tabor, Josie Barnhart
Staff: Andy Johnson, Latashia Smith, Tara Duckworth, Tanya Gurganious, and Jim Chisum
WELCOME AND APPROVAL OF MINUTES
The meeting was called to order by Ryan Bisplinghoff. Ryan asked if everyone had a chance to review the
minutes and if there were any changes. Hearing no changes, the following motion was presented:
MOTION: Ryan Bisplinghoff MOVED; SECONDED by Caleb Rash, that the minutes of the August meeting
be approved. Upon vote, the MOTION CARRIED UNANIMOUSLY.
The newest board member, Jordan Nason, introduced himself to the board. He is the owner of
Wilmington Fish Camp. He spoke of being a voice for the homeschool community and the fishing
community.
Voice of the Customer
Staff members, Tanya Gurganious and Jim Chisum, represented the voice of the customer. Tanya
presented the Pages Creek kayak launch and storage. Pages Creek Park is located off Middle Sound
st
Loop Road. It currently has 36 kayak slips that are rented on a fiscal year basis from July 1 to June
th
30. Current renters are contacted in May to let them know their contract is about to expire and they
th
have until June 30 to remove their kayak. Those on the waiting list are then contacted to see if they
are still interested in renting and they are offered a slip. The waiting list has approximately 113 names.
There is a QR code on the sign that can be scanned to receive more information about the kayak slips.
Kayaks that are stored illegally will have a notice put on them. If they are not removed, they are taken
by and stored there.
Jim Chisum gave an update on all the trail projects in the county using a fly through presentation.
Middle Sound Loop Road Trail the path is 1600 feet long which eventually connects to an existing path
that is 8ft wide and leads to Market Street. From Market Street, the DOT is constructing another trail
that goes all the way to Mendenhall. The trail crosses Market Street to connect to a path that the
county is constructing. It will be a 1200 ft long, 8 ft wide multiuse path that then connects to a sidewalk
at Wal-Mart. This will give citizens the capability to travel around the Ogden area by bike or walking.
Gordon Road widening project: DOT will provide 1750 feet of a 10 ft. wide multiuse path. The county
will and sidewalks to connect at the intersections. This trail will connect to the North College Road trail.
That trail will run from Gordon Road, past Laney and Trask Schools and connect to the new Northchase
Library that is under construction. Jim also discussed the South College Road trail project that is under

design currently. It picks up at 17 Street where the Cross City Trail ends and will run down to Monkey
Junction.

2. Staff Updates. Tara informed the board that Smith Creek and Northern Regional permits
had been received. Andy is working with Purchasing/Finance to get them out to bid this fall.
Trails End permits have been received. Currently in the contract process. Construction will
be completed within 240 days from Notice to Proceed. Hope to begin in November.
Jordan Nason brought up the fact that the kayak walkway at Trails End is too narrow and
wanted to know if there was a way to make the ramp wider. The county hired a structural
engineer to design the ramp and floating dock. CAMA would not allow any changes to the
existing footprint.
Ogden and Laney tennis court resurfacing in November or spring of 2025.
Echo Farms Park Phase 2 design is well underway. The project includes five additional
lighted, clay courts. Permitting is underway. We anticipate construction this winter.
New Hanover County Parks and Gardens received the Tennis Facility of the Year award for
NC from United States Tennis Association (USTA).
Next Meeting. The next board meeting will take place at the Airlie Cottage on Tuesday, November 5,
2024, at 8:30 a.m.
