Additional comments may be made upon further review of subsequent revisions. Please note: following the TRC meeting, a revised site plan addressing each of the below items must be resubmitted prior to receiving site plan approval. Planning, Katherine May 910-798-7443 1. General Comments a. Zoning: I-2, Warehousing and Office b. Because of a recent proposal in this area which ran into some issues with Duke easements, please confirm there are no Duke transmission line easements on this property. 2. UDO Section 5.1, Parking and Loading a. Please show off-street loading berths. 3. UDO Section 5.2, Traffic, Access and Connectivity a. Please note that no building permit for any structure shall be issued which requires NCDOT approval for a Driveway Permit until NCDOT has issued the permit approval. Evidence of approval shall accompany the application for building permit. 4. UDO Section 5.3, Tree Retention a. It does not appear that trees will be removed, please confirm. b. A minimum of 15 trees of at least two inches DBH or two caliper inches, as applicable, shall be retained or planted on a parcel where development occurs for each acre or proportionate area disturbed by the development. Street yard area is not required given the shape of the parcel and lack of street frontage. ii. Per Section 5.4.5 please include interior parking lot landscaping. iii. Transitional buffer yard is not required between I-2 zoning districts. iv. Per Section 5.4.7 of the UDO please include foundation plantings. 6. UDO Section 5.5, Lighting a. Please note that a lighting plan is not required for TRC approval but will be required prior to issuance of construction plan approvals. b. Is any lighting proposed for the site? 7. UDO Section 5.6, Signs a. For any signs on the site, please submit for a sign permit, referencing Section 5.6 of the UDO for standards. 8. UDO Section 5.7, Conservation Resources a. Per the New Hanover County Conservation Resource map, there are no Conservation Resources on this property. NHC Fire Services, Ray Griswold 910-798-7448 1. Land disturbing and county stormwater permit have been reviewed and a request for additional information has been forwarded to the designer. 2. According to Environmental Health records other properties in this area are on or have been on private drinking water wells. If CFPUA cannot provide public water then a well permit will be necessary. Depending on the nature of the business and employee number the well may be permitted through NHC Environmental Health or NC DEQ Public Water Supply. Appropriate applications and permits must be obtained through the correct agency dependent on public water availability. 2. Site plan reflects connection to a septic system. The septic system design wastewater flow will be highly dependent upon the nature of the business and employee number. Soils appear to be well drained in this area. Applicant may want to obtain the services of a private Soil Scientist to ensure the area given for septic drain field is appropriate for the wastewater flow. Applications and permitting can be submitted to NHC Environmental Health or an approved Authorized Onsite Wastewater Evaluator. NHC Addressing, Katherine May 910-798-7443 1. According to the booklet “Wilmington/New Hanover Classification of soils for Septic Tank Suitability,” Kureb is a Class I soil. 3. The Soil Survey of New Hanover County lists Kureb as excessively well drained. 4. Kureb is on the Hydric Soils “B” list which means there may be areas of wetland included in the mapping units. An adequate drainage and maintenance plan is needed for suitable housing. 5. The U.S. Army Corps of Engineers has federal jurisdiction over 404 Permits and the NC Department of Environmental Quality, Water Quality Division, has state jurisdiction over 401 Permits under the Clean Water Act. Before disturbing possible wetland areas, developers should contact these agencies to stay in compliance with State and Federal regulations. 6. Additional comments are attached.
