For Proposal of CASTLE HAYNE BOTTLE SHOP
At 6pm on the evening of April 25,2024 a community meeting was held at shelter number one in
Castle Hayne Park of Castle Hayne,New Hanover County,North Carolina.The intention of this meeting
was to introduce an idea for a wine and beer shop at 5406 Castle Hayne Rd.,currently a residential home
that has been rezoned for commercial use in the future.The property and three adjacent lots are owned
by Douglas Brandon Paluck/P&P Enterprises LLC of 5404 Castle Hayne Rd.
The Bottle Shop,located at 5406 Castle Hayne Road will be a place to purchase retail beer,wine,local art gifts,plants
and more.It will also be a place to enjoy a glass of wine or craft beer,and light acoustic music.There will be no liquor and no late
nights.It will be a family friendly place with Putt Putt,corn hole,shuffleboard and other fun games for the entire family.There will
also be acoustic music and food trucks a few days per week,with a shed in the back yard for an outdoor hangout.
Potential hours of business:Monday -Thursday:3pm-9pm,Friday &Saturday:12pm-10pm,Sunday:12pm-8pm
Parking:8 spots in front of the Bottle Shop,15 spots in the grass beside the Bottle Shop.,12 spots at Myers Attic after 5pm daily.
Additional 25 plus spots behind Myers Attic.
The surrounding neighbors and members of the community were invited to share their thoughts
and feelings on this establishment in their area of town.
Some neighbors on the street adjacent to the backyard of the property,Blossom St.,expressed
their concern over increased traffic and street parking the bottle shop would bring,as well as possible
noise and light pollution,which was duly addressed by Mr.Paluck.The solutions being an 8ft fence that
has already been installed,preventing access to the property from Blossom Street where these neighbors
live,in addition to “No Parking”signs on Blossom St.,a tow company to monitor street parking,and the
ample capacity of 60 total parking spots available on the actual property owned by Mr.Paluck.He also
expressed that the noise from light acoustic music is intended to be for listeners and customers on the
property,and the lighting will be dim incandescent string lights in the back yard with no security or street
lighting overhead.
Once these concerns were addressed one by one,the neighbors seemed to understand that this
is going to be a well-managed establishment with reasonable family friendly hours and potentially a
valuable addition to the community.Mr.Paluck informed the neighbors that if he intended to sell the
property,a corporate entity could come and convert it into a commercial franchise operation like a fast
food restaurant,car wash,townhome development,or a gas station.The neighbors seemed to think the
Bottle Shop would be better and more beneficial than those alternatives.
One neighbor’s final concern was the hours of operation and whether or not Mr.Paluck would
adhere to his proposed hours if his clientele might prefer it,to which Mr.Paluck agrees to make this
commitment to the hours of operation in writing that the closing hours will not change,but that opening
hours could change should retail shopping traffic dictate that.
A separate concern was brought up over the general amount of traffic on Blossom Street as
Castle Hayne Road is becoming more congested with New Hanover county growing outward.Many
people are using Blossom Street as a cut through,and not observing the posted speed limit,which there
is NO sign currently up.Mr.Paluck agreed as a gesture of goodwill to start a petition and bring this
concern to the county's attention while obtaining his appropriate permissions,and offer solutions -such as
posted 25 mph speed limit signs,and a three-way stop sign on the corner of Hickory Street and Blossom
St.(behind the GoGas)to keep drivers from accelerating too fast on this back road,and perhaps prevent
or deter drivers from cutting through in the future.
A neighbor on Blossom Street also had a request for the security light above Myers Attic to be
tilted down to illuminate the parking lot only and not surrounding areas.Mr.Paluck agreed to put in a
request to Duke Energy to fix the issue.
